Michael F. Cannon is the Cato Institute’s director of health policy studies. Dr. Joshua M. Sharfstein is Vice Dean for Public Health Practice and Community Engagement and Professor of the Practice in Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health. He is also the Director of the Bloomberg American Health Initiative. He is the author of the Public Health Crisis Survival Guide: Leadership and Management in Trying Times, and the co-author of The Opioid Epidemic: What Everyone Needs to Know.
Previously, Dr. Sharfstein served as Secretary of the Maryland Department of Health and Mental Hygiene from January 2011 to December 2014. In this position, he led efforts to align Maryland’s health care system with improved health outcomes, culminating in the adoption of a revised payment model for all hospital care for Maryland residents. He also oversaw the development of a statewide health improvement process with 18 local public-private coalitions and the reshaping of state’s approach to health information exchange, long-term care, and behavioral health.
From March 2009 to January 2011, Dr. Sharfstein served as Principal Deputy Commissioner of the U.S. Food and Drug Administration, where he oversaw the agency’s successful performance management and transparency initiatives. From December 2005 to March 2009, as Commissioner of Health for Baltimore City, Dr. Sharfstein led innovative efforts that contributed to major declines in both overdose deaths and infant mortality rates. From July 2001 to December 2005, as minority professional staff and health policy advisor for Congressman Henry A. Waxman, Dr. Sharfstein was engaged in a wide range of oversight and legislative activities on health care topics, including emergency preparedness, HIV, and the politicization of science.
Dr. Sharfstein graduated summa cum laude with an A.B. in Social Studies from Harvard College in 1991. From August 1991 to August 1992, he worked on public health projects in Guatemala and Costa Rica with a Frederick Sheldon Prize Fellowship. He graduated from Harvard Medical School in 1996, from the Boston Combined Residency Program in Pediatrics at Boston Medical Center and Children’s Hospital in 1999, and from the fellowship in general academic pediatrics at the Boston University School of Medicine in 2001.
Dr. Sharfstein is an elected member of the Institute of Medicine (2014) and fellow of the National Academy of Public Administration (2013). He serves on the editorial board of the Journal of the American Medical Association. His awards have included the Jay S. Drotman Memorial Award from the American Public Health Association (1994), Public Official of the Year from Governing Magazine (2008) and the Circle of Commendation Award from the Consumer Product Safety Commission (2013).

Betsy McCaughey is a patient advocate and former Lt. Governor of New York State. In 2004, she founded and is now Chairman of the Committee to Reduce Infection Deaths (also known as RID), a nationwide educational campaign to stop hospital-acquired infections. RID has made hospital infections a major public issue. It has provided compelling evidence that preventing infection improves hospital profitability as well as saving lives, and RID has won legislation in 34 states and Washington, D.C. for public reporting of infection rates. RID has become synonymous with patient safety and clean hospital care.

Christina Sandefur is the Executive Vice President at the Goldwater Institute. She develops policies and litigates cases advancing healthcare freedom, free enterprise, private property rights, free speech, and taxpayer rights.
Christina is a co-drafter of the Right to Try initiative, now federal law, which protects terminally ill patients' right to try safe investigational treatments that have been prescribed by their physician but are not yet FDA-approved. She has won important victories for property rights in Arizona and works nationally to promote the Institute's Private Property Rights Protection Act, a state-level reform that requires government to pay owners when regulations destroy property rights and reduce property values.

