From 1998 to 2010 Frank served as a Judge in the Family Law Division of the Harris County Civil District Courts. His judicial colleagues chose Frank to serve as the Administrative Judge of the Family Law Division from 2008-2010. Prior to his public service, he was the General Counsel and Corporate Secretary for the Houston Sports Association (which included Astrodome USA and the Houston Astros Baseball Club) for 17 years.
