Senior Attorney, Institute for Justice
Paul Avelar is the Managing Attorney of the Institute for Justice Arizona Office. He joined the Institute in March 2010 and litigates free speech, property rights, economic liberty, school choice and other constitutional cases in federal and state courts.
As the head of IJ’s national Braiding Freedom Initiative, Paul represents natural hair braiders across the country to protect their right to earn an honest living. The Initiative uses lawsuits, activism and research to remove laws that require potential braiders to undergo hundreds of costly training hours just to braid hair. Since IJ launched the Braiding Freedom Initiative in 2014, 12 additional states have freed braiders from unnecessary licensing burdens. Paul drafted the model Natural Hair Braiding Protection Act, which has been adopted in Arkansas, Indiana, Iowa, Kentucky, Nebraska, New Hampshire, Texas and South Dakota. He is currently representing braiders in Missouri, where state laws infringe upon their right to earn an honest living.
In his free speech work, Paul has challenged numerous laws that trample First Amendment rights. In Arizona Freedom Club PAC v. Bennett, he represented candidates and independent groups in a successful U.S. Supreme Court challenge to the “matching funds” provision of Arizona’s publicly financed elections system. He represented grassroots groups and individuals in Arizona, Mississippi and Washington, where state laws burdened their political speech by requiring them to register with the government, to navigate complex regulations and to face fines and possible criminal penalties merely because they talked about political issues. In Washington, Paul protected a lawyer’s right to defend, pro-bono, the First Amendment rights of political speakers. Through litigation and legislation, Paul leads the fight against abusive civil forfeiture laws in Arizona and elsewhere.
Paul also co-authored the most comprehensive published study of economic liberty protections in the Arizona Constitution. The Chief Justice of the Arizona Supreme Court appointed Paul to the Task Force on the Review of the Role and Governance Structure of the State Bar of Arizona, where he dissented from the majority report and called on leaders to substantially reform the Bar and state regulation of the practice of law. He often speaks at law schools across the country about constitutional issues and his work at IJ.
Prior to joining IJ-AZ, Paul worked as an attorney in Philadelphia. He clerked for Judge Roger Miner on the 2nd U.S. Circuit Court of Appeals, Justice Andrew Hurwitz on the Arizona Supreme Court, and Judge Daniel Barker on the Arizona Court of Appeals.
Paul graduated manga cum laude from the Arizona State University College of Law in 2004 and was elected to the Order of the Coif. He received his undergraduate degree from Princeton University in 2000.

United States District Judge Michael T. Liburdi began his legal career as a law clerk to the Honorable Ruth V. McGregor of the Arizona Supreme Court.
He entered private practice with the law firm of Brown & Bain P.A., which became the Phoenix office of Perkins Coie LLP. He later practiced at Snell & Wilmer L.L.P.
From 2015-2018, Judge Liburdi served as General Counsel to Arizona Governor Douglas A. Ducey. Judge Liburdi provided legal advice to the Governor, advised on appointments to the state judiciary, directed litigation involving the state agencies, and worked with Arizona’s Congressional delegation on legal policy issues.

Danny brings more than 16 years of experience in global public affairs and government relations, as well as handling complex legal matters in private practice and public sector service. Prior to joining the Arizona Chamber of Commerce & Industry, Danny was general counsel to the Valor Global leadership team. He focused on helping achieve growth objectives as well as providing continued public affairs guidance in AZ, WA and other States.
Danny worked at Intel, was a shareholder at Greenberg Traurig where he chaired the Phoenix office government law and policy practice. Danny served as Deputy Chief of Staff for Arizona Governor Doug Ducey from 2014 to 2018 where he assisted in the passage of landmark legislation including the Arizona Opioid Epidemic Act and K–12 education funding ballot referral.
Danny was recently named among 2020 Leaders of the Year in Public Policy by Arizona Capitol Times for his contributions in the field of law and public policy. Danny earned his Juris Doctor (cum laude) from Sandra Day O’Connor College of Law at Arizona State University and Bachelor of Arts (cum laude) from Pepperdine University. Jennifer L. Selin is an associate professor at the Arizona State University Sandra Day O'Connor College of Law. Her published and ongoing scholarship explores legal institutions and how they work. Using both legal analysis and empirical tools, she demonstrates the structure of the administrative decision-making environment has important consequences for policy implementation.
Prior to joining ASU in 2024, Professor Selin served as senior attorney advisor at the Administrative Conference of the United States. Before working in the federal executive branch, she was a professor at the Universities of Illinois and Missouri.
Selin's scholarship has been published in political science, public administration, and law journals and has been utilized by the Obama, Trump and Biden Administrations, Congress, the Supreme Court, and the media. A proud graduate of Lebanon Valley College, Selin holds a J.D. from Wake Forest University and a Ph.D. from Vanderbilt University. Before first joining academia, she practiced administrative law and specialized in federal electricity market regulation and alternative energy development, licensing and regulation.

