Varu Chilakamarri is a partner in the K&L Gates Environment, Land, and Natural Resources practice group. Her practice focuses on litigation services, particularly in appellate matters and in administrative, environmental, and energy law. Varu also counsels clients on government-facing matters, which often involve strategic analysis of legal risks and opportunities presented by statutory and regulatory frameworks.
Varu joined K&L Gates after a 17-year career at the US Department of Justice, where she was a successful federal district and appellate court litigator and held various senior leadership roles. Most recently, she served as Deputy Assistant Attorney General in the DOJ's Civil Division. In this role, Varu was the head of the Torts Branch, an office of over 230 litigators and staff who defend the United States in a wide range of suits for monetary damages—including toxic tort cases arising out of environmental regulatory actions, constitutional tort cases, and cases brought under unique statutory compensation programs.
Before that, Varu was an appellate attorney in the Environment and Natural Resources Division, serving as lead counsel in complex civil and criminal appeals. These included facial challenges to the constitutionality of federal laws and regulations, and challenges to the validity of federal permitting and land use decisions (e.g., cases involving the National Environmental Policy Act, the Endangered Species Act, and the Clean Water Act). She also litigated enforcement cases, including those involving violations of substantive environmental laws, recordkeeping requirements, and various Title 18 provisions. She argued cases before the US Court of Appeals for the Third, Fifth, Ninth, Tenth, D.C., and the Federal Circuit, and she has practiced in several other federal appellate and district courts. Varu was previously appointed as the Division's first counselor for animal welfare matters and served as Chief of Staff to the Assistant Attorney General in DOJ's Environment and Natural Resources Division. Varu's work at the DOJ often centered on novel legal challenges arising from a broad suite of federal statutes, including two preemption lawsuits that went to the US Supreme Court.
Varu joined the DOJ in 2006 through the Attorney General's honors program as a trial attorney in the Civil Division's Federal Programs Branch, and during her tenure, also worked in the office of the Associate Attorney General as Acting Deputy and served on detail to the White House Counsel's Office. Before joining the DOJ, Varu clerked for Judge R. Guy Cole in the US Court of Appeals for the Sixth Circuit and Judge Timothy B. Dyk in the US Court of Appeals for the Federal Circuit.

Robert Levy serves as Executive Counsel at ExxonMobil, where he leads the company’s legal strategy on advocacy and civil justice reform. His work includes representing ExxonMobil in state and national organizations dedicated to improving the legal system and the rule of law, coordinating amicus support on key policy and litigation matters, and advising on data privacy and information governance. He previously oversaw the company’s eDiscovery compliance and cybersecurity law initiatives.
Robert currently chairs the Board of the American Tort Reform Association and previously served as President of the Civil Justice Reform Group. He is Treasurer of Lawyers for Civil Justice (LCJ), chairs its Discovery Committee, and serves on its Amicus Committee. He is also actively involved with the U.S. Chamber of Commerce’s Institute for Legal Reform and Litigation Center and sits on the Executive Committee of the Texas Civil Justice League. Additionally, he is an active member of the Federalist Society and its In-House Counsel Network.
A long-standing member of the Texas Supreme Court Advisory Committee, Robert has served for over 14 years and currently chairs one of its subcommittees. In recognition of his leadership, LCJ awarded him with the Al Cortese Award for his contributions to civil justice reform. Mario Loyola is a Senior Fellow for Law, Economics, and Technology at The Heritage Foundation.
Loyola served in the Trump Administration as Associate Director for Regulatory Reform at the White House Council on Environmental Quality. In that role, he was one of the principal drafters of the One Federal Decision policy, which helped to streamline the permitting and environmental review of large infrastructure projects. While at CEQ, he was a member of the U.S. delegation to the USMCA free trade negotiations with Mexico and Canada, as well as the United Nations conference on biodiversity on the high seas. Loyola initially joined the White House in February 2017 as a Presidential Speechwriter, employing his expertise in many areas of foreign and domestic policy.
After beginning his career in M&A and corporate finance law, Loyola served in the Bush 43 Administration as a special assistant to the Undersecretary of Defense for Policy. He left that position to start writing on national defense issues in magazines such as National Review and The Weekly Standard, reporting from the front lines of the war on terrorism in Lebanon, Israel, and Iraq. He finished the Bush Administration as Foreign and Defense Counsel to the U.S. Senate Republican Policy Committee, then under the chairmanship of Senator Kay Bailey Hutchison of Texas. He subsequently moved to Texas and joined the Texas Public Policy Foundation, where he specialized in energy, environment, and federalism.

