Robert K. Hur is the 48th United States Attorney for the District of Maryland. As U.S. Attorney, he is the chief federal law enforcement officer in the District of Maryland. Mr. Hur oversees the investigation and litigation of all criminal and civil cases brought on behalf of the United States in the District of Maryland. He supervises an office of approximately 88 Assistant U.S. Attorneys and 72 support personnel, who handle a high volume of matters including domestic and international terrorism, narcotics trafficking, organized crime, gang violence, public corruption, cybercrime, financial and healthcare fraud, and civil rights violations. He also serves as a member of the Attorney General’s Advisory Committee of United States Attorneys (“AGAC”), which provides advice and counsel to the Attorney General on matters of policy, procedure, and management impacting the Offices of the United States Attorneys.
Before taking office as U.S. Attorney on April 9, 2018, Mr. Hur served as Principal Associate Deputy Attorney General with the Department of Justice in Washington, DC. In that position, Mr. Hur was a member of the Department’s senior leadership team and the top aide to Deputy Attorney General Rod J. Rosenstein, assisting him with oversight of all components of the Department.
Mr. Hur served as an Assistant U.S. Attorney in the District of Maryland from 2007 to 2014, where he prosecuted gang violence, firearms offenses, and narcotics trafficking, as well as white-collar offenses including financial institutions fraud, public corruption, mortgage fraud, tax offenses, computer network intrusions, and intellectual property theft. He received the Attorney General’s Distinguished Service Award for superior performance and excellence as a lawyer.
Before joining the U.S. Attorney’s Office, Mr. Hur served as Special Assistant and later Counsel to the Assistant Attorney General in charge of the Criminal Division, where he handled counterterrorism, corporate fraud, and appellate matters.
In addition to his service with the Department of Justice, Mr. Hur was a litigation partner with a major law firm in Washington, D.C., where he represented companies and individuals facing criminal and regulatory enforcement actions before the Department of Justice, the Securities and Exchange Commission, and other federal agencies, as well as related civil litigation.
Mr. Hur began his legal career as a law clerk for the late William H. Rehnquist, Chief Justice of the United States, and Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit.
Mr. Hur received his A.B. degree, magna cum laude with highest honors, from Harvard College. He received his J.D. from Stanford Law School, where he served as Executive Editor of the Stanford Law Review.
John Henry Wigmore Professor of Law, Northwestern University School of Law
Professor Allen is the John Henry Wigmore Professor of Law at Northwestern University, in Chicago, IL. He did his undergraduate work in mathematics at Marshall University and studied law at the University of Michigan. He is an internationally recognized expert in the fields of evidence, procedure, and constitutional law. He has published five books and approximately eighty articles in major law reviews. The New York Times referred to him as one of nation's leading experts on evidence and procedure. He has been quoted in national news outlets hundreds of times, and appears regularly on national broadcast media on matters ranging from complex litigation to constitutional law to criminal justice.
Professor Allen began his career at the State University of New York, and has held professorships at the University of Iowa and Duke University prior to coming to Northwestern. He has lectured on his research at distinguished universities across the world, among them Columbia University, Cornell University, University of Chicago, University of Virginia, University of Pennsylvania, University of Michigan, Duke University, Oxford University, University of London, Leiden University, the Royal Netherlands Academy of Arts and Sciences, University of Edinburgh, University of British Columbia, the University of Paris (Sorbonne), Parma University, Turin University, Pavia University, University of Adelaide, Australia, and Victoria University of Wellington, New Zealand, and UNAM, Mexico City. In 1991, he was the University Distinguished Visiting Scholar, at the University of Adelaide, South Australia. One of his books has been translated into Chinese by the Ministry of Education of the People's Republic of China, and he has been invited to China for a series of lectures in the summer of 2004 and the spring of 2005. He has also been invited to lecture by the governments of Mexico and Trinidad/Tobago. For the last ten years, his research has focused on the nature of juridical proof. He has been involved as a consultant on numerous cases involving complex litigation in the United States and abroad.