Dr. Joshua M. Sharfstein is Vice Dean for Public Health Practice and Community Engagement and Professor of the Practice in Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health. He is also the Director of the Bloomberg American Health Initiative. He is the author of the Public Health Crisis Survival Guide: Leadership and Management in Trying Times, and the co-author of The Opioid Epidemic: What Everyone Needs to Know.
Previously, Dr. Sharfstein served as Secretary of the Maryland Department of Health and Mental Hygiene from January 2011 to December 2014. In this position, he led efforts to align Maryland’s health care system with improved health outcomes, culminating in the adoption of a revised payment model for all hospital care for Maryland residents. He also oversaw the development of a statewide health improvement process with 18 local public-private coalitions and the reshaping of state’s approach to health information exchange, long-term care, and behavioral health.
From March 2009 to January 2011, Dr. Sharfstein served as Principal Deputy Commissioner of the U.S. Food and Drug Administration, where he oversaw the agency’s successful performance management and transparency initiatives. From December 2005 to March 2009, as Commissioner of Health for Baltimore City, Dr. Sharfstein led innovative efforts that contributed to major declines in both overdose deaths and infant mortality rates. From July 2001 to December 2005, as minority professional staff and health policy advisor for Congressman Henry A. Waxman, Dr. Sharfstein was engaged in a wide range of oversight and legislative activities on health care topics, including emergency preparedness, HIV, and the politicization of science.
Dr. Sharfstein graduated summa cum laude with an A.B. in Social Studies from Harvard College in 1991. From August 1991 to August 1992, he worked on public health projects in Guatemala and Costa Rica with a Frederick Sheldon Prize Fellowship. He graduated from Harvard Medical School in 1996, from the Boston Combined Residency Program in Pediatrics at Boston Medical Center and Children’s Hospital in 1999, and from the fellowship in general academic pediatrics at the Boston University School of Medicine in 2001.
Dr. Sharfstein is an elected member of the Institute of Medicine (2014) and fellow of the National Academy of Public Administration (2013). He serves on the editorial board of the Journal of the American Medical Association. His awards have included the Jay S. Drotman Memorial Award from the American Public Health Association (1994), Public Official of the Year from Governing Magazine (2008) and the Circle of Commendation Award from the Consumer Product Safety Commission (2013).

He was the 2012 CPR Corporate Leadership Award recipient and, in 2013, was named a 'Legend in the Law' at the Burton Awards.

Christina Sandefur is the Executive Vice President at the Goldwater Institute. She develops policies and litigates cases advancing healthcare freedom, free enterprise, private property rights, free speech, and taxpayer rights.
Christina is a co-drafter of the Right to Try initiative, now federal law, which protects terminally ill patients' right to try safe investigational treatments that have been prescribed by their physician but are not yet FDA-approved. She has won important victories for property rights in Arizona and works nationally to promote the Institute's Private Property Rights Protection Act, a state-level reform that requires government to pay owners when regulations destroy property rights and reduce property values.
Christina is the co-author of the book Cornerstone of Liberty: Private Property Rights in 21st Century America (2016). She is a frequent guest on national television and radio programs, has provided expert legal testimony to various legislative committees, and is a frequent speaker at conferences. She is the recipient of the 2018 Buckley Award in recognition of her leadership in the freedom movement, and she is an Advisory Board Member of the Network of enlightened Women. Christina serves on the board of the Phoenix Lawyers Chapter of the Federalist Society and is a member of the executive committee for the Federalist Society's Regulatory Transparency Project: FDA & Health.

Wayne A. Abernathy, Wild Bells
Wayne A. Abernathy is a former U.S. Treasury Assistant Secretary for Financial Institutions under President George W. Bush, receiving the Alexander Hamilton Award in recognition of his service. In that office he was also a member of the Board of Directors of the Securities Investor Protection Corporation. Prior to his work at the Treasury, Mr. Abernathy served as Staff Director of the Senate Banking Committee, under Chairman Phil Gramm.
Following his service at the Treasury, Mr. Abernathy worked for 15 years on the staff of the American Bankers Association, as Executive Vice President for Financial Institutions Policy and Regulatory Affairs.
Previous experience with the Senate Banking Committee includes serving as Staff Director of the Subcommittee on Securities during 1995-1998. From 1989 until 1994, Mr. Abernathy was a Republican economist for the committee. He previously worked as a senior legislative assistant for Senator Gramm during 1987-1989 and as an economist for the Banking Committee’s Subcommittee on International Finance and Monetary Policy during 1981-1986, under Chairman Jake Garn.

