Dr. Levy is a Senior Fellow in Constitutional Studies at the Cato Institute. He is also co-counsel to the plaintiffs in Parker v. District of Columbia, which struck down the DC handgun ban under the Second Amendment and is now being appealed to the Supreme Court.
