In 2007, the Supreme Court declared that carbon dioxide and certain other greenhouse gases are "pollutants" regulable under the Clean Air Act. The Environmental Protection Agency has since announced its intention to adopt far-reaching greenhouse gas regulations. At the same time, Congress is considering federal climate legislation and other regulatory agencies, such as the Fish & Wildlife Service, are being dragged into climate policy. What will these new regulatory initiatives look like? How will they impact businesses, individuals, and communities? And will they do anything to make the planet cooler or greener? Professor Jonathan H. Adler will explore these questions and consider the implications of federal climate policy on businesses and communities.