Michael F. Cannon is the Cato Institute’s director of health policy studies. Nathan Kaczmarek is Vice President for Networks at the Federalist Society. He began his legal career in Detroit representing nationwide clients in all phases of healthcare litigation and complex medical malpractice claims. Chairman, Committee to Reduce Infection Deaths
Betsy McCaughey is a patient advocate and former Lt. Governor of New York State. In 2004, she founded and is now Chairman of the Committee to Reduce Infection Deaths (also known as RID), a nationwide educational campaign to stop hospital-acquired infections. RID has made hospital infections a major public issue. It has provided compelling evidence that preventing infection improves hospital profitability as well as saving lives, and RID has won legislation in 34 states and Washington, D.C. for public reporting of infection rates. RID has become synonymous with patient safety and clean hospital care.
Betsy McCaughey’s research on how to prevent infection deaths has been featured on Good Morning America, the CBS Morning Show, ABC’s 20/20, and many other national programs.
Betsy McCaughey is the author of more than one hundred scholarly and popular articles on health policy, infection, medical innovation, the economics of aging, and Medicare. Her writings have appeared in The New York Times, The Wall Street Journal, New Republic, Policy Review, Forbes Magazine, New York Law Journal, Los Angeles Times, U.S. News & World Report, and many other national publications. Her 1994 analysis of the dangers of the Clinton health plan in The New Republic won a National Magazine Award for the best article in the nation on public policy. She has been profiled in The New Yorker, The New York Times Magazine, New York Magazine, The Washington Post, and other publications.
Prior to entering the health policy field, Betsy McCaughey earned a Ph.D. in constitutional history from Columbia University. She is the author of two books on that subject. She has taught at Vassar College and Columbia University, and she produced prize-winning studies while at two think tanks, the Manhattan Institute and later the Hudson Institute.

Professor Baier, an editor of Harvard Legal Commentary while at Harvard Law School, joined the LSU Law faculty in 1972 after teaching at the University of Michigan Law School and the University of Tennessee College of Law.
The Judicial Fellows Commission selected Professor Baier from ten finalists to serve as the U.S. Supreme Court Fellow for 1975-76, during which time he scripted and narrated “Supreme Court," the first film ever made inside the Supreme Court. This award-winning A.B.A. production was exhibited at the court for over a decade. Professor Baier’s expertise lies in Constitutional Law, Civil Rights Litigation, and Appellate Advocacy. He was a Special Assistant State Attorney General in several U.S. Supreme Court and 5th Circuit cases, including the Louisiana Higher Education Desegregation Case. He served as Executive Director, Louisiana Bicentennial Commission, U.S. Constitution, 1987-91, and was selected as the first Scholar in Residence of the Louisiana Bar Foundation, 1990-92.
He is the editor of the memoirs of Justice Hugo Black, "Mr. Justice and Mrs. Black" (Random House 1986), and of "Lions Under the Throne: The Edward Douglass White Lectures of Chief Justices Warren E. Baier is also a nationally published playwright, producer, and director of “Father Chief Justice: Edward Douglass White and the Constitution," which premiered in Thibodaux, March 8, 1997, and has since played at Louisiana’s Old State Capitol, Loyola University, the Louisiana Supreme Court, and the Fifth Circuit Judicial Conference, May 2009. Aspen Publishers printed a limited centenary edition of the play and sponsored a performance in the Louisiana Supreme Court on Twelfth Night, Jan. 6, 2010. Most recently, on March 8, 2011, the Law Library of Congress sponsored a production of the play in the Coolidge Auditorium, Jefferson Building, in Washington, D.C.
Baier has several media credits, including “Court Reports,” a film historiography of the U.S Supreme Court in National Archives newsreels, and a television production featuring Erwin N. Griswold, former Solicitor General and Dean of the Harvard Law School. He is nationally known for his use of media in law school teaching, "What Is the Use of a Law Book Without Pictures or Conversations," 34 J. Legal Ed. 619 (1984). The Diamond Anniversary Sixth Edition of Baier’s "The Pocket Constitutionalist," with a foreword by his former student and Louisiana Supreme Court Justice John L. Weimer, was published by Claitor's in 2010.
Professor Baier is Secretary of the Supreme Court of Louisiana Historical Society. The Louisiana Bar Foundation named Baier its Distinguished Professor 2004. The Tiger Athletic Foundation honored Professor Baier with its prestigious TAF Undergraduate Teaching Award for his teaching in the LSU Honors College ("Honors Colleges and Law Schools: A Decennial Digest," 32 Legal Stud. F. 915, 2008). He was voted Law Professor of the Year by the Law Center senior class of 2010.