He is a member of the American Law Institute, has chaired the Evidence Section of the Association of American Law Schools, and was Vice-chair of the Rules of Procedure and Evidence Committee of the American Bar Association's Criminal Justice Section. He has served as a Commissioner of the Illinois Supreme Court, assigned to the Attorney Registration and Disciplinary Commission. He is presently on the Boards of the Constitutional Rights Foundation-Chicago, and the Yeager Society of Scholars of Marshall University. He is, or has served, on various boards and committees of civic and cultural institutions in Chicago.
Judge, United States Court of Appeals, Fifth Circuit
Judge Edith Clement sits on the United States Court of Appeals for the Fifth Circuit. Judge Clement worked in a private practice as a maritime attorney in New Orleans, Louisiana, before being appointed in 1991 to the United States District Court for the Eastern District of Louisiana by President George H. W. Bush. In 2001, she was appointed by President George W. Bush to the United States Court of Appeals for the Fifth Circuit. Judge Clement is a member of the Maritime Law Association of the United States, the Federal Bar Association, the American Law Institute, the Federalist Society, the Tulane Law Schools Inn of Court, and the Committee on the Administrative Office of the Judicial Conference of the United States. She is a graduate of the University of Alabama and received her JD from Tulane Law School.

Associate Dean for Academic Affairs and Professor of Law Craig S. Lerner served as an associate independent counsel in the Office of Independent Counsel (Whitewater Investigation). Henry J. Friendly Professor of Law, Harvard Law School
Carol Steiker is the Henry J. Friendly Professor of Law and Faculty Co-Director of the Criminal Justice Policy Program at Harvard Law School. She specializes in the broad field of criminal justice, where her work ranges from substantive criminal law to criminal procedure to institutional design, with a special focus on issues related to capital punishment. Recent publications address topics such as the relationship of criminal justice scholarship to law reform, the role of mercy in the institutions of criminal justice, and the likelihood of nationwide abolition of capital punishment. Her most recent book, Courting Death: The Supreme Court and Capital Punishment, co-authored with her brother Jordan Steiker of the University of Texas School of Law, was published by Harvard University Press in November, 2016.
Professor Steiker is a graduate of Harvard Law School, where she served as president of the Harvard Law Review, the second woman to hold that position in its then 99-year history. After clerking for Judge J. Skelly Wright of the D.C. Circuit Court of Appeals and Justice Thurgood Marshall of the U.S. Supreme Court, she worked as a staff attorney for the Public Defender Service for the District of Columbia, where she represented indigent defendants at all stages of the criminal process. In addition to her scholarly work, Professor Steiker has worked on pro bono litigation projects on behalf of indigent criminal defendants, including death penalty cases in the U.S. Supreme Court. She also has served as a consultant and expert witness on issues of criminal justice for non-profit organizations and has testified before Congress and state legislatures.
Former Secretary; U.S. Department of Labor
Rene Alexander Acosta is an American attorney and politician, who served as the 27th United States Secretary of Labor from 2017 to 2019.
Secretary Acosta is the son of Cuban refugees, a native of Miami, and first-generation college graduate. He earned his undergraduate and law degrees from Harvard University.
Following law school, he worked as a law clerk for Justice Samuel A. Alito, Jr., at the U.S. Court of Appeals for the Third Circuit. He then worked at the law firm of Kirkland & Ellis and went on to teach at George Mason University’s Antonin Scalia School of Law.
Secretary Acosta has served in three presidentially appointed, Senate-confirmed positions. In 2002, he was appointed to serve as a member of the National Labor Relations Board, where he participated in or authored more than 125 opinions. In 2003, he was appointed Assistant Attorney General for the Civil Rights Division of the U.S. Department of Justice, and from 2005 to 2009 he served as the U.S. Attorney for the Southern District of Florida.
Prior to his tenure at the Department of Labor, Secretary Acosta served as the dean of the FIU College of Law.
Secretary Acosta has twice been named one of the nation’s 50 most influential Hispanics by Hispanic Business magazine. He was also named to the list of 100 most influential individuals in business ethics in 2008. In 2013, the South Florida Hispanic Chamber of Commerce presented him with the Chairman’s Higher Education Award in recognition of his “outstanding achievements, leadership and determination throughout a lifetime of caring and giving back to the community.”

