Biography

Patrick J. Bumatay was confirmed as a U.S. Circuit Judge for the U.S. Court of Appeals for the Ninth Circuit in December 2019. He is based in San Diego, California.

Prior to his appointment, Judge Bumatay served as an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of California, where he was a member of the Appellate and Narcotics Sections. He also served as a Counselor to the Attorney General on criminal law issues, including on national opioid strategy and combating transnational organized crime. Judge Bumatay has also worked in the Office of the Deputy Attorney General, the Office of the Associate Attorney General, and the Office of Legal Policy at the U.S. Department of Justice. Judge Bumatay has twice received the Attorney General’s Distinguished Service Award.

Judge Bumatay previously worked as an associate at Morvillo, Abramowitz, Grand, Iason, and Bohrer in New York, New York. Judge Bumatay clerked for the Honorable Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit and the Honorable Sandra L. Townes of the U.S. District Court for the Eastern District of New York. Judge Bumatay earned his B.A., cum laude, from Yale University and his J.D. from Harvard Law School.

Deputy Chief of Appeals, U.S. Attorney's Office for the Eastern District of New York

Biography

Saritha Komatireddy is Deputy Chief of Appeals at the U.S. Attorney's Office for the Eastern District of New York. She previously served as Chief of International Narcotics and Money Laundering, Deputy Chief of General Crimes, Computer Hacking and Intellectual Property Coordinator, and as an Assistant U.S. Attorney in the Office's National Security and Cybercrime Section. Komatireddy has tried eight federal criminal trials and has argued more than a dozen cases before the U.S. Court of Appeals for the Second Circuit. She has received numerous awards for her work as a federal prosecutor, including three Attorney General’s Awards, two True American Hero Awards, and the Federal Law Enforcement Foundation Prosecutor of the Year Award.

From 2023-2024, Komatireddy served as the Chief of Staff of the Drug Enforcement Administration.

Previously, Komatireddy practiced law at Kellogg, Huber, Hansen, Todd, Evans & Figel P.L.L.C. in Washington, D.C., and was Counsel to the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. She clerked for the Honorable Brett M. Kavanaugh on the U.S. Court of Appeals for the D.C. Circuit.

Richard Sullivan

U.S. Court of Appeals, Second Circuit

Biography

Richard J. Sullivan was sworn in as a United States Circuit Court Judge for the Second Circuit in October 2018. Before that, Judge Sullivan served for eleven years as a United States District Judge for the Southern District of New York. Prior to becoming a judge, he served as the General Counsel and Managing Director of Marsh Inc., the world's leading risk management and insurance brokerage firm. From 1994 to 2005, he served as an Assistant United States Attorney in the Southern District of New York, where he was Chief of the International Narcotics Trafficking Unit and Director of the New York/New Jersey Organized Crime Drug Enforcement Task Force. In 2003, he was awarded the Henry L. Stimson Medal from the Association of the Bar of the City of New York. In 1998, he was named the Federal Law Enforcement Association's Prosecutor of the Year. Prior to joining the U.S. Attorney's Office, he was a litigation associate at Wachtell, Lipton, Rosen & Katz in New York and a law clerk to the Honorable David M. Ebel of the United States Court of Appeals for the 10th Circuit. He is a graduate of Yale Law School, the College of William & Mary, and Chaminade High School on Long Island. From 1986 to 1987, he served as a New York City Urban Fellow under New York City Police Commissioner Benjamin Ward. Judge Sullivan is on the executive board of the New York American Inn of Court and the Center for Law and Religion at St. John’s University School of Law. He is an adjunct professor at Columbia Law School, where he teaches courses on sentencing and jurisprudence, and he previously served as an adjunct professor at Fordham Law School, where he taught courses on white collar crime and trial advocacy and was named Adjunct Professor of the Year.

Amul R. Thapar

Amul R. Thapar

Judge, United States Court of Appeals, Sixth Circuit

Biography

Amul R. Thapar serves as a judge on the United States Court of Appeals for the Sixth Circuit.  His judicial career began in 2007 when President George W. Bush nominated him to serve on the Eastern District of Kentucky, making him the first South Asian Article III judge in American history.  In 2017, he became President Donald J. Trump’s first appellate court nominee.

