Nicholas Quinn Rosenkranz

Biography

Nicholas Quinn Rosenkranz teaches constitutional law and federal jurisdiction, and he writes articles for the Harvard Law Review and the Stanford Law Review.

He is currently developing a new theory of constitutional interpretation and judicial review. The first installment, entitledThe Subjects of the Constitution, was published in the Stanford Law Review in May of 2010, and it is among the most downloaded articles about constitutional interpretation, judicial review, and/or federal courts in the history of SSRN. The second installment, The Objects of the Constitution, was published in May of 2011, also in the Stanford Law Review. And the comprehensive version is forthcoming as a book by Oxford University Press.

Rosenkranz has served and advised the federal government in a variety of capacities. He clerked for Judge Frank H. Easterbrook on the U.S. Court of Appeals for the Seventh Circuit (1999-2000) and for Justice Anthony M. Kennedy at the U.S. Supreme Court (October Term 2001). He served as an Attorney-Advisor at the Office of Legal Counsel in the U.S. Department of Justice (November 2002 - July 2004). He often testifies before Congress as a constitutional expert—most recently before the House Financial Services Oversight Subcommittee, regarding the Obama Administration's use of bank settlement agreements to circumvent the Appropriations Clause. He has also filed briefs and presented oral argument before the U.S. Supreme Court. His most recent Supreme Court brief, in Los Angeles v. Patel, was cited by Justice Alito in dissent.

Rosenkranz is a member of the New York Bar and the U.S. Supreme Court Bar. He is a Senior Fellow at the Cato Institute. He serves on the Board of Directors of the Foundation for Individual Rights in Education (FIRE). He is a founding member of Heterodox Academy and a member of its Executive Committee. He also serves on the Board of Directors of the Federalist Society and as the faculty advisor to the Georgetown chapter.

Jonathan H. Adler

Tazewell Taylor Professor of Law and William H. Cabell Research Professor, William & Mary Law School

Biography

Jonathan H. Adler joined the William & Mary law faculty as the Tazwell Taylor Professor of Law and William H. Cabell Research Professor in 2025. Prior to joining the faculty, he was the inaugural Johan Verheij Memorial Professor of Law and the founding Director of the Coleman P. Burke Center for Environmental Law at the Case Western Reserve University School of Law.

Professor Adler is the author or editor of seven books, including Climate Liberalism: Perspectives on Liberty, Property and Pollution (Palgrave, 2023), Marijuana Federalism: Uncle Sam and Mary Jane (Brookings Institution Press, 2020), Business and the Roberts Court (Oxford University Press, 2016) and Rebuilding the Ark: New Perspectives on Endangered Species Act Reform (AEI Press, 2011).

His articles have appeared in publications ranging from the Harvard Environmental Law Review and Yale Journal on Regulation to the Wall Street Journal, New York Times, and Washington Post. He has testified before Congress a dozen times, and his work has been cited in the U.S. Supreme Court. A 2024 study identified Professor Adler as the seventh most cited legal academic in administrative and environmental law from 2019 to 2023.

Professor Adler is a contributing editor to Civitas Outlook and a regular contributor to the popular legal blog, The Volokh Conspiracy. A regular commentator on constitutional and regulatory issues, he has appeared on numerous radio and television programs, ranging from the PBS Newshour and National Public Radio to the Fox News Channel and Entertainment Tonight.

Professor Adler is a senior fellow at the Property & Environment Research Center in Bozeman, Montana. In 2018, Professor Adler was elected to membership in the American Law Institute and helped co-found the organization Checks and Balances. In 2024, Professor Adler was appointed a public member of the Administrative Conference of the United States.

Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the

following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. William L. Saunders

Director of the Program in Human Rights, Catholic University of America

Biography

William L. Saunders is Chair Emeritus of the Religious Liberties Practice Group of the Federalist Society. He is also a religious liberty and human rights scholar as well as director of the Center for Human rights at The Catholic University of America. He is Law Fellow with the Institute for Human Ecology, Professor and Director of the Program in Human Rights in the School of Arts & Sciences and Co-director of the Center for Religious Liberty at the Columbus School of Law. Before joining The Catholic University of America, Mr. Saunders served as Senior Vice President and Senior Counsel with Americans United for Life for ten years. From 1999 to 2009, he was Senior Fellow in Bioethics and Human Rights Counsel at the Family Research Council.

Mr. Saunders attended the University of North Carolina at Chapel Hill on a Morehead scholarship. He obtained his degree in law from the Harvard Law School.

Mr. Saunders was featured in Harvard’s first Guide to Conservative Public Interest Law in 2003 and again in the 2008 edition. He served on Harvard’s Advisory Committee for its 2008 celebration of public interest law. A member of the Supreme Court bar, he has authored numerous legal briefs in state, federal, foreign, and international courts.