Roger P. Alford joined the Notre Dame Law faculty in January 2012. Alford teaches and writes in a wide range of subject-matter areas, including international trade, international arbitration, international antitrust, and comparative law.
Alford earned his B.A. with Honors from Baylor in 1985, his J.D. with Honors from New York University, and his LL.M. from Edinburgh University. Before entering the legal academy, he served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Circuit, and Judge Richard Allison of the Iran-United States Claims Tribunal in The Hague, Netherlands. He practiced law with Hogan & Hartson (now Hogan Lovells) in Washington, D.C., and was also a senior legal advisor to the Claims Resolution Tribunal for Dormant Activities in Zurich, Switzerland.

He is Concurrent Professor at the Keough School of Global Affairs, a Faculty Fellow at the Kellogg Institute for International Studies, and a Faculty Fellow at the Nanovic Institute for European Studies. He was the Academic Director of the London Global Gateway from 2016-2017 and Associate Dean for Graduate and International Programs from 2013-2017.

Samuel A. Alito, Jr., Associate Justice, was born in Trenton, New Jersey, April 1, 1950. He married Martha-Ann Bomgardner in 1985, and has two children - Philip and Laura. He served as a law clerk for Leonard I. Garth of the United States Court of Appeals for the Third Circuit from 1976–1977. He was Assistant U.S. Attorney, District of New Jersey, 1977–1981, Assistant to the Solicitor General, U.S. Department of Justice, 1981–1985, Deputy Assistant Attorney General, U.S. Department of Justice, 1985–1987, and U.S. Attorney, District of New Jersey, 1987–1990. He was appointed to the United States Court of Appeals for the Third Circuit in 1990. President George W. Bush nominated him as an Associate Justice of the Supreme Court, and he took his seat January 31, 2006.

Former U.S. Attorney General, Governor and U.S. Senator John Ashcroft serves as the firm’s founder and chairman. Mr. Ashcroft boldly led the Department of Justice through the transformational period after the September 11, 2001, terrorist attacks. He subsequently reorganized the Department to focus on its number one priority: preventing terrorism. The tough antiterrorism campaign he directed helped keep America safe throughout his tenure and resulted in the dismantling of terrorist cells across America and the disruption of over 150 terrorist plots worldwide.
Within two months of the attacks, and with financial markets still reeling, the unprecedented corporate scandals at ENRON, WorldCom and dozens more unfolded, further destabilizing the weakened economy. John Ashcroft was called upon to restore America’s faith in the integrity of our marketplace. He marshaled the resources of the federal government to bring to justice those guilty of massive corporate fraud. At all times, he demanded that cases be brought swiftly, with appropriate serious penalties—always taking into account the best interests of the employees and shareholders whose lives were most directly affected.
From 1985 to 1993, as Governor of Missouri, Ashcroft balanced eight consecutive budgets, built a $120 million budget surplus and established a $190 million operating reserve. His management and fiscal integrity helped generate 338,000 new jobs state-wide, a triple-A bond rating from the three major Wall Street rating agencies, a per capita state and local tax burden ranked 49th in the United States and a 12 percent increase in personal income. His new education performance standards led Fortune magazine to name him as one of the nation’s top ten Education Governors. In 1991, the non-partisan National Governors Association voted him Chairman.
Elected to the U.S. Senate in 1994, he brought his management skills to Washington where he authored budget rules protecting Social Security and Medicare and helped balance the federal budget for the first time in decades. As a member of the Senate Judiciary, Foreign Relations and Commerce Committees, he worked to reform laws regulating the banking, telecommunications, aviation, transportation and information technology industries.
In 1973, Mr. Ashcroft served as Missouri Auditor, followed by two terms as Missouri Attorney General. He was raised in Springfield, Missouri, received his undergraduate degree from Yale University and his Juris Doctor from the University of Chicago.

Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the
following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. Dr. Baker received his J.D., with honors, from the University of Michigan Law School and his B.A., magna cum laude, from the University of Dallas. He also earned a Ph.D. in Political Thought from the University of London. Baker has taught over a dozen different subjects, mostly courses in public law. His main areas of interest are Constitutional Law (particularly federalism and separation of powers), Criminal Law, Anti-Terrorism Law, International Law, Health Care Law, Mediation, and Comparative Law.
In addition to law review articles and book chapters, Dr. Baker’s academic publications include Hall's Criminal Law: Cases and Materials (with Benson, Force and George; 5th ed. Michie, 1993); An Introduction to the Law of the United States (ed. with Levasseur; University Press of America, 1992). He has also published on Forbes.com, FoxNews.com, in The Washington Times, and a number of times in The Wall Street Journal. He argues in federal court, including two oral arguments in the U.S. Supreme Court. For many years, he co-taught courses for the Federalist Society on separation of powers with the late Supreme Court Justice Antonin Scalia. In September 2016, he co-taught a Supreme Court seminar in China with Justice Samuel Alito. Following law school, he served as a law clerk in federal district court and as an assistant district attorney in New Orleans before joining LSU in 1975. While a professor, he has been as a consultant to USAID, USIA (since rolled into the State Department), the Justice Department, the U.S. Senate Judiciary Subcommittee on Separation of Powers, and the Office of Planning in the White House. He served on an ABA Task Force which issued the report, The Federalization of Crime (1998) and later as a consultant to the “Bi-Partisan Task Force on the Over- federalization of Crime” (2012-2014) created by the U.S. House Judiciary Subcommittee on Crime. Dr. Baker was a co-founder of the first iteration (1995) of Stratfor Inc., a global intelligence agency. He co-authored its first book: The Intelligence Edge (with Friedman, Friedman and Chapman; Crown Books/Random House 1997). In 2022, he began a short, weekly video podcast available on YouTube and Rumble, The Baker Brief.
Patrick Hotung Professor of Constitutional Law, Georgetown University Law Center
Randy Barnett is the Patrick Hotung Professor of Constitutional Law at Georgetown University Law Center. He has argued before the United States Supreme Court, tried murder cases to juries as a prosecutor in Chicago, and appeared as a prosecutor in the feature film Inalienable. He is the author of numerous books, including Restoring the Lost Constitution, The Structure of Liberty, Our Republican Constitution, and The Original Meaning of the Fourteenth Amendment. He has published two memoirs, A Life for Liberty: The Making of an American Originalist, and Felony Review: Tales of True Crime and Corruption in Chicago. He is currently working on a new book, Freedom and Flourishing: Libertarianism for the Real World.

Thomas Barnett is a partner in the Washington, DC office and co-chair of the firm's Antitrust & Consumer Law Practice Group. He specializes in global antitrust and competition law practice and works closely with the firm’s white collar practice on criminal antitrust enforcement and investigative matters.
Mr. Barnett recently served as Assistant Attorney General in charge of the Justice Department’s Antitrust Division. He headed the Antitrust Division from 2005 to 2008, having previously served in the Division as Deputy Assistant Attorney General for Civil Enforcement from 2004 to 2005. During his tenure, Mr. Barnett was involved in some of the largest and most complicated criminal matters in the Division’s history, including investigations and prosecutions that involved coordination with multiple competition authorities in other jurisdictions. In the merger area, Mr. Barnett oversaw the review of all mergers investigated by the Division and supervised more than 30 cases filed in federal district court. He also oversaw an active competition advocacy program that included numerousamicusbriefs filed with the U.S. Supreme Court on antitrust issues and comments to a wide range of federal and state agencies. He argued before the U.S. Supreme Court asamicuson behalf of the United States inBell Atlantic Corp. v. Twomblyand testified several times before Congressional committees.
While at the Antitrust Division, Mr. Barnett worked with international antitrust authorities throughout the world and served in leadership positions in key international competition organizations, such as chairing the Working Party on International Cooperation and Enforcement of the OECD Competition Committee and serving on the Steering Committee of the International Competition Network.