Corinne principally practices in environmental law, with an emphasis on litigation, regulatory compliance, internal investigations, and defense against government investigations and enforcement actions.
Corinne draws on wide experience at the U.S. Department of Justice, including serving as Senior Counsel in the Office of the Associate Attorney General, which oversees all civil litigation on behalf of the United States, and as Counselor in the Office of the Attorney General.
Corinne most recently served as Counsel and Chief of Staff in the Environment and Natural Resources Division of the U.S. Department of Justice, where she assisted in managing a 600-person division that included 400 lawyers. In this role she helped manage the Division’s civil and criminal litigation arising under more than 150 environmental and natural resources laws.

She has also drafted comments on behalf of clients to agencies on proposed rules with significant implications for the oil and gas industry.

From April 2007 through January 2009, Professor Dudley served as the Presidentially-appointed Administrator of the Office of Information and Regulatory Affairs in the U.S. Office of Management and Budget and was responsible for the review of draft executive branch regulations under Executive Order 12866, the collection of federal-government-wide information under the Paperwork Reduction Act, the development and implementation of government-wide policies in the areas of information policy, privacy, and statistical policy, and international regulatory cooperation efforts.

Bill Hughes is senior counsel and director of global regulatory matters for ConsenSys Software, the leading Ethereum blockchain software company. Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.

