Missouri Court Plan Debate

Jefferson City Lawyers Chapters

The "Nonpartisan Court Plan" is the method of judicial selection Missouri adopted in 1940. It has since served as a national model and has been adopted by many other states. Critics of the plan argue that there is nothing impartial about a process in which a single interest group -- the state bar association -- appoints three members of the seven-member commission. Our two speakers will debate the merits of keeping or scrapping the court plan.

Speakers:

  • Casey Mattox will speak against retaining the Missouri plan. Casey is vice president for legal and judicial strategy at Americans for Prosperity
  • Scott Bethune will speak in defense of the Missouri Plan. Scott is a personal injury lawyer and a founding member of the firm Davis, Bethune & Jones. He currently serves as the Western District lawyer commissioner on the appellate judicial commission. He previously served as the lawyer commissioner for the 16th Circuit Court in Jackson County.
  • Kurt Schaefer will serve as moderator. Kurt is a partner at Lathrop, GPM and a former State Senator.