Bridget Dooling is a nationally recognized expert on administrative law and regulatory policy. Her scholarship on regulatory matters has been or will be published in leading legal journals including the Duke Law Journal, the Administrative Law Review, the Minnesota Law Review Headnotes, the American University Law Review and The Annals of Health Law.
Professor Dooling teaches courses on legislation and regulation, administrative law and other regulatory topics. She is a Senior Fellow at the Administrative Conference of the United States (ACUS) and recently served on the Council of the American Bar Association’s Section of Administrative Law and Regulatory Practice.
Prior to joining the faculty at Ohio State, Dooling was a research professor with the George Washington University Regulatory Studies Center and a professor of law (by courtesy) at GW Law. Earl Maltz is a Distinguished Professor and the author of two books and more than 50 articles on constitutional law, statutory interpretation, the role of the courts and legal history. He teaches constitutional law, employment discrimination, conflicts of law and a seminar on the Supreme Court.
Professor Maltz is the author of Rethinking Constitutional Law: Originalism, Interventionism, and the Politics of Judicial Review (1994), Civil Rights, The Constitution and Congress, 1863-1865 (1990), and over 50 articles on constitutional law, statutory interpretation, the role of the courts and legal history. He received his B.A. from Northwestern University, where he was elected to Phi Beta Kappa, and his J.D. cum laude from Harvard. Ken Masugi, non-resident Senior Fellow at the Claremont Institute, has had diverse careers in academia, think-tanks, and government. He teaches graduate courses for Johns Hopkins University’s Center for Advanced Studies in American Government in Washington, DC. He has held positions at a variety of universities and college programs, including a federal prison and Princeton University. He taught for three years at the U.S. Air Force Academy, where he was John M. Olin Distinguished Visiting Professor.
Masugi has also served in the federal government for ten years, as a special assistant and speechwriter to the heads of the Departments of Labor and Justice and the U.S. Equal Employment Opportunity Commission. He is the co-author, co-editor, or editor of 10 books on American politics and author of over 100 articles and reviews on American politics, political philosophy, constitutional development, and films. He is a regular columnist for the web magazine American Greatness. He has recorded CDs of lectures on American presidential rhetoric and Tocqueville’s Democracy in America. He has helped develop the Claremont Institute as Director of the Bicentennial of the Constitution project, Editor of The Claremont Review of Books, and inaugural director of the Center for Local Government.
Masugi is currently preparing a monograph on Alexis de Tocqueville’s Democracy in America and a series of studies on Aristotle’s political philosophy. He is working on a book on the Declaration of Independence and changing American diversity. He is the recipient of several academic honors, including a Fulbright scholarship to the University of Cologne, Germany (1975-76), and has lectured at a variety of American and international institutions. He holds his B.A., with honors, from Claremont McKenna College and his Ph.D. from The New School for Social Research.

Paul E. Salamanca graduated from Dartmouth College in 1983 and Boston College Law School in 1989, where he was a note editor for the Boston College Law Review and a member of the Order of the Coif.
Professor Salamanca served as a law clerk to Judge David H. Souter of the U.S. Court of Appeals for the First Circuit, and subsequently clerked for Justice Souter on the U.S. Supreme Court. He practiced law with the firm of Debevoise & Plimpton in New York from 1991 to 1994 and was a visiting assistant professor of law at Loyola University School of Law in New Orleans before joining the faculty at the University of Kentucky College of Law in June 1995.
Professor Salamanca writes in the areas of separation of powers, freedom of speech, freedom of religion, and privacy. He has published articles on these subjects in the University of Cincinnati Law Review, the Missouri Law Review, the Georgia Law Review and the Kentucky Law Journal, among other places.
From 2019 until 2021, Professor Salamanca served as a Senior Counsel and then as a Deputy Assistant Attorney General in the Environment and Natural Resources Division (ENRD) of the United States Department of Justice. His duties included supervision of the Natural Resources and Land Acquisition Sections of ENRD.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. He previously clerked for Justice Anthony Kennedy of the U.S. Supreme Court, worked on the Civil Appellate Staff at the U.S. Department of Justice, and served on the Senate Judiciary Committee staff for the Gorsuch Supreme Court confirmation. Professor Walker’s research focuses on administrative law, regulation, and law and policy at the agency level. Outside the law school, he chaired the American Bar Association’s Section of Administrative Law and Regulatory Practice in 2020-21 and served as one of forty Public Members of the Administrative Conference of the United States from 2016-2022, and he continues to serve in both organizations in various capacities. He also works of counsel at the U.S. Chamber Litigation Center. In 2022, he received the Federalist Society’s Joseph Story Award.