Professor Morley joined FSU Law in 2018, and teaches and writes in the areas of election law, constitutional law, remedies, and the federal courts. He is best known for his work on election emergencies and post-election litigation, nationwide and other defendant-oriented injunctions, the jurisdiction of the federal courts and their equitable powers more generally. He has testified before congressional committees, made presentations to election officials for the U.S. Election Assistance Commission and participated in bipartisan blue-ribbon groups to develop election reforms. The governor of Florida also appointed Professor Morley to the Criminal Punishment Code Task Force, to propose potential revisions to the legislature.
The U.S. Supreme Court has cited several of his articles, and he was counsel of record for the successful Petitioner in a landmark campaign finance case. He has also served as an Associate-in-Law at Columbia Law School and a Visiting Assistant Professor at Brooklyn Law School, where the student body selected him as Professor of the Year in 2014.
Professor Trammell earned his law degree from the University of Virginia where he was a Hardy Cross Dillard Scholar and served as Articles Development Editor of the Virginia Law Review. After graduation, he clerked for the Honorable Stephen F. Williams of the U.S. Court of Appeals for the D.C. Circuit and the Honorable Theodor Meron of the International Criminal Tribunal for the former Yugoslavia in The Hague (Netherlands). Lawrence VanDyke serves as a circuit judge on the U.S. Court of Appeals for the Ninth Circuit. Prior to that appointment in January 2020, he served as a Deputy Assistant Attorney General in the Environment and Natural Resources Division of the United States Department of Justice. Before that, he served consecutively as the Solicitor General of two western states – Nevada and Montana. At the beginning of his legal career, he worked as an attorney in the Appellate and Constitutional Issues practice group at Gibson Dunn & Crutcher, LLP.
Judge VanDyke received his law degree magna cum laude from Harvard Law School, where he was an editor on the Harvard Law Review. He has engineering and theology undergraduate degrees and a masters degree in engineering management. He served as a law clerk to the Honorable Janice Rogers Brown of the United States Court of Appeals for the District of Columbia Circuit. Judge Ryan T. Holte was sworn in as a judge on the United States Court of Federal Claims in July 2019. Prior to confirmation he served as the David L. Brennan Professor of Law and Director of the Center for Intellectual Property Law and Technology at The University of Akron School of Law (2017-2019) and an assistant professor of law at Southern Illinois University School of Law (2013-2017). Judge Holte has written and presented widely on patent law subjects and empirical legal studies of Federal Circuit and district court patent law cases. His most recent articles were published in the Iowa Law Review (2019), George Mason Law Review (2018), and Washington Law Review (2017).
In practice, Judge Holte served for six years as general counsel and partner of an electrical engineering technology company and is co-inventor of multiple patents related to Systems and Methods for Countering Satellite-Navigated Munitions. Prior to entering academia, Judge Holte practiced as a litigation attorney at the Federal Trade Commission and an associate in the Intellectual Property Practice Group at Jones Day. During her tenure at the Partnership, Kristine developed and executed strategies that resulted in over 50 pieces of government reform legislation becoming law. She helped launch the Partnership’s Center for Presidential Transition, which provides resources, data and hands-on support to promote a smooth transfer of power between presidential administrations. Kristine has testified before Congress as an expert witness on government effectiveness.
From 2001 to 2002, Kristine served as a Special Assistant for Domestic Policy to President George W. Bush. In this role, she advised the President on issues pertaining to the civil service, government operations, federalism, arts and humanities, the postal service and the District of Columbia, and participated in our government’s response to the 9/11 and anthrax attacks.
Prior to her time with the Bush administration, Kristine served as the staff director for the U.S. Senate Subcommittee on Oversight of Government Management, Restructuring and the District of Columbia. Catherine E. Lhamon served as Assistant Secretary of Education for Civil Rights from November 17, 2021 to January 20, 2025. Before that, she served as the Chair of the U.S. Commission on Civil Rights. President Obama appointed Lhamon to a six-year term on the Commission on December 15, 2016, and the Commission unanimously confirmed the President’s designation of Lhamon to chair the Commission on December 28, 2016. Lhamon also serves in the cabinet of California Governor Gavin Newsom, where she has been Legal Affairs Secretary since January 2019. Lhamon previously litigated civil rights cases at the National Center for Youth Law.
Before coming to the Commission, Lhamon served as the Assistant Secretary for Civil Rights at the U.S. Department of Education until January 2017. President Obama nominated her to the Assistant Secretary for Civil Rights position on June 10, 2013, and she was unanimously confirmed by the U.S. Senate on August 1, 2013. Varu Chilakamarri is a partner in the K&L Gates Environment, Land, and Natural Resources practice group. Loyola served in the Trump Administration as Associate Director for Regulatory Reform at the White House Council on Environmental Quality. In that role, he was one of the principal drafters of the One Federal Decision policy, which helped to streamline the permitting and environmental review of large infrastructure projects. While at CEQ, he was a member of the U.S. delegation to the USMCA free trade negotiations with Mexico and Canada, as well as the United Nations conference on biodiversity on the high seas. Professor Morley joined FSU Law in 2018, and teaches and writes in the areas of election law, constitutional law, remedies, and the federal courts. He is best known for his work on election emergencies and post-election litigation, nationwide and other defendant-oriented injunctions, the jurisdiction of the federal courts and their equitable powers more generally. He has testified before congressional committees, made presentations to election officials for the U.S. Election Assistance Commission and participated in bipartisan blue-ribbon groups to develop election reforms. The governor of Florida also appointed Professor Morley to the Criminal Punishment Code Task Force, to propose potential revisions to the legislature.
The U.S. Supreme Court has cited several of his articles, and he was counsel of record for the successful Petitioner in a landmark campaign finance case. He has also served as an Associate-in-Law at Columbia Law School and a Visiting Assistant Professor at Brooklyn Law School, where the student body selected him as Professor of the Year in 2014.
Professor Trammell earned his law degree from the University of Virginia where he was a Hardy Cross Dillard Scholar and served as Articles Development Editor of the Virginia Law Review. After graduation, he clerked for the Honorable Stephen F. Williams of the U.S. Court of Appeals for the D.C. Circuit and the Honorable Theodor Meron of the International Criminal Tribunal for the former Yugoslavia in The Hague (Netherlands). Lawrence VanDyke serves as a circuit judge on the U.S. Court of Appeals for the Ninth Circuit. Prior to that appointment in January 2020, he served as a Deputy Assistant Attorney General in the Environment and Natural Resources Division of the United States Department of Justice. Before that, he served consecutively as the Solicitor General of two western states – Nevada and Montana. At the beginning of his legal career, he worked as an attorney in the Appellate and Constitutional Issues practice group at Gibson Dunn & Crutcher, LLP.
Judge VanDyke received his law degree magna cum laude from Harvard Law School, where he was an editor on the Harvard Law Review. He has engineering and theology undergraduate degrees and a masters degree in engineering management. He served as a law clerk to the Honorable Janice Rogers Brown of the United States Court of Appeals for the District of Columbia Circuit. Judge VanDyke and his wife Cheryl live in Reno, Nevada, and they have three children.

