Mr. Consovoy assists clients on a broad range of litigation and appellate issues primarily before the Supreme Court of the United States and federal appellate and district courts, as well as before federal agencies. Mr. Consovoy represents clients in cases involving constitutional issues, interpretation and enforcement of federal statutes, administrative law, civil rights disputes, and a variety of other civil litigation issues. Mr. Consovoy recently argued two cases—Spokeo v. Robbins and Evenwel v. Abbott—before the Supreme Court of the United States.
Mr. Consovoy is a former law clerk to Supreme Court Justice Clarence Thomas, Judge Edith H. Jones of the United States Court of Appeals for the Fifth Circuit, and the 17th Judicial Circuit of Virginia. Mr. Consovoy is a member of the Edward Coke Appellate Inn of Court and was named by Law360 as a “rising star” in appellate law for 2013. Since 2011, Mr. Consovoy has been the co-director of the Supreme Court Clinic at the Antonin Scalia Law School at George Mason University, where he also is the co-director of the Administrative Law Clinic.
Mr. Consovoy earned his B.A. from Monmouth University, and his J.D. magna cum laude from George Mason University School of Law. Mr. Consovoy is a member of the Virginia and District of Columbia bars.
Senior Attorney and Director, Election Integrity Project, Judicial Watch
Robert Popper joined Judicial Watch in September 2013 as a senior attorney and as director of Judicial Watch’s Election Integrity Project. Prior to joining Judicial Watch, Mr. Popper worked for eight years, five as deputy chief of the Voting Section, in the Civil Rights Division of the Department of Justice, in which capacity he garnered numerous professional awards. Before that, Mr. Popper worked as a private attorney in New York City for 17 years, where his practice extended to a wide range of legal matters, including voting rights. Mr. Popper served as counsel in a successful constitutional challenge alleging racial segregation in the design of New York’s congressional districts, and successfully defended the appeal to the U.S. Supreme Court. Mr. Popper is a published author on the topic of voting rights law. He developed a legal standard relating to gerrymandering that is widely cited by experts and was adopted by the Arizona Independent Redistricting Commission. He has testified before the Missouri Senate Redistricting Committee and the Pennsylvania House State Government Committee; and he has spoken about voting rights to a conference of U.S. Attorneys at the National Advocacy Center, to state officials, and to countless local community representatives. Mr. Popper is a graduate of the University of Pennsylvania and Northwestern University Law School. Marcia Madsen was Chair of the Government Contracts practice and co-chair of the National Security Practice at Mayer Brown. She represented contractors in regulatory, policy, transactional, litigation, and investigative matters involving virtually every federal agency. Her clients included defense contractors, information technology and systems integrators, telecommunications companies, engineering firms, insurers, and manufacturing companies. Brian D. Miller is a shareholder in the Washington, D.C. office, of Rogers Joseph O’Donnell, where he represents clients in False Claims Act investigations and other investigations, audits, and reviews. He also serves as a corporate monitor for defense and other federal contractors in criminal and other matters. With over 27 years of experience as a federal prosecutor, Senate-confirmed inspector general, and civil litigator, Mr. Miller’s experience is unique. For example, he has represented a federal magistrate judge and the Attorney General in civil litigation. He has also personally issued grand jury subpoenas, signed inspector general subpoenas, and received testimony from civil investigative demands—something very few, if any, other attorneys have done. For nearly the last decade, Mr. Miller served as the Inspector General for the U.S. General Services Administration where he led over 300 auditors, special agents, attorneys, and support staff in conducting nationwide government audits and high profile investigations. As Inspector General, Mr. Miller is well known for his report on the excesses at a GSA conference in Las Vegas. Mr. Miller frequently testified before Congress regarding his investigations and audits. Earlier in Mr. Miller’s career, he held several high level positions within the U.S. Department of Justice, including senior counsel to the deputy attorney general and special counsel on healthcare fraud. He served as an Assistant United States Attorney for over a decade, where he prosecuted terrorists, fraudsters, and drug kingpins.
President, Fraternal Order of Police
Chuck Canterbury began serving as President of the Fraternal Order of Police in January 2003 after the death of President Steve Young. He has been reelected seven times.
President Canterbury joined the Fraternal Order of Police in 1984 when he, along with eleven other officers, chartered their Local Lodge. He served as Local Lodge President for 13 years, during which time he was instrumental in starting the Lodge Legal Defense Plan, purchasing the first lodge building, and starting the Lodge insurance program.
He went on to serve as State Lodge President from 1990 to 1998. During his tenure he was instrumental in establishing the State Lodge lobbying program, initiating the political endorsement program and implementing the State Lodge Legal Defense Plan. He led the effort to hire a full time Executive Director for the State Lodge to manage these programs.
He began his service on the Grand Lodge Executive Board in 1995 when he was elected to the first of three terms as the Second Vice President. In 2001, he was elected Vice President. During this time, he has worked to expand the police labor movement in the areas of our country who do not have collective bargaining rights. Improving the quality of life for police officers has been his foremost goal. During his tenure he has brought a best business practice model to the FOP.
President Canterbury retired in January 2004 from the Horry County Police Department, Conway, South Carolina, where he most recently had oversight of the Operations Bureau. He began his police career in 1978 and over his 26-year career he worked in the Patrol Division, the Criminal Investigations Division and served as the Training Division Supervisor, during which he was certified as an Instructor in basic law enforcement, firearms, chemical weapons, and pursuit driving.
He has been appointed by President George Bush to serve on the Medal of Valor Board and also serves on our Nation's Homeland Security Council. Chuck has also been appointed to the Congressional Badge of Bravery Awards committee. Chuck is also on the Board of Directors of the National Center for Missing and Exploited Children. He also serves as Treasurer of the International Council of Police Representatives Association. This group represents over 1.4 million of our world's law enforcement officers.