Steven Teles is associate professor of political science at Johns Hopkins University and fellow at the New America Foundation.
He is the author, most recently, of the Rise of the Conservative Legal Movement: The Battle for Control of the Law (Princeton University Press, 2008), and before that Whose Welfare: AFDC and Elite Politics (University Press of Kansas, 1996). He is the co-editor of two books: Conservatism and American Political Development (Oxford University Press, 2009, with Brian Glenn) and Ethnicity, Social Mobility and Public Policy: Comparing the US and UK (Cambridge University Press, 2005, with Glenn Loury and Tariq Modood). Professor Teles is also the editor of Oxford University Press' book series on Contemporary American Political Development. He is currently working on two co-authored books. The first, with Mark Kleiman of UCLA, tentatively calledThe Statesman's Discipline: The Art of Asking the Right Questions. His second project, with Peter Frumkin, is a developmental study of foundations over the past half-century.

Adam R. Pearlman is the Founder and Managing Director of Lexpat Global Services, an international law and consulting services firm specializing in security, defense, investigations, compliance, and training. A Special Advisor to and member of the Executive Committee of the Federalist Society’s International and National Security Law Practice Group, he is National Security Law expert and a proven senior leader with more than fifteen years of experience across the U.S. Departments of Justice, Defense, and State, in the White House, and with the U.S. Federal Judiciary.
Most recently, he served as the Senior Advisor for Legal Policy in the State Department’s Bureau of Counterterrorism, where he counseled senior officials on matters covering the entire spectrum of programs and operations to counter terrorism and violent extremism. While participating in sensitive diplomatic engagements and helping to coordinate military operations, he also advised in the development of sanctions policy and initiatives to build legal and operational capacity in partner nations. Mr. Pearlman also managed the Bureau’s participation in federal litigation and led U.S. delegations in multilateral forums concerning criminal justice and rule of law.
A former Associate Deputy General Counsel of the Department of Defense, Mr. Pearlman was agency counsel for complex civil and criminal national security matters in federal and military courts, and led the Supreme Court and appellate unit of the team dedicated to litigating classified counterterrorism cases. His earlier service in the Department of Justice spanned four litigating divisions and the Office of the Deputy Attorney General. His diverse experience included reviewing complex international transactions and mergers, and advising on immigration removal proceedings, human rights abuses, and terrorist financing investigations. Mr. Pearlman also served with distinction in Iraq as an early advisor to the Iraqi High Tribunal’s prosecution of Saddam Hussein. He was a law clerk for The Honorable Royce C. Lamberth, and during law school interned in the White House Counsel’s Office.
Mr. Pearlman is a Term Member of the Council on Foreign Relations, a Visiting Fellow at the National Security Institute at George Mason University’s Antonin Scalia Law School, a member of the American Bar Association’s Africa Law Initiative Council, and a member of the Center for Strategic & International Studies’ Project on Nuclear Issues. He is a former National Security Fellow at the Foundation for Defense of Democracies, vice chairman of the ABA Section of International Law’s committees on national security, and aerospace and defense, and also previously served as a liaison to the Board of Directors of the ABA’s Rule of Law Initiative. He has been co-editor of the U.S. Intelligence Community Law Sourcebook since 2011 and has published articles in the Harvard National Security Journal, Stanford Law & Policy Review, and Intelligence & National Security.
Mr. Pearlman earned his B.A., with honors, from UCLA, and his J.D., with honors, from The George Washington University Law School, where he was a member of the International Law Review. He also earned a Master of Science of Strategic Intelligence degree from the National Intelligence University, where he was the inaugural recipient of the Kornblum Award for national security law and ethics. Mr. Pearlman speaks and reads Portuguese at the intermediate level and holds certificates in international human rights law from the University of Oxford and in U.S. and international anti-corruption law from American University’s Washington College of Law. He is admitted to the State Bars of California and Virginia, as well as to the Bar of the United States Supreme Court.