Simone Marstiller is the secretary of the Florida Department of Juvenile Justice. Prior to being appointed secretary in January 2019 by Governor Ron DeSantis, Simone was Of Counsel with Gunster, Yoakley, Stewart, P.A., in the firm’s Tallahassee and Tampa offices, where her practice areas included appellate consulting and litigation, government affairs, procurement, and ethics and elections. She joined Gunster in 2017 after retiring from the First District Court of Appeal, where she served as a judge for six years.
In 2001, Simone served as Assistant General Counsel to Governor Jeb Bush. In that position, she assisted the Governor’s General Counsel in overseeing the legal operations of the Governor’s agencies and advising the Governor on a wide variety of legal and policy issues.
Simone was selected in 2002 to serve as General Counsel for the Department of Management Services (DMS), the administrative agency for state government. There, she managed all legal affairs for the agency, including matters related to government procurement, outsourcing, state facility management, and collective bargaining. While serving in this capacity, Governor Bush appointed her Interim Secretary of the agency.
From DMS, Simone returned to the Governor’s Office in 2003 to serve as Deputy Chief of Staff. In 2004, Governor Bush appointed her State Chief Information Officer to head state government’s central technology planning and policy organization, and in 2005 she became Secretary of the Department of Business and Professional Regulation, the state’s largest regulatory agency.
In 2007, Attorney General Bill McCollum appointed Simone Associate Deputy Attorney General for the State of Florida. In addition to serving on the executive management team for the Office of the Attorney General, she was the agency’s General Counsel and was responsible for overseeing four agency divisions, including the Civil Rights and Opinions Divisions. When appointed to the appellate court in 2010, Simone was serving as Executive Director for the Florida Elections Commission.
Simone was born in Monrovia, Liberia, and grew up in St. Petersburg, Florida. She earned her Bachelor of Business Administration degree in 1988 from Stetson University in DeLand, Florida and her Juris Doctor, cum laude, in 1996 from Stetson University College of Law in Gulfport, Florida.

Before that Chad worked at Jones Day, where his practice focused on government regulation and national security issues. Previously, Chad served as the Acting General Counsel at the Department of Homeland Security, where he managed more than 2,200 lawyers. As the top lawyer at DHS, Chad directed all legal activities related to the Agency’s broad mission. Prior to serving as Acting General Counsel, Chad served as the Chief of Staff at DHS. He also served at the White House as Associate Counsel to the President and at the Department of Justice as Counsel to the Deputy Attorney General. Chad clerked for the Honorable David B. Sentelle of the D.C. Circuit. He received his J.D. from Cornell Law School and his B.A. from the University of Florida. Chad and his wife Kat reside in Tampa, Florida with their two kids.

He began his legal career as an Assistant State Attorney, during which he prosecuted serious felony offenses. Since 1998, he has represented individuals and businesses as their advocate in a broad range of commercial settings.
In addition to his legal practice, Rep. Renner has served as a naval officer, both on active duty and in the reserves. Earlier in his career, he served in Operation Desert Storm during combat operations onboard the USS McInerney (FFG-8) and later during combat operations in Afghanistan in 2011.

Joe Jacquot is a business litigation shareholder at Gunster who focuses his practice on representing clients in complex state matters involving litigation and appellate work, as well as counseling companies on various regulatory issues. Having served in high-level public sector positions, Joe is dedicated to bringing his insight and experience with judicial and government systems to help clients navigate the same.
Joe served as the general counsel to Florida Governor Ron DeSantis, from the Governor’s inauguration in January 2019 through October 2020. In this capacity, Joe was responsible for all litigation and legal matters of the Governor and state executive agencies. Joe handled cases on behalf of the Governor and his administration before federal and state courts, including five matters before the Florida Supreme Court on matters of statewide significance.
Joe led the Governor’s legal team through the COVID-19 pandemic, including drafting and implementing the Governor’s executive orders including the reopening plan. Joe served as the chief ethics officer for the Governor including advising on Florida’s public records and public meeting laws. He also oversaw the Governor’s judicial appointment process which resulted in seating five justices to the Florida Supreme Court and more than 100 judges to lower courts.
From 2007-2010, Joe served as Florida’s chief deputy attorney general, during which he successfully argued before the U.S. Supreme Court in the Miranda rights case, Florida v. Powell. After this public service, and prior to his general counsel role with the Governor, he was a litigation partner at a national law firm, leading the firm’s State Attorneys General practice handling antitrust, consumer protection and other enforcement actions and worked as a senior vice president and counsel to a publicly traded mortgage-industry company in Jacksonville.
Earlier in his career, he served as the deputy chief counsel for the U.S. Senate Judiciary Committee, managing the confirmations of Chief Justice John Roberts and Justice Samuel Alito. Joe earned his undergraduate degree at the University of Virginia and his law degree at the University of Florida Levin College of Law. He also served as a lieutenant in the U.S. Navy.
