Roger P. Alford

Professor of Law, Notre Dame University

Biography

Roger P. Alford joined the Notre Dame Law faculty in January 2012. Alford teaches and writes in a wide range of subject-matter areas, including international trade, international arbitration, international antitrust, and comparative law.

Alford earned his B.A. with Honors from Baylor in 1985, his J.D. with Honors from New York University, and his LL.M. from Edinburgh University. Before entering the legal academy, he served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Circuit, and Judge Richard Allison of the Iran-United States Claims Tribunal in The Hague, Netherlands. He practiced law with Hogan & Hartson (now Hogan Lovells) in Washington, D.C., and was also a senior legal advisor to the Claims Resolution Tribunal for Dormant Activities in Zurich, Switzerland.

In addition to publishing widely in leading law reviews and journals, Alford is the general editor of Kluwer Arbitration Blog and on the Executive Committee of the Institute for Transnational Arbitration.

He is Concurrent Professor at the Keough School of Global Affairs, a Faculty Fellow at the Kellogg Institute for International Studies, and a Faculty Fellow at the Nanovic Institute for European Studies. He was the Academic Director of the London Global Gateway from 2016-2017 and Associate Dean for Graduate and International Programs from 2013-2017.

He served as the Deputy Assistant Attorney General for International Affairs with the Antitrust Division of the U.S. Department of Justice from 2017-2019.

Biography

Professor Babette Boliek is a Professor of Law at Pepperdine University. She recently served as Chief Economist of the Federal Communications Commission in Washington, D.C.

Professor Boliek earned her BA with distinction from California State University, Chico, her JD from Columbia University School of Law and her PhD in Economics from the University of California, Davis. While at Columbia, she was both a Harlan Fiske Stone Scholar and a John M. Olin Fellow for Law and Economics. Her doctoral, and much of her subsequent research, focuses on the theoretical and quantitative analysis of legal issues of the U.S. communications industry. Professor Boliek's scholarly research also focuses on issues in administrative, antitrust, and communications and sports law. Professor Boliek clerked for the Honorable Michael B. Mukasey of the U.S. District Court for the Southern District of New York and is admitted to practice in the State of New York.

 

Prior to joining the Pepperdine Law faculty in 2009, Professor Boliek served as a Senior Fellow at the Information Economy Project at George Mason University School of Law, where she integrated her background in law and applied economics to analyze media, Internet, and telecommunications issues. Professor Boliek's work at George Mason followed and echoed her experience as a Fellow for the Center for Communication Law and Policy, a joint research venture of the University of Southern California Gould School of Law and the Annenberg School of Communication. In addition to her scholarly research at Pepperdine, Professor Boliek is a Visiting Scholar for the American Enterprise Institute and blogs regularly for AEI.org on a variety of technology and telecommunications related issues.

Ashley Gebicke is a third-year law student at Pepperdine School of Law and the Symposium Editor for the 46th volume of the Pepperdine Law Review.  Prior to law school, she earned her Bachelor’s degree in English from the United States Naval Academy at Annapolis and served in the U.S. Navy as a Surface Warfare Officer on two guided-missile destroyers.  After graduation she will join the Washington, DC office of Covington & Burling LLP, and will clerk for the Honorable Evan J. Naomi Goodno

Dean of Students, Professor of Law, and Co-Director of the Byrne Judicial Clerkship Institute, Pepperdine University School of Law

Biography

After focusing on history and teaching as an undergraduate at Princeton University, Professor Goodno attended Boalt Law School for the first two years and spent her third year studying at Harvard Law School. While at Boalt, Professor Goodno served as an articles editor for the California Law Review. At Harvard, she was an active member of the Mediation Program. She also interned at the U.S. Attorney's Office, Northern District of California, and the Alameda District Attorney's Office.

After law school, Professor Goodno joined the downtown Los Angeles firm of Quinn, Emanuel, Urquhart & Sullivan, where she litigated numerous complex civil litigation cases, including white collar crime, class actions, bankruptcy, breach of contract, fraud, and property and employment disputes. She then clerked for the Honorable Arthur L. Alarcon of the U.S. Court of Appeals for the Ninth Circuit.