Mr. Barnett received the Edmund Randolph Award, the U.S. Department of Justice’s highest honor, for his service in the Division.
Prior to 2004, Mr. Barnett was a leader in the firm’s Antitrust & Consumer Law Practice Group. He counseled Fortune 500 companies on all aspects of antitrust law and was involved in mergers and acquisitions, government antitrust investigations, and antitrust litigation involving a wide range of industries. He served as an adjunct professor at Georgetown University Law Center, teaching a course on antitrust and intellectual property issues in sports in 2001 and 2003, and as a co-teacher of an advanced antitrust seminar at the University of Virginia Law School multiple times between 1991 and 2004.
Former United States Attorney General
William P. Barr was born on May 23, 1950 in New York City. Mr. Barr received his A.B. in government from Columbia University in 1971 and his M.A. in government and Chinese studies in 1973. From 1973 to 1977, he served in the Central Intelligence Agency before receiving his J.D. with highest honors from George Washington University Law School in 1977.
In 1978, Mr. Barr served as a law clerk under Judge Malcolm Wilkey of the U.S. Court of Appeals for the District of Columbia Circuit. Following his clerkship, Mr. Barr joined the Washington, D.C. office of the law firm of Shaw, Pittman, Potts & Trowbridge as an associate. He left the firm to work in the White House under President Ronald Reagan from 1982 to 1983 on the domestic policy staff, then returned to the law firm and became a partner in 1985.
Under President George H.W. Bush, Mr. Barr served as the Deputy Attorney General from 1990 to 1991; the Assistant Attorney General of the Office of Legal Counsel from 1989 to 1990; and the 77th Attorney General of the United States from 1991 to 1993. While serving at the Department, Mr. Barr helped create programs and strategies to reduce violent crime and was responsible for establishing new enforcement policies in a number of areas including financial institutions, civil rights, and antitrust merger guidelines. Mr. Barr also led the Department’s response to the Savings & Loan crisis; oversaw the investigation of the Pan Am 103 bombing; directed the successful response to the Talladega prison uprising and hostage taking; and coordinated counter-terrorism activities during the First Gulf War.
From 1994 to 2000, Mr. Barr served as Executive Vice President and General Counsel for GTE Corporation. Mr. Barr then served as Executive Vice President and General Counsel of Verizon from 2000 to 2008. At both GTE and Verizon, Mr. Barr led the legal, regulatory, and government affairs activities of the companies.
After retiring from Verizon in 2008, Mr. Barr advised major corporations on government enforcement matters, as well as regulatory litigation. Mr. Barr served as Of Counsel at Kirkland & Ellis LLP in 2009 and rejoined the firm in 2017.
President Donald Trump announced his intention to nominate Mr. Barr on December 7, 2018, and he was confirmed as the 85th Attorney General of the United States by the U.S. Senate on February 14, 2019. U.S. Supreme Court Chief Justice John Roberts administered the oath of office. Mr. Barr joins John Crittenden (1841 and 1850-1853) as one of only two people in U.S. history to serve twice as Attorney General.
Judge, United States Court of Appeals, Ninth Circuit
Judge Carlos Bea serves as a judge on the United States Court of Appeals for the Ninth Circuit. He received his Bachelor's Degree from Stanford University in 1956 and his J.D. from Stanford Law School in 1958. Judge Bea was born in San Sebastian, Spain, and immigrated with his family to Cuba in 1939. In 1952, he represented Cuba on the Cuban National basketball team in the Helsinki Olympics. Judge Bea became a naturalized citizen of the United States in 1958. He engaged in private practice in San Francisco, principally in the area of civil trials (jury and non-jury), from 1959-75 at Dunne, Phelps & Mills and from 1975-90 at Carlos Bea, A Law Corporation. He taught courses in civil litigation advocacy at Hastings College of Law and Stanford Law School. From 1990 to 2003, Judge Bea served as a judge of the San Francisco Superior Court. He was nominated by President George W. Bush to the United States Court of Appeals for the Ninth Circuit and was confirmed in 2003.
