Nearly 18 years after 9/11, the threat of terrorism has not been forgotten but is no longer a daily news story or the most talked about political issue. This CLE will update participants on the state of international terrorism, efforts to counter it, and pressing legal issues implicated by it. More specifically, the CLE has three main components: (1) an update on the current state of international terrorism groups and the threat they pose; (2) a review of how American counterterrorism strategy has evolved since 9/11, and (3) a conversation about where the threat and strategy are going. Relevant legal issues, such as the status of congressional authorization for the use of military force and legal challenges to countering terrorist use of the internet, will be discussed throughout.
