With more than 20 years of experience both as a first-chair litigator and in public service, Greg Brower’s practice focuses on civil and criminal litigation, as well as regulatory and enforcement actions, corporate investigations, cybersecurity matters and federal and state government relations.
Most recently, Greg served as the assistant director for the Office of Congressional Affairs at the Federal Bureau of Investigation (FBI), serving as the FBI’s chief liaison to Congress on a wide range of critical oversight and investigative matters. He previously served as the FBI’s Deputy General Counsel, managing a diverse portfolio of legal matters, including litigation, privacy, procurement, compliance and ethics. During his time as a senior FBI executive, spanning two administrations, he worked closely with high-ranking officials in the U.S. Department of Justice (DOJ), the U.S. intelligence community and with key leaders on Capitol Hill. Greg is a regular commentator and contributor on national security, legal and cybersecurity issues, regularly appearing on CNN and MSNBC, and he is the featured contributor on white collar crime and corporate compliance for the Washington Legal Foundation’s Legal Pulse blog.
Greg has a long history of public service. At the federal level, he previously served as the U.S. Attorney for the District of Nevada, and as both General Counsel and Inspector General at the U.S. Government Publishing Office. Greg also served at DOJ as Legislative Counsel in the Executive Office for U.S. Attorneys. At the state level, he has served in a variety of public policy roles, including five terms in the Nevada Legislature, where he was chairman of the Senate Judiciary Committee. He has also served on the Nevada Gaming Policy Committee, the Nevada Advisory Commission on the Administration of Justice, the Nevada Sentencing Commission and the Nevada Juvenile Justice Commission.
Throughout his career, Greg has served the Nevada legal community as an adjunct professor of law at the William S. Boyd School of Law at the University of Nevada, Las Vegas, where he has taught courses in national security law and trial advocacy. Before attending law school, Greg served in the U.S. Navy as a Surface Warfare Officer.

James Heilpern is President and Chairman of the Board of the Judicial Education Institute, a
501(c)(3) organization that provides high quality judicial education seminars to judges
nationwide. He specializes in helping judges harness new technology to improve the
interpretive process. In the last three years alone, he has trained approximately 250 judges
from at least 50 different jurisdictions, as well as hundreds of practicing attorneys, on
topics related artificial intelligence, corpus linguistics, and statutory interpretation. He also
serves as counsel at the law firm Schaerr-Jaffe, where he regularly represents clients at all
three levels of the federal judiciary, as well as before state supreme courts. He was part of
the team the represented the state of Georgia in Texas v. Pennsylvania, et. al., successfully
persuading the Supreme Court to dismiss Texas’ last-ditch effort to overturn the results of
the 2020 presidential election. Heilpern’s scholarship has been cited by the Second
Circuit, the DDC, and the Virginia Supreme Court, as well as dozens of times in the merits
and amicus briefs of Trump v. Anderson. He is a Research Fellow at the Georgetown Center
for the Constitution, and previously served as a Senior Fellow at the BYU Law School; as
General Counsel of an ed-tech start up; and as a strategic advisor to an artificial
intelligence company. He graduated magna cum laude from the BYU Law School and with
highest honors and with distinction from the University of North Carolina at Chapel Hill. He
previously clerked from Judge Edith Clement on the U.S. Court of Appeals for the Fifth
Circuit and Judge Robert H. Cleland on the U.S. District Court for the Eastern District of
Michigan.