Mr. Saunders’ book, Unborn Human Life and Fundamental Rights: Leading Constitutional Cases Under Scrutiny, was published in 2019. His articles and book chapters have been published by the university presses of Harvard, Villanova, Brigham Young, Fordham, Georgetown, Houston, Scranton, and the Catholic University of America, as well as by the Intercollegiate Studies Institute, Freedom House, Greenhaven Press, Rowan & Littlefield, Praeger, St. Augustine’s, and Intervarsity press. He has given lectures and participated in debates at many colleges, universities, and law schools, including Princeton, Harvard, Georgetown, and Notre Dame. He delivered the annual J. Michael Miller Lecture at the University of St. Thomas (on international law) in February 2007, the annual R. Wayne Kraft Memorial Lecture (on bioethics) at DeSales University in February 2004 and the annual James Moore Lecture (on human rights violations in Sudan) at Millikin University in 1999. He has also lectured, and/or has been published, in many foreign countries, including Italy, Germany, Poland, Austria, Spain, Greece, Slovakia, Mexico, Qatar, Malaysia, Romania, the Philippines, Hong Kong, and the United Kingdom.

In addition to speaking and writing frequently on bioethics topics, Mr. Saunders has submitted testimony to the President’s Council on Bioethics, as well as to UNESCO’s Committee on Bioethics, and has briefed Congressional staff and state legislatures. He is a regular columnist for the National Catholic Bioethics Quarterly.

Mr. Saunders has appeared often in the media, including BBC World News, CNN, Fox News, Vatican Radio, and National Public Radio. His articles on issues have appeared in a variety of journals, such as First Things, Human Events, Human Life Review, The Legal Times, Communio, The Family in America: A Journal of Public Policy, Ethics & Medics, and Touchstone.

Mr. Saunders served on the official United States delegation to the UN Special Session on Children in 2001/02. In 2011, he was a speaker at an official briefing at the UN, addressing the topic, why euthanasia is not a human right.

In 2004, he served on the NGO Working Committee in connection with the Doha Intergovernmental Conference for the Family.

Mr. Saunders is Senior Fellow with the Religious Freedom Institute, and Affiliated Scholar with the Pellegrino Center for Clinical Ethics at the Georgetown University School of Medicine. He is President of the Fellowship of Catholic Scholars and a member of the boards of the International Association of Catholic Bioethicists, the International Right to Life Federation, the Institute on Religion and Democracy, and the Society of Catholic Social Scientists.

In 1999, Mr. Saunders founded Sudan Relief and Rescue, Inc., to aid the persecuted church in Sudan. He has worked for and written on behalf of the persecuted church for many years.

Christopher H. Smith

U.S. House of Representatives, New Jersey 4th District

Biography

Elected in 1980, Rep. Chris Smith (R-Robbinsville, NJ) is currently in his 16th term in the U.S. House of Representatives. Smith, 57, currently serves as a senior member on the Foreign Affairs Committee, and is chairman of its Africa, Global Health and Human Rights Subcommittee. He is also chairman of the Commission on Security and Cooperation in Europe (OSCE), and has served on the Congressional-Executive Commission on China. He also serves as “Special Representative” on Human Trafficking for the OSCE Parliamentary Assembly, and as an executive member of the Tom Lantos Human Rights Commission. Previously, he served as Chairman of the Veterans Committee and Chairman of the Foreign Affairs’ Subcommittee on Human Rights and International Operations and the Subcommittee on Africa.

Smith has long chaired a number of bipartisan congressional caucuses (working groups) including the Pro-life Caucus (30 years), Autism (14 years), Alzheimer’s (12 years), Lyme Disease (eight years), Spina Bifida (eight years), Human Trafficking (eight years), Refugees (eight years), Combating Anti-Semitism and serving on caucuses on Bosnia, Uganda and Vietnam.

According to the independent watchdog organization Govtrack, as Smith ranks third among all 435 Members of the House over the last two decades in the number of laws authored, and eighth among all Members of the U.S. Senate and House.

He is the author of America’s three landmark anti-human trafficking laws including The Trafficking Victims Protection Act of 2000, a comprehensive law designed to prevent modern-day slavery, protect victims, and enhance civil and criminal penalties against traffickers, as well as more than a dozen veterans health, education and homeless benefits laws, and laws to boost embassy security, promote democracy, religious freedom, and health care.

Smith is the author of the $265 million Stem Cell Therapeutic and Research Act of 2005which established a nationwide program for ethical research and treatment using umbilical cord blood and bone marrow cells. That landmark law was reauthorized in September 2010 for another five years.