Judge Ryan T. Holte was sworn in as a judge on the United States Court of Federal Claims in July 2019. Prior to confirmation he served as the David L. Brennan Professor of Law and Director of the Center for Intellectual Property Law and Technology at The University of Akron School of Law (2017-2019) and an assistant professor of law at Southern Illinois University School of Law (2013-2017). Judge Holte has written and presented widely on patent law subjects and empirical legal studies of Federal Circuit and district court patent law cases. His most recent articles were published in the Iowa Law Review (2019), George Mason Law Review (2018), and Washington Law Review (2017).
In practice, Judge Holte served for six years as general counsel and partner of an electrical engineering technology company and is co-inventor of multiple patents related to Systems and Methods for Countering Satellite-Navigated Munitions. Prior to entering academia, Judge Holte practiced as a litigation attorney at the Federal Trade Commission and an associate in the Intellectual Property Practice Group at Jones Day. Prior to practice, he served as a law clerk to Judge Stanley F. Birch, Jr. on the United States Court of Appeals for the Eleventh Circuit and as a law clerk to Judge Loren A. Smith on the United States Court of Federal Claims.

Prior to founding her consulting firm, Kristine was the Vice President for Government Affairs at the Partnership for Public Service, a nonpartisan, nonprofit organization dedicated to building a better government and a stronger democracy. During her tenure at the Partnership, Kristine developed and executed strategies that resulted in over 50 pieces of government reform legislation becoming law. She helped launch the Partnership’s Center for Presidential Transition, which provides resources, data and hands-on support to promote a smooth transfer of power between presidential administrations. Kristine has testified before Congress as an expert witness on government effectiveness.
From 2001 to 2002, Kristine served as a Special Assistant for Domestic Policy to President George W. Bush. In this role, she advised the President on issues pertaining to the civil service, government operations, federalism, arts and humanities, the postal service and the District of Columbia, and participated in our government’s response to the 9/11 and anthrax attacks.

As director of the Center for Education Policy at The Heritage Foundation, Lindsey Burke oversees Heritage’s research and policy on issues pertaining to preschool, K-12, and higher education reform. Burke’s research has been presented at academic conferences and published in peer-reviewed journals including Social Science Quarterly, Educational Research and Evaluation, and the Journal of School Choice, and her commentary and op-eds have appeared in numerous magazines and newspapers. She is a frequent guest on radio and television shows and speaks on education reform issues across the country and internationally. She has published evaluations of education choice options for public policy foundations across the country and has done extensive work shaping and evaluating education savings accounts (ESAs).
In 2021, Burke was tapped to join Governor-elect Glenn Youngkin’s transition steering committee and was also appointed to serve on the Youngkin landing team for education. Burke was also appointed by Governor Youngkin to serve on the Board of Visitors for George Mason University. Her term runs from July 1, 2022 to June 30, 2026.
Burke also serves as a fellow at EdChoice, the namesake foundation of Milton and Rose Friedman, on the national advisory board of Learn4Life, a network of public charter schools serving “opportunity youth,” on the board of the Educational Freedom Institute, on the advisory board of the Independent Women’s Forum’s Education Freedom Center, and as a Trustee of Choice Media.