Before joining the bench, Judge Thapar served as the United States Attorney for the Eastern District of Kentucky.  While United States Attorney, Judge Thapar worked on the Attorney General’s Advisory Committee (“AGAC”) and chaired the AGAC’s Controlled Substances and Asset Forfeiture subcommittee.  He also served on the Terrorism and National Security subcommittee, the Violent Crime subcommittee, and the Child Exploitation working group.

Judge Thapar has worked in private practice, at Williams & Connolly in Washington, D.C., and Squire, Sanders & Dempsey in Cincinnati, Ohio.  He also served as an Assistant United States Attorney in both the Southern District of Ohio and the District of Columbia.  

Judge Thapar received his undergraduate degree from Boston College and his law degree from the University of California, Berkeley.  After graduating, Judge Thapar worked as a law clerk to the Honorable S. Arthur Spiegel of the United States District Court for the Southern District of Ohio, and the Honorable Nathaniel R. Jones of the United States Court of Appeals for the Sixth Circuit.  

Judge Thapar has also published in the Yale Law Journal, Michigan Law Review, and Catholic University Law Review.  He teaches courses on originalism, the Federalists and Anti-Federalists, and legal writing at Notre Dame Law School, the University of Virginia School of Law, and Vanderbilt Law School.

James C. Ho

James C. Ho

Judge, United States Court of Appeals, Fifth Circuit

Biography

James C. Ho is a Circuit Judge on the U.S. Court of Appeals for the Fifth Circuit.  Before taking the bench on January 4, 2018, he was a partner and co-chair of the national Appellate and Constitutional Law practice group of Gibson, Dunn & Crutcher LLP.

As an appellate litigator for over a decade, including three years as the Solicitor General of Texas, Judge Ho presented 50 oral arguments in federal and state courts nationwide.  He won numerous appeals, including three merits cases at the U.S. Supreme Court.  He was routinely ranked among the nation’s leading lawyers by Benchmark, Chambers, Law360, The Legal 500, and The National Law Journal, among other publications.  His work has been cited favorably by courts at every level of both the federal and state judiciaries.  He won a Best Brief Award from the National Association of Attorneys General for every year that he served as solicitor general, and he is the only state solicitor general in history to be invited by the U.S. Supreme Court to express the views of a state.

Judge Ho has served in all three branches of the federal government.  On the Senate Judiciary Committee, he served as chief counsel of the Subcommittees on the Constitution and Immigration under Senator John Cornyn.  At the Justice Department, he served as Special Assistant to the Assistant Attorney General for Civil Rights and an attorney-advisor at the Office of Legal Counsel.  He clerked for Judge Jerry E. Smith of the U.S. Court of Appeals for the Fifth Circuit and Justice Clarence Thomas of the U.S. Supreme Court.

His record of public service also includes appointments as vice chair of the Federal Judicial Evaluation Committee in Texas and co-chair of the National Asian Pacific American Bar Association Judiciary Committee, and as a member of the U.S. Magistrate Judge Merit Selection Panel for the Northern District of Texas, the U.S. delegation to the United Nations Committee on the Elimination of Racial Discrimination, and the Continuity of Government Commission.

In addition, Judge Ho has served as an Adjunct Professor of Law at the University of Texas School of Law, where he taught seminars on U.S. Supreme Court Litigation and Religious Liberty.  He has authored numerous articles in respected law reviews nationwide, including an annual feature on exemplary judicial writing for The Green Bag Almanac & Reader.  He previously served as senior editor of The Green Bag and as co-editor of Pub. L. Misc.

Judge Ho graduated from Stanford University with honors and a B.A. in Public Policy in 1995, and the University of Chicago Law School with high honors in 1999.  Before law school, he was a legislative aide to California State Senator Quentin Kopp.  He and his wife Allyson live in Dallas, Texas, with their twin daughter and son.

Ben Flowers, a partner at Ashbrook Byrne Kresge Flowers LLC, is an accomplished litigator with experience briefing, arguing, and winning high-stakes cases in courts throughout the country.

