For more than two decades, John served as a senior leader on environment and natural resource matters at the United States Department of Justice (DOJ), where he supervised some of the department’s most significant litigation, including the Exxon Valdez oil spill, Love Canal, and Bunker Hill litigation. As the Senate-confirmed, Assistant Attorney General, ENRD, John worked on the most high-profile environment cases, and personally negotiated the multi-billion dollar resolutions of the Deepwater Horizon oil spill and the Volkswagen emissions scandal. These cases required a great deal of coordination, expert assistance, and sophisticated management of numerous players to reach successful outcomes. As the former President of the Environmental Law Institute, the former Chair of the American Bar Association (ABA) Section on Environment, Energy, and Natural Resources, and the immediate past President of the American College of Environmental Lawyers, John has led each of the premier environmental organizations in the United States. John’s leadership is a defining characteristic of his long and distinguished legal career. Before joining the DOJ, John was the Chief Legislative Counsel of the U.S. Army. After graduating from the United States Military Academy at West Point, John served in Airborne, Ranger, and Special Forces units in Germany and Vietnam. His subsequent military assignments include as a criminal prosecutor in Germany and civil trial lawyer in the Pentagon; Chief of Litigation Branch, Europe; General Counsel, Defense Nuclear Agency; Staff Judge Advocate in Germany; and Director of Administrative and Civil Law, Judge Advocate General’s School, Charlottesville, Virginia. His military education includes being a Fellow, Army War College, and the Command and General Staff College. Matthew Tejada

Senior Vice President, Environmental Health, Natural Resources Defense Counsel

Biography

As the chief visionary and strategist for NRDC’s advocacy to protect human health, Matthew Tejada oversees NRDC's clean air, water, toxics, and adaptation programs. He is also responsible for leading, scaling, and operationalizing the teams, structures, partnerships, and policy initiatives needed to tackle major health threats facing communities. 

Prior to joining NRDC, Tejada served most recently as the deputy assistant administrator for environmental justice within the U.S. Environmental Protection Agency's (EPA) Office for Environmental Justice and External Civil Rights. In his 10 years with the EPA, Tejada led all aspects of environmental justice work throughout the agency and in coordination with other federal agencies, including the development of an array of grants and technical assistance vehicles, and the creation and deployment of a nationally consistent screening and mapping tool that highlights environmental justice issues across the United States. His work also direct community engagement, outreach and communication, and management of the National Environmental Justice Advisory Council.

Previously, Tejada was the executive director of Air Alliance Houston, an environmental justice organization that works to reduce the public health impacts from air pollution. His background also includes working as a public advocate with the Texas Public Interest Research Group—where he managed several advocacy programs focused on consumer, health and environmental issues, including federal ozone NAAQS review and urban transit planning—and as a teacher of English as a foreign language in the U.S. Peace Corps.

Tejada earned his bachelor’s degree in English from the University of Texas, Austin, and also holds a master’s degree in Russian and East European studies, as well as a PhD in modern history from St. Antony’s College, University of Oxford. He is based in the Washington, D.C., office.

Daren Bakst

Biography

Daren Bakst is Director of the Competitive Enterprise Institute’s Center for Energy and Environment and a Senior Fellow. In this role, he manages, develops, and leads the coalition, advocacy, and research activities of the Center, which is one of the most effective advocates for Free Market Environmentalism.

Before joining CEI as Deputy Director in March, 2023, Daren was a Senior Research Fellow in Environmental Policy and Regulation at the Heritage Foundation, where he played a leading role in the launch of the organization’s new energy and environment center, and created and hosted the Heritage Foundation’s energy and environment podcast the “PowerCast.” During his decade at Heritage, Daren wrote about energy and environmental policy, food and agricultural policy (including editing and co-authoring the book Farms and Free Enterprise), regulation, and trade among other topics.

Daren also worked on environmental policy and regulation at the U.S. Chamber of Commerce, where he was a policy counsel and served as the executive to the association’s Government Oversight, Operations & Consumer Affairs committee, which was responsible for issues such as regulatory process reform. Daren has significant state level experience, working for seven years at the Raleigh, N.C.-based John Locke Foundation, one of the largest state-based, free-market think tanks. As director of legal and regulatory studies, his broad portfolio included energy and environmental policy, regulatory reform, and property rights.

Daren has testified numerous times before Congress, regularly submits comments to federal agencies and has appeared in or been quoted by a wide range of media outlets such as The Wall Street Journal, USA Today, The Washington Times, CNN, Fox Business News, Al-Jazeera America, and U.S. News and World Report. Jeffrey H. Wood

Drawing from two decades of experience in senior government, in-house corporate, and private law firm roles, Jeff Wood helps clients with federal enforcement, compliance, litigation, permitting, and policy challenges primarily in the energy and environmental fields.

Prior to joining Baker Botts, Mr. Wood served for almost two years as the Acting Assistant Attorney General (AAG) for the Justice Department's Environment and Natural Resources Division (ENRD). In that capacity, Mr. Wood led ENRD and its more than 600 attorneys and staff representing EPA, Departments of the Interior, Energy, and Defense, and other agencies in civil and criminal enforcement and defensive environmental, energy, and natural resources litigation.

As the top official in ENRD, Mr. Wood managed a complex organization with an annual budget exceeding $200 million and a docket of more than 6,000 cases and matters. E&E News noted that “Wood maintains a strong relationship with ENRD's career staff” (Greenwire, Oct. 31, 2018). He previously served on the staff of the United States Senate Committee on Environment and Public Works.