Professor Goodno teaches Civil Procedure, Evidence, Trial Practice, Human Rights and International Criminal Law, and Advanced Criminal Procedure. Her research interests focus on justice for children and the vulnerable which include the intersection of criminal law, evidence, constitutional law, global justice, and cyberspace. She is also active in working with international human rights organizations.

Biography

William Goodwin is the Head of Policy, Regulatory, and Legal at Skyryse. Prior to Skyryse, he was the Head of Legal and Policy at AirMap, a start-up powering the future of low altitude-flight, where he managed the legal and policy teams. Prior to AirMap, he was an attorney with Morrison Foerster, an international law firm, and a member of the firm’s UAS/Drone Group, where he counseled clients regarding some of the unique product liability, licensing, and regulatory risks that arise in the drone context.

Mr. Goodwin is a frequent speaker on legal and policy issues associated with drones and has advised state legislators, city officials, and university administrators to regarding laws and policies related to UAS. Prior to his legal career, he worked in political network visualization and state and local government consulting.

He holds a J.D. from the UCLA School of Law, an M.A. in Political Philosophy from Claremont Graduate University and a B.A. in Classics from the University of Southern California.

Biography

Ryan Hagemann is a Technology Policy Executive at IBM. He was previously a senior policy fellow at the International Center for Law & Economics. Before joining the International Center for Law & Economics, he was a senior fellow at the Niskanen Center, where he also served as the senior director for policy and director of technology policy. His policy expertise focuses on regulatory governance of emerging technologies, as well as a broader research portfolio that includes genetic modification and regenerative medicine, bioengineering and healthcare IT, artificial intelligence, autonomous vehicles, commercial drones, the Internet of Things, and other issues at the intersection of technology, regulation, and the digital economy. His work on “soft law” governance systems, autonomous vehicles, and commercial drones has been featured in numerous academic journals, and his research and comments have been cited by The New York Times, MIT Technology Review, and The Atlantic, among other outlets. He has been published in The Wall Street Journal, Wired, National Review, The Washington Examiner, U.S. News & World Report, The Hill, and elsewhere.

Biography

Thomas Hazlett is the Hugh H. Macaulay Endowed Professor of Economics at Clemson University. He has previously held faculty positions at George Mason University, the University of California, Davis, and the Wharton School, and served as Chief Economist of the Federal Communications Commission. Matthew R. A. Heiman joined the Company in May 2026 and has served as the Company’s Chief Legal Officer and Corporate Secretary since June 2026. Biography

Anna Hsia maintains a diverse practice counseling clients on product development and privacy issues, and litigating complex business disputes. Her broad clientele includes entrepreneurs, online gaming companies, cloud computing companies, biotechnology companies, and multinational corporations.

As a Certified Information Privacy Professional (CIPP/US), Anna assists clients with navigating the complex web of privacy laws and regulations that apply to existing and new technologies. From counseling clients on consumer-facing privacy policies and terms of service to working with business teams to mitigate risk associated with new product offerings, Anna provides practical advice to resolve difficult legal issues. Anna also works with business-to-business clients on transactional issues arising from licensing and reseller arrangements. She has guided clients on compliance with regulations such as the TCPA, HIPAA, COPPA, state-specific privacy regulations, and the Fair Credit Reporting Act. Anna has also counseled clients on compliance with European privacy regulations and cross-border data transfers.

Justin (Gus) Hurwitz

Senior Fellow and Academic Director, Penn Carey Law School

Biography

Gus Hurwitz is a Senior Fellow and the Academic Director of the Center for Technology, Innovation & Competition and the University of Pennsylvania Carey Law School where he is working to develop academic and scholarly programs at the intersecution of law, technology, and policy.

He is also Director of Law & Economics Programs at the International Center for Law & Economics (ICLE), a think tank based in Portland, Oregon, where he directs its law and economics-focused research program and helps to translate academic research into applied policy issues.

Hurwitz's research focuses on the regulation of technology, including administrative and regulatory law, antitrust law, torts and products liability, and media law - alongside cognate fields. Inrecent years he has worked on an AI standardization initiative with Seoul National University, a UNICEF-organized study of broadband deployment to public schools in Rwanda, and a book on conglomerate and ecosystems theories of antitrust.

