On November 20, 2007, the United States Supreme Court granted certiorari in District of Columbia v. Heller, a significant case examining the scope of the Second Amendment's protection of "the right of the people to keep and bear arms." The U. S. Court of Appeals for the D. C. Circuit ruled last March that the District of Columbia's gun ban violates the Second Amendment.


Robert A. Levy, Senior Fellow in Constitutional Studies at the Cato Institute, represents the D.C. residents who challenged the gun ban in Heller. Mr. Levy will provide commentary on the legal and constitutional aspects of the
case, as well as the practical issues involved in litigating a constitutional question to the nation's highest court.
