Prior to joining ADF, Knight spent almost nine years at the Mercatus Center at George Mason University, as both a senior research fellow and as a program director. Paul served as the 43rd Solicitor General of the United States from June 2005 until June 2008. Before his confirmation as Solicitor General, he served as Acting Solicitor General for nearly a year and as Principal Deputy Solicitor General for over three years.
Paul has argued over 100 cases before the United States Supreme Court, including McConnell v. FEC, Tennessee v. Lane, United States v. Booker, MGM v. Grokster, Hobby Lobby v. Paul’s practice focuses on appellate matters, constitutional litigation and strategic counseling. He represents a broad array of clients in the Supreme Court and in federal and state appellate courts. Last year, for example, he successfully argued Supreme Court cases involving significant issues of energy regulation, statutory interpretation, state sovereign immunity and Article III standing, and successfully argued a trademark appeal in the Fourth Circuit, and a constitutional appeal before the en banc Eleventh Circuit.
Paul focuses on high-stakes appeals. In recent years, he successfully defended a $1.2 billion jury verdict for clients in a Tenth Circuit case, while securing the reversal of an over $2 billion jury verdict for another client in the Seventh Circuit and the approval of a nearly $1 billion dollar class action settlement in the Third Circuit. He has initiated major administrative law challenges and constitutional litigation against the federal government, such as the successful challenge to the HHS drug-pricing rule and threatened challenges that led to the withdrawal of the Treasury Department’s proposed cryptocurrency regulations. He also counsels clients on a variety of strategic legal questions, whether arising from pending legislation, government inquiries or ongoing litigation.
Paul has undertaken substantial pro bono engagements in the Supreme Court, such as twice successfully representing the defendant in Bond v. United States and successfully representing the Omaha Tribe in Nebraska v. Parker, the guardian ad litem in Adoptive Couple v. Baby Girl, the defendant in Sekhar v. United States, a high school football coach in Kennedy v. Bremerton, and the Little Sisters of the Poor. Paul’s pro bono representation also precipitated the federal government’s confession of error in United States v. Rojas.
Following law school, Paul clerked for Judge Laurence H. Silberman of the U.S. Court of Appeals for the D.C. Circuit and for Associate Justice Antonin Scalia of the U.S. Supreme Court. In November 2020, the Senate confirmed Kathryn Kimball Mizelle as a United States District Judge for the Middle District of Florida. At age 33, she became the youngest Article III judge in the country. Prior to her confirmation, Judge Mizelle was in private practice at Jones Day, where she focused on complex civil and criminal litigation and appeals. Judge Mizelle previously served at the United States Department of Justice in the Office of the Associate Attorney General, in the Southern Criminal Enforcement Section of the Tax Division, and in the United States Attorney’s Office for the Eastern District of Virginia. Judge Rao was appointed to the United States Court of Appeals for the District of Columbia Circuit in March 2019. She graduated from Yale College in 1995 and the University of Chicago Law School in 1999. Following graduation, she served as a law clerk to Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit and, in the 2001 October Term, as law clerk to Justice Clarence Thomas of the U.S. Supreme Court. Between her clerkships, Judge Rao served as counsel for nominations and constitutional law to the U.S. Senate Committee on the Judiciary. In 2002, she joined the international arbitration group of Clifford Chance LLP in London, England. From 2006 to 2017, Judge Rao was a professor at the Antonin Scalia Law School at George Mason University, where she taught constitutional law, legislation and statutory interpretation, and the history and foundations of the administrative state. In 2014, she founded the Center for the Study of the Administrative State, a non-profit Center that promotes academic scholarship and public policy debates about administrative law. In July 2017, she was appointed to serve as the Administrator of the Office of Information and Regulatory Affairs in the Office of Management Budget. She served in this position until her appointment to the D.C. Circuit.