He has published over 30 articles and book chapters, two books (one on cybersecurity law & policy, one on media regulation in the digital era) and have two more in process, over 100 shorter writings (op-eds, shorter analyses, blog posts, &c), hosted over 100 podcast episodes, and regularly appear or am quoted in popular media (including the NY Times, Wall Street Journal, Washington Post, and Associated Press). His work has been cited by legislators, federal courts of appeals, and federal regulatory agencies.

He was previously a full professor and founding director of the Governance & Technology Center at the University of Nebraska, prior to which he was the inaugural research fellow at the Center for Technology, Innovation & Competition (CTIC). From 2007 to 2010, he was a trial attorney with the U.S. Department of Justice Antitrust Division in the Telecommunications and Media Enforcement Section.

He also is, or has been, affiliated with the Classical Liberal Institute at New York University School of Law, the National Security Institute at George Mason University, and the American Enterprise Institute (AEI).

Before attending law school, Hurwitz worked at Los Alamos National Lab and interned at the Naval Research Lab. During this time his work was recognized by the Federal Laboratory Consortium, Los Alamos National Lab, IEEE & ACM, Corporation for Education Network Initiatives in California, R&D Magazine, and even the Guinness Book of World Records.

Geoffrey A. Manne

Geoffrey A. Manne

President and Founder, International Center for Law & Economics

Biography

Geoffrey A. Manne is the president and founder of the International Center for Law and Economics (ICLE), a nonprofit, nonpartisan research center based in Portland, Oregon. He is also a distinguished fellow at Northwestern Law School’s Searle Center on Law, Regulation, & Economic Growth. In April 2017 he was appointed by FCC Chairman Ajit Pai to the FCC’s Broadband Deployment Advisory Committee, and he recently served for two years on the FCC’s Consumer Advisory Committee.

Mr. Manne earned his JD and AB degrees from the University of Chicago and is an expert in the economic analysis of law, specializing in competition, telecommunications, consumer protection, intellectual property, and technology policy.

Prior to founding ICLE, Manne was a law professor at Lewis & Clark Law School. From 2006-2009, he took a leave from teaching to develop Microsoft’s law and economics academic outreach program. Manne has also served as a lecturer in law at the University of Chicago Law School and the University of Virginia School of Law. He practiced antitrust law and appellate litigation at Latham & Watkins, clerked for Hon. Morris S. Arnold on the 8th Circuit Court of Appeals, and worked as a research assistant for Judge Richard Posner. He was also once (very briefly) employed by the FTC.

Mr. Manne’s publications have appeared in numerous journals including the Journal of Competition Law and Economics, the Harvard Journal of Law and Technology, the Supreme Court Economic Review, and the Arizona Law Review, among others. With former FTC Commissioner, Joshua Wright, Manne is the editor of a volume from Cambridge University Press entitled, Competition Policy and Intellectual Property Law Under Uncertainty: Regulating Innovation. Manne has also testified on several occasions before Congress and at the FCC and FTC, and he regularly files written comments and amicus briefs on key antitrust, IP, and telecommunications issues. His analysis is frequently published in popular print and broadcasting outlets such as the Wall Street Journal, Wired, Foreign Affairs, NPR, and Bloomberg, among others.

Manne is a member of the American Law and Economics Association, the Canadian Law and Economics Association, and the Society for Institutional & Organizational Economics. Biography

Greg McNeal is an award winning entrepreneur, professor, and investor. He co-founded  AirMap, a multinational aerospace and defense company honored as one of the “World’s Most Innovative Companies” by Fast Company and ranked as an Inc.com 25 Most Disruptive Company. The company also received a Los Angeles Business Journal Innovation Award, and a Consumer Electronics Show “Innovation Award.” The company was acquired in 2021.

He invests in and advises companies and entrepreneurs in SAAS, Defense, AI, and entertainment. The companies he founded or serves on the corporate board of have raised over $100 million in funding with his direct participation in the process. Those investors include Microsoft, Flexport, Sony, Qualcomm, Rakuten, Baidu, Airbus, and top global financial services and venture capital funds including Greycroft, Social Capital, General Catalyst, Lux Capital, Bullpen Capital, Bay Bridge Ventures, Teamworthy Ventures, Operate Studio, TenOneTen, Temasek, Macquarie Group, Graph Ventures and many others. The companies he advises have raised substantially more funding, in part due to his advice and mentorship.  

