The U.S. Court of Appeals for the Ninth Circuit is by far the biggest of the federal courts of appeals, with 44 active and senior judges and jurisdiction over federal appeals from nine states, Guam, and the Northern Mariana Islands. At this luncheon, Prof. Brian Fitzpatrick and Harvey Saferstein will debate the question whether the Ninth Circuit should be split.