Before joining the law firm, Ben served as Ohio's 10th Solicitor General. In that role he regularly represented the State of Ohio before the Supreme Court of the United States, the United States Court of Appeals for the Sixth Circuit, and the Supreme Court of Ohio. Most prominently, in National Federation of Independent Business v. Department of Labor, Ben led a multi-state challenge to OSHA's vaccine mandate, ultimately prevailing before the Supreme Court.

Biography

The Honorable Whitney Hermandorfer is a judge on the United States Court of Appeals for the Sixth Circuit. She was nominated to the court by President Donald Trump (R) on May 12, 2025, and confirmed by the United States Senate on July 14, 2025.

Prior to her appointment, she worked in the Office of the Tennessee Attorney General as Director of the Strategic Litigation Unit. In that role, Whitney focused on leading constitutional, statutory, and administrative-law challenges to federal agency action, as well as on defending the State in complex matters at the trial and appellate level.

Whitney previously worked at Williams & Connolly LLP in Washington, DC, where she focused on appellate and administrative-law litigation. Whitney clerked for Justice Samuel Alito in the OT 2018 Supreme Court term and for Justice Amy Coney Barrett during her inaugural OT 2020 term. Prior to that, Whitney clerked for then-Judge Kavanaugh on the D.C. Circuit, and Judge Richard Leon on the U.S. District Court for D.C. Whitney is a graduate of Princeton University and George Washington University Law School.

Matt Kuhn serves as the Solicitor General of Kentucky. As Solicitor General, he oversees the office's civil and criminal appellate litigation and supervises the office's filing of amicus briefs. Since joining the Attorney General's office, he has argued in the Supreme Court of the United States, the United States Court of Appeals for the Sixth Circuit, and the Supreme Court of Kentucky. Before joining the Attorney General's office, he served as Chief Deputy General Counsel to the Governor of Kentucky. Eric Murphy has been a Judge on the United States Court of Appeals for the Sixth Circuit since March 2019. He previously served as the ninth State Solicitor of Ohio. In that role, Eric briefed and argued appellate cases on behalf of Ohio and its state agencies and officers in the U.S. Supreme Court, the U.S. Court of Appeals for the Sixth Circuit, and the Ohio Supreme Court. Before his appointment as State Solicitor, Eric practiced appellate litigation at Jones Day. After graduation from law school, he served as a law clerk for Justice Anthony M. Kennedy of the Supreme Court of the United States, and Judge J. Harvie Wilkinson III of the United States Court of Appeals for the Fourth Circuit. Biography

Justin Herdman, a former United States Attorney, is a trial lawyer who represents businesses and individuals involved in high-stakes government investigations, criminal litigation, and civil actions. Justin's practice is focused on obtaining favorable results in matters arising from alleged violations of state and federal laws, including fraud, the Foreign Corrupt Practices Act (FCPA), and the False Claims Act (FCA). He has successfully tried numerous cases in state and federal courts throughout his two decades in public service and private practice.

Prior to rejoining Jones Day in 2021, Justin served as the chief federal law enforcement officer for the Northern District of Ohio. Justin was nationally recognized for his effort in developing strategic responses to controlled substances, terrorism, and violent crime. While U.S. Attorney, Justin served as vice chair of the Attorney General's Advisory Committee (AGAC), where he provided national-level guidance on the management and operations of the Justice Department. Justin was also named co-chair of the Attorney General's Prescription Interdiction and Litigation Task Force and was chair of AGAC's Terrorism and National Security Subcommittee.

Justin also maintains an active pro bono practice. In 2022, his trial work with the Ohio Innocence Project led to the acquittal of a wrongfully convicted man who had spent 15 years in state prison.

Justin previously served as an Assistant U.S. Attorney prosecuting national security offenses, including terrorism, money laundering, and export control violations. He is a former assistant district attorney in New York City and currently serves as a judge advocate in the U.S. Air Force Reserve.