Judge Bea and his wife Louise reside in San Francisco, where they raised their four sons, Sebastian, Alexander, Nicholas, and Dominic.
David and Mary Harrison Distinguished Professor of Law Emeritus, University of Virginia School of Law
Lillian BeVier taught constitutional law (with special emphasis on First Amendment issues), intellectual property (trademark, copyright), real property and torts from 1973-2010 at the Law School, and now teaches a January Term course on judicial philosophy.
At Stanford Law School, BeVier was revising editor for the Stanford Law Review and a member of the Order of the Coif. Before coming to Virginia, she was associate professor of law at the University of Santa Clara Law School; practiced law with Spaeth Blase Valentine & Klein in Palo Alto, Calif.; served as research associate to Professor William F. Baxter at Stanford University Law School, working on the FAA-ABA study of the legal aspects of airport noise and the sonic boom; and was assistant to the general secretary and assistant staff legal counsel for Stanford University.
BeVier received the University of Virginia Alumni Association Distinguished Professor Award in 2006. The Raven Society elected her to membership in 1993 and honored her with the faculty award in 2010. She delivered the Henry Miller Memorial Lecture at Georgia State Law School in 2005, the Coen Memorial Lecture at the University of Colorado Law School in 2000, and the David C. Baum Lecture on Civil Rights and Civil Liberties at the University of Illinois Law School in 1996. In 1999, at the invitation of the Supreme Court Historical Society, she spoke to the Society on Free Expression in the Warren and Burger Courts. Suffolk University awarded her an honorary S.J.D. degree in 1998. In the fall of 2003, she was a visiting scholar at the National Constitution Center in Philadelphia.
Having been nominated by President Bush and confirmed by the Senate in 2003, she served as vice-chair of the Board of Directors of the Legal Services Corporation until 2009. She serves on the national Board of Visitors of the Federalist Society. Within the Charlottesville community, BeVier has served as chair of the Board of Trustees of St. Anne’s-Belfield School and of the Martha Jefferson Hospital. She is currently chair of the board of the Martha Jefferson Health Services Corporation and of Piedmont CASA (Court-Appointed Special Advocates).
Justice, Supreme Court of Arizona
Clint Bolick was appointed by Governor Doug Ducey in January 2016 to serve on the Arizona Supreme Court and was retained by the voters in 2018 and 2024.
Prior to joining the Court, Justice Bolick litigated constitutional cases in state and federal courts from coast to coast, including the U.S. Supreme Court. Among other positions, he served as Vice President for Litigation at the Goldwater Institute and as Co-founder and Vice President for Litigation at the Institute for Justice. He has litigated in support of school choice, freedom of enterprise, private property rights, freedom of speech, and federalism, and against racial classifications and government subsidies.

Judge Calabresi was appointed United States Circuit Judge in July, 1994, and entered into duty on September 16, 1994. Prior to his appointment, he was Dean and Sterling Professor at the Yale Law School where he began teaching in 1959. Jesse Choper served as law clerk to Chief Justice Earl Warren of the U.S. Supreme Court following graduation from law school. He taught at the Wharton School of the University of Pennsylvania from 1957 to 1960, and at the University of Minnesota Law School from 1961 to 1965. He joined the Berkeley Law faculty in 1965. Choper has been a visiting professor at Harvard Law School, Fordham Law School, University of Milan, Free University in Amsterdam, Autonoma University in Barcelona, University of New South Wales in Sydney, University of Lucerne in Switzerland, and Catholic University of Portugal in Lisbon and Porto. He served as Berkeley Law’s dean from 1982 to 1992.
From 1979 to 1998, Choper was one of the three major lecturers at U.S. Law Week’s Annual Constitutional Law Conference in Washington, D.C. He has delivered 20 titled lectures at major universities throughout the country, including the Cooley Lectures at Michigan, the Stevens Lecture at Cornell, the Baum Lecture at Illinois, and the Lockhart Lecture at Minnesota. He has served on the executive committee of the Association of American Law Schools, and on the executive council of the American Academy of Arts and Sciences (of which he was vice president for more than ten years). He was national president of the Order of the Coif and is a member of the American Law Institute. In 1998 he received the UC Berkeley Distinguished Teaching Award and the Rutter Award for Teaching Distinction at Berkeley Law in 2006. In 2005 the Berkeley Law Alumni Association presented Choper with the Faculty Lifetime Achievement Award and the University of Pennsylvania Law School gave him the James Wilson Award, its highest award for alumni.