Theodore H. Frank is director at the Hamilton Lincoln Law Institute and the Center for Class Action Fairness. Frank founded and ran CCAF as a non-profit, public interest law firm in 2009.
Frank has won several landmark appeals and tens of millions of dollars for consumers and other plaintiffs through his class action work. Adam Liptak of The New York Times calls Frank “the leading critic of abusive class action settlements” and the American Lawyer Litigation Daily referred to him as “the indefatigable scourge of underwhelming class action settlements.”
Previously, Frank clerked for the Honorable Frank H. Easterbrook on the Seventh Circuit Court of Appeals, and was a litigator at firms in Washington and Los Angeles and a resident fellow at the American Enterprise Institute. Frank is a frequent public speaker and has testified before Congress multiple times on legal issues. He has been profiled by The Wall Street Journal, Forbes, GQ, and the ABA Journal, among other publications.
In 2008, Frank was elected to membership in the American Law Institute. He also serves on the Executive Committee of the Federalist Society Litigation Practice Group. Troy A. Paredes is the founder of Paredes Strategies LLC. From 2008-2013, Mr. Paredes was a Commissioner of the U.S. Securities and Exchange Commission, having been appointed by President George W. Bush. At the SEC, Mr. Paredes was a strong advocate for small business and the JOBS Act, for solving the information overload problem of securities law disclosure, and for rigorous cost-benefit analysis. He also consistently expressed concerns about the overregulation and overreach of the Dodd-Frank Act. Since leaving government, Mr. Paredes has had an active consulting practice. Mr. Paredes advises on financial regulation, corporate governance, compliance, and governmental and regulatory affairs. He also serves as an expert and adviser in regulatory enforcement investigations and actions and in private litigation involving securities law and corporate law, and he has been an independent compliance consultant/monitor. Before becoming an SEC Commissioner, Mr. Paredes was a professor of law at Washington University in St. Louis and a professor of business (by courtesy) at Washington University’s Olin Business School. Currently, he is the Distinguished Policy Fellow and Lecturer at the University of Pennsylvania Law School and a Lecturer on Law at Harvard Law School. Next year he will be a Distinguished Scholar in Residence at NYU School of Law. Mr. Paredes is the author of numerous academic articles on financial regulation, corporate governance, innovation, and behavioral economics. He also is a co-author (beginning with the 4th edition) of a multi-volume securities regulation treatise with Louis Loss and Joel Seligman entitled Securities Regulation. Mr. Paredes serves on the board of directors of Electronifie Inc. and is a member of the board of advisors of StreetShares, Inc. Joseph Greenlee is the Director of the Office of Litigation Counsel at the National Rifle Association Institute for Legislative Action. He is also a Research Associate at the Independence Institute and a Policy Advisor for Legal Affairs at the Heartland Institute.
Greenlee has worked on more than 100 constitutional law cases (representing a party or amicus curiae) and has filed more than 30 briefs with the U.S. Supreme Court.
Greenlee has published 15 scholarly articles on firearms law. He has been cited in over 120 cases, including five United States Supreme Court cases, as well as decisions by five federal circuit courts of appeals, over thirty district courts, the highest courts of six states and Puerto Rico, and three state appellate courts.
Greenlee has also authored dozens of short articles on the right to keep and bear arms, which have appeared in The Hill, Washington Post, Washington Times, and SCOTUSblog, among others.

Randolph J. May is Founder and President of The Free State Foundation. The Free State Foundation is an independent, non-profit free market-oriented think tank founded in 2006.
From October 1999-May 2006, May was a Senior Fellow and Director of Communications Policy Studies at The Progress & Freedom Foundation, a Washington, DC-based think tank. Prior to joining PFF, he practiced communications, administrative, and regulatory law as a partner at major national law firms. From 1978 to 1981, May served as Assistant General Counsel and Associate General Counsel at the Federal Communication Commission.
May has held numerous leadership positions in bar associations. He is a past Chair of the American Bar Association’s Section of Administrative Law and Regulatory Practice. He is a Fellow of the National Academy of Public Administration. Mr. May also has served as a Public Member of the Administrative Conference of the United States and currently is a Senior Fellow at ACUS.
Mr. May has published more than two hundred articles and essays on communications, administrative and constitutional law topics. He is author of A Call for a Radical New Communications Policy: Proposals for Free Market Reform, and co-author of #CommActUpdate: A Communications Law Fit for the Digital Age and The Constitutional Foundations of Intellectual Property. Mr. May is editor of two books, Communications Law and Policy in the Digital Age: The Next Five Years and New Directions in Communications Policy. In addition, he is the co-editor of two other books, Net Neutrality or Net Neutering: Should Broadband Internet Services Be Regulated? and Communications Deregulation and FCC Reform. Seth L. Cooper is Director of Policy Studies & Senior Fellow at The Free State Foundation. His work on federal communications and technology policy at the Free State Foundation began in 2009.
With Randolph May, Mr. Cooper is the co-author of Modernizing Copyright Law for the Digital Age: Constitutional Foundations for Reform (2020) and Constitutional Foundations of Intellectual Property: A Natural Rights Perspective (2015), both published by Carolina Academic Press. Along with Mr. May, Mr. Cooper also co-authored A Reader on Net Neutrality and Restoring Internet Freedom (2018) and #CommActUpdate: A Communications Law Fit for the Digital Age (2017), both published by Free State Foundation Press. He previously contributed to two chapters in Communications Law and Policy in the Digital Age (2012), published by Carolina Academic Press. Mr. Cooper previously served as Director to the Telecommunications and Information Technology Task Force at the American Legislative Exchange Council (ALEC).