Chad A. Readler

Biography

Judge Readler earned his undergraduate and law degrees from the University of Michigan. After graduating, he served as a law clerk to Judge Alan Norris of the United States Court of Appeals for the Sixth Circuit. Judge Readler then began practicing law in the Columbus office of the international law firm Jones Day, eventually spending ten years as a partner in the firm’s Issues and Appeals Practice Group. While at Jones Day, Judge Readler appeared in state and federal trial and appellate courts around the country, most frequently the Supreme Court of Ohio and the Sixth Circuit. Judge Readler also successfully argued before the United States Supreme Court in McQuiggin v. Perkins on behalf of an inmate claiming actual innocence. His other pro bono representations include representing capital defendants before the Tenth Circuit and the Supreme Court of Ohio, as well as representing defendants sentenced to life in prison before the Sixth Circuit. While at Jones Day, Judge Readler traveled to Nairobi with Lawyers Without Borders to train Kenyan lawyers in prosecuting domestic violence cases, and he was also a recipient of the American Marshall Memorial Fellowship awarded by the German Marshall Fund of the United States. Following his career in private practice, Judge Readler served as Acting Assistant Attorney General for the Civil Division of the United States Department of Justice from 2017 to 2019. In that role, Judge Readler led and supervised over 1,000 lawyers in the Department’s largest litigating division, briefing and arguing several cases on behalf of the United States in federal courts across the country, including high-profile cases significant to the Administration and the Department.  In March 2019, Judge Readler was confirmed to serve as a Circuit Judge on the Sixth Circuit.  He resides in Columbus.

Biography

The Honorable Susan C. Rodriguez was sworn-in as a U.S. Magistrate  Judge in the Western District of North Carolina on April 3, 2023.  She was selected through a Merit Selection Panel, comprised of both  attorneys throughout the district and community representatives. Judge Rodriguez was previously a partner at the law firm,  McGuireWoods LLP, where she was the co-leader of the firm’s  financial institutions industry team. Her private practice experience  focused on government investigations and white-collar matters. She  has represented clients in numerous government investigations by  the U.S. Department of Justice, U.S. Department of Homeland  Security, Consumer Financial Protection Bureau (CFPB), and the  Federal Trade Commission (FTC), among others. She was  recognized for her outstanding work for clients through Chambers  rankings in both 2022 and 2023 for Litigation: White-Collar Crime &  Government Investigations in North Carolina and nationally for  Fintech Legal: Corporate, Securities & Financing. Susan also was  named to “North Carolina Rising Stars,” Government Relations,  Super Lawyers, 2017-2019.  

Before joining McGuireWoods in 2011, Susan served as a legal  policy advisor at the Department of Homeland Security. Susan also  served as federal law clerk for the Honorable Frank D. Biography

Amul R. Thapar serves as a judge on the United States Court of Appeals for the Sixth Circuit.  His judicial career began in 2007 when President George W. Bush nominated him to serve on the Eastern District of Kentucky, making him the first South Asian Article III judge in American history.  In 2017, he became President Donald J. Trump’s first appellate court nominee.

Before joining the bench, Judge Thapar served as the United States Attorney for the Eastern District of Kentucky.  While United States Attorney, Judge Thapar worked on the Attorney General’s Advisory Committee (“AGAC”) and chaired the AGAC’s Controlled Substances and Asset Forfeiture subcommittee.  He also served on the Terrorism and National Security subcommittee, the Violent Crime subcommittee, and the Child Exploitation working group.

Judge Thapar has worked in private practice, at Williams & Connolly in Washington, D.C., and Squire, Sanders & Dempsey in Cincinnati, Ohio.  He also served as an Assistant United States Attorney in both the Southern District of Ohio and the District of Columbia.  

Judge Thapar received his undergraduate degree from Boston College and his law degree from the University of California, Berkeley.  After graduating, Judge Thapar worked as a law clerk to the Honorable S. Arthur Spiegel of the United States District Court for the Southern District of Ohio, and the Honorable Nathaniel R. Jones of the United States Court of Appeals for the Sixth Circuit.  

Judge Thapar has also published in the Yale Law Journal, Michigan Law Review, and Catholic University Law Review.  He teaches courses on originalism, the Federalists and Anti-Federalists, and legal writing at Notre Dame Law School, the University of Virginia School of Law, and Vanderbilt Law School.
