Deregulation of retail electric service in Ohio in 1999 was supposed to usher in an era of lower prices for both individual consumers and large industrial users of electricity. Yet many of the old suppliers of electricity in Ohio remain unchallenged by new competitors, and consumers face the prospect of ever-rising prices for electricity with few reliable alternatives available.

Are utility regulators doing enough to foster competition? Have they gone too far in their efforts to ease the price shocks that might result in a truly free market for electricity? Should the Ohio General Assembly pass additional legislation to speed the transition to a competitive free market for electricity, or should legislators instead abandon the idea of fostering competition in the retail electric industry?

At the next luncheon hosted by the Columbus Chapter of the Federalist Society, a lawyer for utility customers, a utility executive, and the chairman of the PUCO will debate these issues.