He is a tenured Professor of Law and Public Policy at Pepperdine University and a faculty member with the Palmer Center for Entrepreneurship and the Law and teaches courses in technology, public policy, internet, and privacy law.

As a public policy and legal expert, Greg has worked with the White House, the Department of Defense, the State Department, and independent regulatory agencies on matters related to technology, law and policy. Brooks Rainwater is the senior executive and director of the National League of Cities’ (NLC) Center for City Solutions. As an advocate for strong local leadership, Rainwater leads a team of experts across the field of urban policy, and regularly advises cities both in the United States and globally on critical issues faced now and yet to come. He has published a wide variety of reports and articles on innovative solutions that lead to vibrant and successful cities.

Rainwater speaks regularly across the country and overseas on issues facing city leaders. Under his leadership of the Center, it has grown and developed a host of new programs from land use and equitable development to alternative energy and resilience to urban innovation and enhanced city governance strategies.

Rainwater’s research and interests include advancements in technology and city innovation, the sharing economy, and how the rise of state preemption is impacting local authority. His expertise is a draw for media outlets, including the TODAY Show, Wall Street Journal, The Washington Post, CNN, NPR, and the New York Times. Rainwater also frequently contributes to publications such as Fast Company, Forbes, CityLab, Business Insider, TechCrunch, and Fortune.

Prior to joining NLC, Rainwater was Director of Public Policy for the American Institute of Architects (AIA). While there he developed the Local Leaders research series and spearheaded the Cities as a Lab initiative focused on the key role cities play as creative instigators of innovative practices.

Rainwater serves on numerous boards with current and past service to the STAR Communities Board, the American Library Association Public Policy Advisory Council, the International Advisory Board for the City of Rotterdam, and the Arlington County Environment and Energy Conservation Commission.

Donald J. Rosenberg is executive vice president, general counsel and corporate secretary of Qualcomm Incorporated. Prior to joining Qualcomm, Mr. Rosenberg served as senior vice president, general counsel and corporate secretary of Apple Inc. Prior to that, he was senior vice president and general counsel of IBM Corporation where he had also held numerous positions including vice president and assistant general counsel for litigation and counsel to IBM's mainframe division.

Mr. Rosenberg has had extensive experience in corporate governance, compliance, law department management, litigation, securities regulation, intellectual property and competition issues. 

Mr. Rosenberg is a board member of NuVasive, Inc., Corporate Directors Forum, CONNECT, La Jolla Music Society, La Jolla Playhouse and a trustee of Rady Children's Hospital San Diego and the Sanford Burnham Prebys Medical Discovery Institute. He is immediate past National Co-Chairman of the Board of the Lawyers' Committee for Civil Rights Under Law, where he continues to serve on the Board and the Executive Committee. 

Mr. Rosenberg is a member of the International Advisory Board, University of California San Diego (UCSD) School of Global Policy and Strategy. He is also a member of the China Leadership Board for the 21st Century China Center at the UCSD. Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the

following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. He has also published on Forbes.com, FoxNews.com, in The Washington Times, and a number of times in The Wall Street Journal. He argues in federal court, including two oral arguments in the U.S. Supreme Court. For many years, he co-taught courses for the Federalist Society on separation of powers with the late Supreme Court Justice Antonin Scalia. In September 2016, he co-taught a Supreme Court seminar in China with Justice Samuel Alito. Following law school, he served as a law clerk in federal district court and as an assistant district attorney in New Orleans before joining LSU in 1975.  While a professor, he has been as a consultant to USAID, USIA (since rolled into the State Department), the Justice Department, the U.S. Senate Judiciary Subcommittee on Separation of Powers, and the Office of Planning in the White House.  He served on an ABA Task Force which issued the report, The Federalization of Crime (1998) and later as a consultant to the “Bi-Partisan Task Force on the Over- federalization of Crime” (2012-2014) created by the U.S. House Judiciary Subcommittee on Crime. Dr. Baker was a co-founder of the first iteration (1995) of Stratfor Inc., a global intelligence agency. He co-authored its first book: The Intelligence Edge (with Friedman, Friedman and Chapman; Crown Books/Random House 1997). Hiram Sasser is Executive General Counsel for First Liberty Institute, where he oversees First Liberty’s litigation and media efforts. Sasser’s practice focuses on First Amendment and other constitutional and civil rights issues relating to religious liberty. Bauer (summary reversal revoking qualified immunity for police who ordered a citizen not to pray in her own home).

