Nonresident Fellow, American Enterprise Institute
Ajit Pai, a former chairman of the Federal Communications Commission (FCC), is a nonresident fellow at the American Enterprise Institute, where he focuses on issues pertaining to technology and innovation, telecommunications regulatory policy, and market-based incentives for investment in broadband deployment. Concurrently, he is a partner at Searchlight Capital Partners, a global investment firm.
Mr. Pai’s distinguished career at the FCC includes two leadership roles following presidential appointments. He was appointed commissioner by President Barack Obama in 2012, designated chairman by President Donald Trump in 2017, and twice confirmed by the US Senate. While at the helm of the FCC, Mr. Pai had a transformative impact on the future of US technology and communications policy, implementing major initiatives to help close the digital divide; advance US leadership in 5G and other wireless technologies; promote innovation; protect consumers, public safety, and national security; and make the agency itself more open, transparent, and data-driven.
Earlier in his career, Mr. Pai served in various public-sector positions in the FCC’s Office of General Counsel, the US Department of Justice, the US Senate Judiciary Committee, and the US District Court for the Eastern District of Louisiana. He also worked as a partner at Jenner & Block and associate general counsel at Verizon Communications.
Mr. Pai graduated with honors from Harvard University, where he received a bachelor’s degree, and from the University of Chicago Law School, where he received a law degree and was an editor on the University of Chicago Law Review.

A partner in the FDA and Life Sciences practice at King & Spalding LLP, Marisa Maleck focuses on litigation, regulatory matters and public policy, with a focus on consumer products. As a former senior counsel at a bio-tech company and in private practice, Marisa has substantial experience with and is skilled in providing creative solutions in the face of uncertainty.
Marisa represents clients in a variety of matters with a focus on FDA-regulated products like food, beverages, pharmaceuticals, medical devices, wellness products, cosmetics, tobacco and cannabis. As a former senior counsel at an FDA-regulated biotech company and as a former partner in King & Spalding’s Litigation and Global Disputes practice group, she handled hundreds of suits in a multi-district litigation, multiple agency inquiries, an FTC lawsuit and 10+ state Attorney Generals actions. With a special focus on consumer fraud, social-media marketing and personal injury/wrongful death lawsuits, Marisa has successfully drafted and/or argued appellate briefs and critical motions in numerous cases—including class actions and complex litigation—before the U.S. Supreme Court, federal and state courts of appeals, and federal and state trial courts. She has also advocated tirelessly for her clients through engagement with agencies and policy-makers. She also advises her clients about legal risk (and how to avoid it) in investigations, enforcement actions, private litigation and private-equity investments.
Marisa also advocates for her clients’ interests in the court of public opinion. She is often solicited for her balanced legal analysis by members of the media. Marisa has appeared on (tv/radio) MSNBC, MSN, CNBC and NPR, and in (print) Newsweek, the National Law Journal, The Wall Street Journal, The Washington Post and Politico.
In addition, Marisa has an active pro-bono practice representing indigent defendants through federal appellate appointments as part of the Criminal Justice Act program and as a screener for the Mid-Atlantic Innocence Project.
Legal Director & General Counsel, Criminal Justice Legal Foundation
Kent S. Scheidegger has been the Legal Director of the Criminal Justice Legal Foundation since December 1986. He also served as Chairman of the Criminal Law Practice Group of the Federalist Society 2003 to 2005. His articles on criminal and constitutional law have been published in law reviews, national legal publications, and congressional reports. Legal arguments authored by Mr. Scheidegger have been cited and incorporated in several precedent-setting United States Supreme Court decisions.
After receiving a degree in physics with honors from New Mexico State University in 1976, Mr. Scheidegger served for six years in the United States Air Force as a Nuclear Research Officer. He took his law degree with distinction from the University of the Pacific, McGeorge School of Law in 1982 and practiced civil law in Northern California. He was general counsel of California Cooler, Inc. from 1984 until 1986, when he joined the Foundation.
Clinical Professor of Law, Emory Law School
As Director of the International Humanitarian Law Clinic, Laurie Blank teaches international humanitarian law and works directly with students to provide assistance to international tribunals, non-governmental organizations, and law firms around the world on cutting-edge issues in humanitarian law and human rights. Professor Blank is the co-author of International Law and Armed Conflict: Fundamental Principles and Contemporary Challenges in the Law of War, a casebook on the law of war (with G. Noone, Aspen Publishing 2013). She is also the co-director of a multi-year project on military training programs in the law of war and the co-author of Law of War Training: Resources for Military and Civilian Leaders (USIP 2008, with G. Noone, second edition 2013). In addition, she is the series editor of the ICRC’s teaching supplements on IHL, a member of the American Bar Association’s Advisory Committee to the Standing Committee on Law and National Security, and a member of the Public Interest Law and Policy Group’s High Level Working Group on Piracy. Before coming to Emory, Professor Blank was a program officer in the Rule of Law Program at the United States Institute of Peace. At USIP, she directed the Experts’ Working Group on International Humanitarian Law, in particular a multi-year project focusing on New Actors in the Implementation and Enforcement of International Humanitarian Law.

Associate Professor, UNH Franklin Pierce School of Law
Zvi S. Rosen is an Associate Professor at UNH Franklin Pierce School of Law and the Faculty Director of the Franklin Pierce Society for Intellectual Property. He has served as a Assistant Professor at the Southern Illinois University School of Law, as a Visiting Assistant Professor at the Maurice A. Deane School of Law at Hofstra University, and as a Visiting Scholar and Professorial Lecturer in Law at George Washington University School of Law.
In 2015-2016, he was the Abraham L. Kaminstein Scholar in Residence at the U.S. Copyright Office. Mr. Rosen received his J.D. from Northwestern University School of Law in 2005 and LLM in Intellectual Property in 2006 from the George Washington University Law School. He has practiced at Fried, Frank, Harris, Shriver & Jacobson LLP as well as smaller firms and his own practice, and clerked for the Hon. Thomas B. Bennett of the U.S. Bankruptcy Court for the Northern District of Alabama. He has written extensively on the development of modern copyright and trademark law, as well as on bankruptcy law.

Mr. Meisburg is a former National Labor Relations Board Member and General Counsel.
Prior to joining Hunton & Williams LLP, Ronald co-chaired the labor-management relations practice at an international law firm. Over the course of his 40-year career, which began with the Office of the Solicitor of the US Department of Labor, Mr. Meisburg has handled matters arising under federal labor and employment law in complex business transactions before federal agencies and courts.
Mr. Meisburg joined the NLRB in 2004, following a recess appointment by President George W. Bush. Two years later, President Bush appointed him to a four-year term as NLRB General Counsel, a position independent from the Board. Serving under the Bush and Obama Administrations as the chief prosecutor under the National Labor Relations Act and chief administrator of the agency’s 32 regional offices, he oversaw a $280 million budget and 1,200 staff.
Ronald has been quoted as a labor law authority by numerous national publications and news organizations, including The New York Times, The Wall Street Journal, The Washington Times, SHRM Online, Associated Press, Corporate Counsel Magazine, Bloomberg, Reuters, Employment Law 360 and BNA. Mr. Meisburg has also been recognized by Legal500 USA.
