Robert A. Levy is senior fellow in constitutional studies and a member of the board of directors at the Cato Institute. He served as co-counsel to the plaintiffs in Parker v. District of Columbia, challenging the D. C. gun ban. He is a regular guest on major television programs commenting on public policy topics including gun control. Levy received his Ph.D. in business from the AmericanUniversity and his J.D. degree from the George Mason University School of Law.

Chester Kulis is a member of the board of directors of Illinois Council Against Handgun Violence. He has a distinguished 32 year career in criminal justice with service as a federal probation officer and a sociologist with the Illinois Department of Corrections. Kulis received his J.D. degree from The John Marshall Law School and advanced degrees from DePaul University and the University of Michigan.