Professor Rosen received his LLM with honors from the University of London, London School of Economics, in 1997, his JD from Yale Law School in 1994, and his BS from Cornell University, School of Industrial and Labor Relations, in 1991 as a Merill Presidential Scholar. He also holds a courtesy appointment in the Department of Economics, Finance, and Legal Studies at The University of Alabama’s Culverhouse College of Commerce and Business Administration and has been appointed to The University of Alabama Graduate School faculty in connection with his work on PhD dissertation committees. His focus on inter-disciplinary matters also has led to his membership in organizations such as the American Economic Association, American Finance Association, and American Law and Economics Association. Since joining the legal academy, Professor Rosen continues his public policy work and has advised federal and state government officials. His expertise is sought in various contexts. For example, he has testified before the Committee on Financial Services of the United States House of Representatives. Professor Rosen also currently serves as a Uniform Law Commissioner. He was appointed to represent Alabama on the Uniform Law Commission by the Governor for a term of service that runs to April 4, 2023.

Prior to her White House service, Annie Donaldson Talley counseled clients in the non-profit, for-profit, political, and government sectors, as well as high-profile individuals in private practice at Jones Day and Patton Boggs. She provided strategic counseling to clients structuring their affairs to ensure compliance with a web of state and federal laws and represented clients in complex, multi-faceted investigations, leading teams navigating issues of intense public scrutiny.
Annie Donaldson Talley is also a veteran of three presidential campaigns and served in state government. She holds a B.A., summa cum laude, from the University of Alabama and a J.D. from Harvard Law School, where she served on the Harvard Law Review. She lives in Montgomery, Alabama with her husband, Brett.

Dan Berkovitz is Vice Chairman, External and Regulatory Affairs at Millennium, and is a
member of the Firm’s Compliance, Legal & Ethics Oversight Committee.
From 2021 to 2023 Dan served as General Counsel of the U.S. Securities and Exchange
Commission and from 2018 to 2021 he served as a Commissioner of the U.S. Commodity
Futures Trading Commission (CFTC). He was also previously a partner and co-chair of the
Futures and Derivatives practice at the law firm of WilmerHale, General Counsel of the CFTC,
senior counsel for the U.S. Senate Permanent Subcommittee on Investigations, and a Deputy
Assistant Secretary in the Office of Environmental Management at the U.S. Department of
Energy. Currently, Dan also is a Lecturer in Law at Columbia University Law School, where he
teaches derivatives regulation.
Dan received an A.B. in Physics from Princeton University and a J.D. from the University of
California College of the Law, San Francisco, formerly known as Hastings College of the Law.

Jeffrey T. Dinwoodie is a member of the Financial Institutions Group at Cravath, Swaine & Moore LLP. Mr. Dinwoodie previously served as Chief Counsel to the Chairman of the Securities and Exchange Commission (SEC) and as Head of the Office of Financial Institutions at the U.S. Department of the Treasury.
Mr. Dinwoodie has broad experience advising financial institutions, companies and investors, as well as government officials, across multiple disciplines. His practice focuses on advising clients on financial regulation and compliance, enforcement and examinations, and M&A and other corporate transactions. Mr. Dinwoodie’s practice also covers policy and regulatory strategy matters. Mr. Dinwoodie’s clients include established institutions, emerging companies and entrepreneurs—and his work spans both traditional finance and innovation‑related and crypto asset issues.
General Counsel, Commodity Futures Trading Commission
Rob Schwartz is the General Counsel at the Commodity Futures Trading Commission. In that role, Mr. Schwartz leads the agency’s Office of the General Counsel and serves as the Commission’s chief legal advisor. He was appointed General Counsel in January 2022 after serving for a year as Acting General Counsel.
Since joining the CFTC in 2011, Mr. Schwartz has served primarily as the CFTC’s chief litigator, in the position of Deputy General Counsel for Litigation, Enforcement and Adjudication. He has successfully represented the CFTC in numerous critically significant cases, including several lawsuits challenging the agency’s implementation of the Dodd-Frank Act, many appeals in enforcement actions, and bankruptcies of CFTC registrants.
Mr. Schwartz joined the CFTC from private practice where he represented businesses and individuals in enforcement actions and investigations by the Securities and Exchange Commission, the Public Company Accounting Oversight Board and other government agencies, as well as in private civil actions at all levels of the federal judicial system covering a broad range of business issues. Prior to that, Mr. Schwartz served as a law clerk to the Honorable Amalya L. Kearse of the U.S. Court of Appeals for the Second Circuit. Mr. Schwartz holds a JD, magna cum laude, from New York University School of Law and a BA in Political Science from Tufts University.