Brian M. Fish is currently the Senior Advisor to the General Counsel at the Department of Homeland Security where he works on immigration and law enforcement issues. Previously, he was a trial attorney with the United States Immigration and Customs Enforcement, where he represented the Department of Homeland Security in removal hearings before the U.S. Immigration Court. Additionally, he was a Special Assistant United States Attorney and a Baltimore City homicide prosecutor. He is a member of the Federalist Society's Criminal Law & Procedure Practice Group Executive Committee and the President of its Baltimore Lawyers Chapter. He earned his B.A. from LaSalle University in 1992 and his J.D. from Loyola University New Orleans School of Law in 1998.

Vanita Gupta is the President of The Leadership Conference on Civil and Human Rights. She previously served as the acting Principal Deputy Assistant Attorney General for the Civil Rights Division and the top civil rights prosecutor for the United States Department of Justice. Before her work at the DOJ she was a civil rights lawyer and the Deputy Legal Director of the American Civil Liberties Union (ACLU), where she oversaw the ACLU's national criminal justice reform efforts. A seasoned trial and appellate advocate, Danielle Sassoon represents individuals and corporations in high-stakes white-collar, appellate, and commercial matters. Danielle joined the firm after serving as interim United States Attorney for the Southern District of New York, following over eight years as an Assistant United States Attorney. During her time at the SDNY, Danielle handled some of the Office’s most sensitive and consequential cases. As Chief of Appeals for the Criminal Division, Danielle supervised and argued dozens of appeals before the U.S. Court of Appeals for the Second Circuit. As a prosecutor, Danielle was awarded the FBI Director’s Award for Outstanding Criminal Investigation and the Women in Federal Law Enforcement Top Prosecutor Award.
Following law school, Danielle clerked for Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit and for Associate Justice Antonin Scalia of the U.S. Supreme Court.

Ilya Shapiro is a senior fellow and director of constitutional studies at the Manhattan Institute and a contributing editor of City Journal. Previously he was executive director and senior lecturer at the Georgetown Center for the Constitution, and before that a vice president of the Cato Institute.
Shapiro is the author of Lawless: The Miseducation of America’s Elites (2025) and Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020), coauthor of Religious Liberties for Corporations? (2014), and editor of 11 volumes of the Cato Supreme Court Review (2008-18). He has contributed to a variety of academic, popular, and professional publications, including the Wall Street Journal, Harvard Journal of Law & Public Policy, Washington Post, Los Angeles Times, USA Today, National Review, and Newsweek. He also regularly provides commentary for various media outlets, writes the Shapiro’s Gavel newsletter on Substack, and once appeared on the Colbert Report.
Shapiro has testified many times before Congress and state legislatures and has filed more than 500 amicus curiae “friend of the court” briefs in the Supreme Court. He lectures regularly on behalf of the Federalist Society, is a member of the board of fellows of the Jewish Policy Center, was an inaugural Washington Fellow at the National Review Institute, and has been an adjunct law professor at the George Washington University and University of Mississippi. As the son of two former gold miners who spent his childhood visiting ghost towns and old mines in the Mojave Desert, he has always been fascinated by the frontier spirit that built this nation and sees the defense of private property rights as absolutely vital to keeping that spirit alive. After reading about eminent domain abuse for the first time in college (and Justice Clarence Thomas’ amazing dissent in Kelo), he realized he needed to become a lawyer so he could put a stop to the government’s flagrant violation of private property rights.
Prior to joining PLF, David was an attorney with Mountain States Legal Foundation in Colorado, where his practice primarily focused on the bureaucratic overreach and intransigence of federal land use agencies like the Bureau of Land Management. While at Mountain States, David represented individuals and small businesses whose rights had been violated by the government before both state and federal courts and administrative tribunals. Before that, he worked as a legal associate with the Cato Institute’s Center for Constitutional Studies, where he authored Supreme Court amicus briefs and scholarly articles on a number of constitutional topics.
David grew up in Southern California and received his undergraduate degree from the University of California, Los Angeles before attending Columbia University for law school.
When not trying to ruin government employees’ days, David can usually be found doing something nerdy like playing board games, arguing about the finer points of Tolkien lore, and taking pub trivia way too seriously.
