Mr. Couch is a former senior appellate military judge and military prosecutor who, in 2007, was featured in a Wall Street Journal article "The Conscience of the Colonel" describing his refusal to prosecute a detained terrorist held at Guantánamo Bay, Cuba. Mr. Couch also served as liaison to the Department of Justice in support of the U.S. Supreme Court litigation Hamdan v. Rumsfeld - a case regarding separation of powers and Presidential wartime authority.