In addition to his legal duties, Sasser develops, coordinates, and implements successful media strategies on behalf of his clients. This includes numerous appearances on ABC, NBC, CBS, Fox News, CNN, and the BBC as well as being heard on various radio stations throughout the United States, Asia, Africa, and Europe.

In 2016, Sasser took a leave of absence to serve a temporary assignment as the Chief of Staff for the Attorney General of Texas. Biography

David F. Forte is Professor of Law at Cleveland State University, where he was the inaugural holder of the Charles R. Emrick, Jr.- Calfee Halter & Griswold Endowed Chair. This fall, Professor Forte will be the Garwood Visiting Professor at Princeton University in the Department of Politics, and Visiting Fellow at the James Madison Program in American Ideals and Institutions. He holds degrees from Harvard College, Manchester University, England, the University of Toronto and Columbia University.

During the Reagan administration, Professor Forte served as chief counsel to the United States delegation to the United Nations and alternate delegate to the Security Council. He has authored a number of briefs before the United States Supreme Court, and has frequently testified before the United States Congress and consulted with the Department of State on human rights and international affairs issues. His advice was specifically sought on the approval of the Genocide Convention, on world-wide religious persecution, and Islamic extremism. He has appeared and spoken frequently on radio and television, both nationally and internationally. In 2002, the Department of State sponsored a speaking tour for Professor Forte in Amman, Jordan, and he was also a featured speaker to the Meeting of Peoples in Rimini, Italy, a meeting which gathers over 500,000 people from all over Europe. He has also been called to testify before the state legislatures of Ohio, Kansas, and Idaho as well as the New York City Council. He has assisted in drafting a number of pieces of legislation for the Ohio General Assembly dealing with abortion, international trade, and federalism. He has sat as acting judge on the municipal court of Lakewood Ohio and was chairman of Professional Ethics Committee of the Cleveland Bar Association. He has received a number of awards for his public service, including the Cleveland Bar Association’s President’s Award, the Cleveland State University Award for Distinguished Service, the Cleveland State University Distinguished Teaching Award, and the Cleveland-Marshall College of Law Alumni Award for Faculty Excellence. He served as Consultor to the Pontifical Council for the Family under Pope St. John Paul II and Pope Benedict XVI. In 2003, Dr. Forte was a Distinguished Fulbright Chair at the University of Trento and returned there in 2004 as a Visiting Professor. For the academic year, 2008-2009, Professor Forte was Senior Visiting Scholar at the Center for the Study of Religion and the Constitution in at the Witherspoon Institute in Princeton, New Jersey. He was the Robert E. Henderson Constitution Day Lecturer at the Ashbrook Center at Ashland University, and he has given over 300 invited addresses and papers at more than 100 academic institutions. His work has been cited by the U.S. Supreme Court.

Professor Forte was a Bradley Scholar at the Heritage Foundation, and Visiting Scholar at the Liberty Fund. He has been President of the Ohio Association of Scholars, was on the Board of Directors of the Philadelphia Society, and is also adjunct Scholar at the Ashbrook Center. He has been appointed to the Ohio State Advisory Committee to the U.S. Commission on Civil Rights. He has also been a Civil War re-enactor and a Merit Badge Counselor for the Boy Scouts.

He writes and speaks nationally on topics such as constitutional law, religious liberty, Islamic law, the rights of families, and international affairs. He served as book review editor for the American Journal of Jurisprudence and has edited a volume entitled, Natural Law and Contemporary Public Policy, published by Georgetown University Press. His book, Islamic Law Studies: Classical and Contemporary Applications, has been published by Austin & Winfield. He is Senior Editor of The Heritage Guide to the Constitution (2006), 2d edition (2014), published by Regnery & Co, a clause by clause analysis of the Constitution of the United States.
