Dan Isett

Director of Public Policy, Parents Television Council

Biography

As Director of Public Policy for the Parents Television Council, Dan Isett is responsible for advancing the PTC’s mission to federal, state and local elected and appointed officials, as well as the Federal Communications Commission.  In addition, Mr. Isett is responsible for promoting PTC’s goals with allied organizations including family and parent organizations, media reform groups, entertainment industry representatives and trade groups involved in media and indecency issues in Washington, DC and around the country.

Mr. Isett is an expert on children’s education and has extensive government relations experience, having served as director of external affairs for The Center for Education Reform and executive director of the Texas Home School Coalition.  Also prior to joining the PTC, he was chairman of the Lubbock County Republican Party in Texas.

Mr. Isett has been a guest on a variety of television and radio talk shows and has been quoted in publications such as the Los Angeles Times, The Wall Street Journal, The Washington Post, The Washington Times, Atlanta Journal-Constitution, Dallas Morning News, Houston Chronicle, Philadelphia Inquirer, San Francisco Chronicle, The Hill, Congressional Quarterly, Associated Press, Bloomberg, Reuters, Education Week, Congressional Quarterly, Multichannel News, and Television Week.

He is a graduate of Texas Tech University and has a degree in History and Mass Communications.  Mr. Isett is a native of Lubbock, Texas, and currently resides in Alexandria, Virginia.

Biography

Erik Jaffe has been involved in appeals on a broad range of legal issues, including First Amendment challenges to campaign finance reform, Commerce Clause challenges to Health Care Reform and other federal legislation, Equal Protection Clause challenges to affirmative action in education, First Amendment challenges to school vouchers, Fifth Amendment challenges to takings of property, Second Amendment challenges to restrictions on gun ownership, and a wide variety of cases involving patents, copyrights, ERISA, securities fraud, federal preemption, environmental regulation, and other state and federal constitutional and statutory matters. He has represented businesses and non-profit groups, Judges, Senators, former government officials, Nobel Prize winners, and a broad cross-section of private individuals. Mr. Jaffe has been involved in over 120 Supreme Court matters, including filing over 30 cert. petitions, representing half-a-dozen parties on the merits, and filing over 70 amicus briefs at both the cert. and merits stages.

A 1990 graduate of the Columbia University School of Law, Mr. Jaffe was a law clerk to Judge Douglas H. Ginsburg of the United States Court of Appeals for the District of Columbia Circuit from 1990 to 1991. Following that clerkship he spent five years in litigation practice with the Washington, D.C. law firm of Williams & Connolly. In the summer of 1996 he left Williams & Connolly to clerk for Supreme Court Justice Clarence Thomas. At the end of that clerkship he started his own practice, and he was a sole practitioner from 1997 to 2018. He joined the firm of Schaerr | Jaffe LLP in 2018.

Senior Vice President, Law and Policy, US Telecomm

Biography

Communications industry veteran Jonathan Banks joined USTelecom in March 2007, and directs the association’s policy development and advocacy work before the Federal Communications Commission, the Federal Trade Commission (FTC) and the courts. Banks comes to USTelecom from BellSouth where he played several leadership roles in the company’s federal advocacy, and his experience at one of the leading communications companies in the industry makes him an invaluable asset to the association.

Banks joined BellSouth in 1995 and most recently served as vice president – executive and regulatory affairs with responsibility for federal public policy advocacy. He also provided legal expertise as general counsel in BellSouth’s Washington office.

Previously, Banks held positions at the FTC, managing a staff litigating competition cases; Armstrong World Industries, where he was responsible for antitrust compliance and litigation at a Fortune 500 company; and the Association of American Railroads, overseeing regulation and state taxation issues.

Scott J. Wallsten

Scott J. Wallsten

Vice President for Research and Senior Fellow, Technology Policy Institute

Biography

Scott Wallsten is vice president for research and senior fellow at the Technology Policy Institute. An economist with expertise in industrial organization and public policy, Wallsten's research focuses on telecommunications, regulation, competition, and technology policy. His papers have been published in numerous academic journals and his commentaries have appeared in newspapers and newsmagazines around the world.

Wallsten is also a senior fellow at the Georgetown Center for Business and Public Policy and a lecturer in Public Policy at Stanford University. He served as economics director of the Federal Communications Commission's Broadband Task Force.  He has been director of communications policy studies and senior fellow at The Progress & Freedom Foundation, a senior fellow at the AEI - Brookings Joint Center for Regulatory Studies and a resident scholar at the American Enterprise Institute, an economist at The World Bank, a scholar at the Stanford Institute for Economic Policy Research, and a staff economist at the U.S. President's Council of Economic Advisers.

Wallsten holds a PhD in economics from Stanford University.
