In addition to discussing the Emergency Powers and Constitutional Issues during Pandemics, Brammer will discuss the recent legislation in Utah requiring the governor to provide notice to certain members of the Utah State Legislature before issuing an executive order or statewide directive in response to the COVID-19 pandemic or another disease-related emergency. Speakers: Ilya Shapiro, Director of Constitutional Studies at the Cato Institute: Before joining Cato, Shaprio was a special assistant/ adviser to the Multi-National Force in Iraq on rule-of-law issues and practiced at Patton Boggs and Cleary Gottlieb. An author- latest book, on judicial nominations and Supreme Court politics, coming out in September- political commentator, and constitutional law scholar. Brady Brammer serves as an elected representative in Utah’s House of Representatives. Currently, he serves on the Judiciary Committee, Business and Labor Committee, and is the co-chair of the Infrastructure and General Government Appropriations Subcommittee. Brammer also serves on the Executive and Judicial Compensation Committee. Brammer is also a litigator with Spaulding Law, focusing on commercial, real estate, and government entity litigation in both Utah and California.