Gail Heriot is a recently retired law professor from the University of San Diego. She also served as a member of the U.S. Commission on Civil Rights from 2007 to 2025. She is also the chairman of the board of the American Civil Rights Project and the chair emerita of the Civil Rights practice group at the Federalist Society for Law & Public Policy.
Professor Heriot is a prolific writer in the area of civil rights. She is the author of many law review articles. She is also the editor (along with Maimon Schwarzschild) of the 2021 anthology, A Dubious Expediency: How Race Preferences Damage Higher Education. Her upcoming book is entitled, Why We Walk on Eggshell: How Our Civil Rights Laws Helped Bring About the Woke Era—And the Trump Era, Too.
Her writings for a general audience have appeared in the Wall Street Journal, the San Diego Union-Tribune, the National Review and many other newspapers and magazines.
In 1996, she co-chaired the successful “Yes on Proposition 209” campaign, which amended the California Constitution to prohibit state-sponsored discrimination or preferential treatment based on race, sex, color, ethnicity or national origin. In 2020, she co-chaired the “No on Proposition 16” campaign, which successfully prevented Proposition 209’s repeal.
Former Assistant Secretary for Civil Rights, U.S. Department of Education; Former Chair, U.S. Commission on Civil Rights
Catherine E. Lhamon served as Assistant Secretary of Education for Civil Rights from November 17, 2021 to January 20, 2025. Before that, she served as the Chair of the U.S. Commission on Civil Rights. President Obama appointed Lhamon to a six-year term on the Commission on December 15, 2016, and the Commission unanimously confirmed the President’s designation of Lhamon to chair the Commission on December 28, 2016. Lhamon also serves in the cabinet of California Governor Gavin Newsom, where she has been Legal Affairs Secretary since January 2019. Lhamon previously litigated civil rights cases at the National Center for Youth Law.
Before coming to the Commission, Lhamon served as the Assistant Secretary for Civil Rights at the U.S. Department of Education until January 2017. President Obama nominated her to the Assistant Secretary for Civil Rights position on June 10, 2013, and she was unanimously confirmed by the U.S. Senate on August 1, 2013. Immediately prior to joining the Department of Education, Lhamon was director of impact litigation at Public Counsel, the nation’s largest pro bono law firm. Before that, she practiced for a decade at the ACLU of Southern California, ultimately as assistant legal director.
Earlier in her career, Lhamon was a teaching fellow and supervising attorney in the Appellate Litigation Program at Georgetown University Law Center, after clerking for The Honorable William A. Norris on the United States Court of Appeals for the Ninth Circuit. In 2016, Politico Magazine named Lhamon one of Politico 50 Thinkers Transforming Politics and the National Action Network honored Lhamon with their Action & Authority Award. In 2015, Yale Law School named Lhamon their Gruber Distinguished Lecturer and the Association of University Centers on Disabilities awarded Lhamon their Special Recognition Award. Chronicle of Higher Education named Lhamon to their 2014 Influence List as the Enforcer. R. Shep Melnick is the Thomas P. O’Neill, Jr. Professor of American Politics at Boston College and co-chair of the Harvard Program on Constitutional Government. He is the author of The Crucible of Desegregation: The Uncertain Search for Educational Equality (Univeristy of Chicago Press, 2023); The Transformation of Title IX: Regulating Gender Equality in Education, (Brookings, 2018), Between the Lines: Interpreting Welfare Rights (Brookings,1994), and Regulation and the Courts: The Case of the Clean Air Act (Brookings, 1983), as well as many articles on courts, agencies, and public policy. He is currently completing a book on education and the civil rights state. In 2012 he received the American Political Science Association Law and Courts Section’s “Lasting Contribution” award. He received his BA and PhD from Harvard, and taught at Harvard and Brandeis before moving to Boston College. He has also been a Research Associate at Brookings, President of the New England Political Science Association, and an elected member of the NH House of Representatives.