Mr. Rowan's practice focuses on criminal and civil enforcement proceedings and internal investigations. He has substantial experience in federal law enforcement, as well as international and national security matters. He also advises corporate clients on compliance with the Foreign Corrupt Practices Act, the ITAR, the EAR and OFAC regulations.
Mr. Rowan spent 18 years in the Department of Justice (DOJ). He most recently served as Assistant Attorney General for National Security. In that Senate-confirmed position, Mr. Rowan led the National Security Division (NSD), which was formally created by statute in 2006 to bring together all of DOJ's national security operations under a single authority. As part of his duties, he supervised the government's practice before the Foreign Intelligence Surveillance Court; the oversight of intelligence-collection activities; the coordinated nationwide counterterrorism enforcement program; the administration of the Foreign Agents Registration Act; and the oversight of all espionage investigations.
He also oversaw DOJ's review of foreign acquisitions of U.S. companies through the interagency Committee on Foreign Investment in the United States (CFIUS). He previously served as the Principal Deputy Assistant Attorney General for the NSD, where he managed DOJ's national security investigations and prosecutions. In both positions, Mr. Rowan was responsible for supervising all of DOJ's prosecutions of export violations.
As a result of his DOJ service, he has particular experience in the application of the material support statutes, the Arms Export Control Act, the International Emergency Economic Powers Act, and statutes relating to economic espionage or disclosure of classified information. As the Principal Deputy, he directed the launch and implementation of a nationwide export enforcement initiative, an interagency effort to target the illegal export of sensitive technology and weapons components. Mr. Rowan continued to lead this initiative as Assistant Attorney General.
Mr. Rowan gained extensive courtroom experience while serving as an assistant U.S. attorney for more than 10 years in Washington, D.C. During his tenure, he handled more than 60 jury trials and a number of arguments before the District of Columbia Circuit Court of Appeals and the District of Columbia Court of Appeals.

Mark S. Zaid, Esq. is a Washington, D.C.-based attorney who specializes in innovatively handling simple and complex administrative and litigation matters relating to national security, intelligence, international law, foreign sovereign and diplomatic immunity, defamation (plaintiff) and the Freedom of Information/Privacy Acts (FOI/PA). He teaches the D.C. Bar Continuing Legal Education classes on “The Basics of Filing and Litigating Freedom of Information/Privacy Act Requests” (since 2003), “Defending Security Clearances” (since 2006), and “Handling Whistleblower Cases: More than the Basics" (since 2016). Mr. Zaid was named as a Washington, D.C. Super Lawyer in 2009 (profiled), 2010, 2011, 2012, 2013, 2014 and 2015, as well as a “Best Lawyer” by Washingtonian Magazine in 2009, 2011, 2013, and 2015 for his national security work. As the National Law Journal once wrote, “if Agent Mulder ever needed a lawyer, Zaid would be his man.”
Mr. Zaid is also the Executive Director and founder of the James Madison Project, a Washington, D.C.-based organization, with the primary purpose of educating the public on issues relating to intelligence gathering and operations, secrecy policies, national security and government wrongdoing. “Curiously for this town,” wrote the American Bar Association Journal, “Zaid is an equal opportunity thorn out to pierce the sides of suit jackets bearing both elephants and donkeys on the lapels.”
A 1992 graduate of Albany Law School of Union University in New York, where he served as an Associate Editor of the Albany Law Review and now sits as a member of its Board of Trustees, he completed his undergraduate education (cum laude) in 1989 at the University of Rochester, New York with honors in Political Science and high honors in History. Mr. Zaid is a member of the Bars of New York State, Connecticut, the District of Columbia, Maryland and numerous federal courts.
