Paul is a graduate of the University of Montreal Faculty of Law and is a member of the Quebec Bar. Before her first stint with Commissioner Carr’s office in 2021, Danielle was an Associate Attorney in the Washington, D.C., office of Wilkinson Barker Knauer. After attending the University of Virginia for her undergraduate degree, Danielle earned her J.D. cum laude from the Catholic University of America’s Columbus School of Law where she was Associate Editor of the Catholic University Law Review. She also earned a certificate from the Columbus School of Law’s Law & Technology Institute.

As Vice President of Federal Regulatory, Caroline Van Wie is responsible for leading AT&T’s wireline interests, including legacy business services’ Title II obligations, robocalling, accessibility, copper retirement and network transformation, and wireline infrastructure issues, before federal regulatory authorities, including the Federal Communications Commission. In addition, Caroline serves on AT&T’s External & Legislative Affairs’ Diversity & Inclusion Task Force and is co-chair of the Women’s Leadership Forum.
Caroline most recently was Assistant Vice President of Federal Regulatory and was responsible for managing AT&T’s wireline interests, focused on federal regulation of Business Data Services and Unbundled Network Elements, before federal regulatory authorities, including the Federal Communications Commission. She concurrently served as Chief of Staff to Joan Marsh, EVP – Federal Regulatory Relations, from 2017-2020.

Dileep Srihari is Senior Policy Counsel and Director, Government Affairs at the Telecommunications Industry Association (TIA). He represents information and communications technology companies – those that manufacture chips, routers, switches, cell phones, base stations, and more – through policy development and advocacy before Congress and the FCC.
Srihari currently focuses on spectrum and broadband infrastructure deployment issues, including topics ranging from millimeter-wave spectrum for 5G to regulatory reform and funding for broadband deployment. He also provide counsel and supervise others on work spanning across TIA's Government Affairs department, including leading projects on national security issues related to the ICT supply chain as well as Internet of Things issues.
Srihari was previously an associate at law firm WilmerHale where he was a member of the firm’s Communications practice group. His work involved regulatory advocacy and appellate litigation on topics including wireless interference protections, television program access, and process safety management. Roslyn Layton, PhD is a leading international expert on technology policy. She is Senior Vice President of Strand Consult, an independent consultancy serving the global mobile telecom industry. She is also a Visiting Researcher at Aalborg University Copenhagen where she earned a doctoral thesis on network neutrality by measuring the outcome of the policy across 53 countries over 5 years. She served on the Presidential Transition Team for the Federal Communications Commission (FCC), and her work was critical to the FCC’s defense for the Restoring Internet Freedom Order. She has testified to the United States Senate and House on multiple topics including spectrum, broadband, mobile mergers, competition, and privacy. Eli Noam has been Professor of Economics and Finance at the Columbia Business School since 1976. In 1990, after having served for three years as Commissioner with the New York State Public Service Commission, he returned to Columbia. He is the Director of the Columbia Institute for Tele-Information. CITI is a university-based research center focusing on strategy, management, and policy issues in telecommunications, computing, and electronic mass media. In addition to leading CITI's research activities, Prof. Noam initiated the MBA concentration in the Management of Media, Communications, and Information at the Business School and the Virtual Institute of Information, an independent, web-based research facility. He has also taught at Columbia Law School and Princeton University's Economics Department and Woodrow Wilson School, and has been a virtual visiting professor at the University of St. Gallen, the MCM Institute.