Jeffrey Bossert Clark was born in Philadelphia, Pennsylvania on April 17, 1967. He is a graduate of Harvard University (A.B. in economics and history, 1989), the University of Delaware (M.A. in urban affairs and public policy, 1993), and the Georgetown University Law Center (J.D., 1995).
Mr. Clark began his career working for the State of Delaware’s Department of Finance, Division of Revenue as an economics analyst in the field of tax policy. During his tenure from 1989 to 1992, he authored several white papers analyzing Delaware revenue sources. Delaware also selected Mr. Clark to submit an economic report and affidavit to the United States Supreme Court in the original jurisdiction case of Delaware v. New York, 507 U.S. 490 (1993).
He entered Georgetown’s law school in 1992 where he earned honors as an articles editor of the Georgetown Law Journal, an Olin Law & Economics Fellow, and a member of the Order of the Coif. From 1995 to 1996, Mr. Clark clerked for Judge Boggs of the U.S. Court of Appeals of the Sixth Circuit. Mr. Clark then joined the law firm of Kirkland & Ellis as an associate from 1996-2001. He worked as an appellate litigator on numerous Supreme Court and other appellate cases and developed expertise in administrative law, statutory interpretation, as well as antitrust, labor, environmental, and telecommunications law.
Mr. Clark went on to serve in ENRD from 2001-2005 as a Deputy Assistant Attorney General selected by Attorney General Ashcroft and Assistant Attorney General Tom Sansonetti. In that capacity, he supervised ENRD’s Appellate and Indian Resources Sections. He reviewed, edited, and contributed to virtually every brief that ENRD filed in the Courts of Appeals, including several cases of exceptional significance that he personally briefed and argued. During his service in the early 2000s, Mr. Clark argued and won numerous cases in multiple U.S. Courts of Appeals and worked on all Supreme Court cases arising out of ENRD’s work.

Walter served as Assistant Attorney General and head of the Office of Legal Counsel (OLC) from 1993 to 1996. He was acting Solicitor General for the 1996-97 Term of the US Supreme Court. Frank H. Easterbrook is a judge of the United States Court of Appeals for the Seventh Circuit and a Senior Lecturer at the Law School of the University of Chicago. He was Chief Judge from 2006–2013. Before joining the court in 1985, he was the Lee andBrena Freeman Professor of Law at the University of Chicago, where he taught and wrote in antitrust, securities, corporate law, jurisprudence, and criminal procedure. Dr. John Eastman is the former Henry Salvatori Professor of Law & Community Service and former Dean at Chapman University's Dale E. Bert Ely has specialized in deposit insurance and banking structure issues since 1981. In 1986, he became an early predictor of the S&L crisis and a taxpayer bailout of the FSLIC. In 1991, he was the first person to correctly predict the non-crisis in commercial banking; in 1992, he predicted an eventual taxpayer bailout of the Japanese banking system.
Bert continuously monitors conditions in the banking and S&L industries, monetary policy, and the growing federalization of credit risk. He has completed a new book manuscript, Presidential Elections and Majority Rule (to be published by Oxford University Press), which employs historical analysis to offer a feasible reform of state laws that would enable the Electoral College to operate as intended and thereby avoid the election of presidents who lack majority support among the voters in the states responsible for their Electoral College victories.
As Reporter for the American Law Institute’s Project on Election Administration (with his Mortiz colleague Steven Huefner, who served as Associate Reporter), Professor Foley drafted Principles of Law: Non-Precinct Voting and Resolution of Ballot-Counting Disputes, which provides nonpartisan guidance for the resolution of election disputes.
During his fellowship at Stanford University’s Center on Democracy, Development, and the Rule of Law, Foley wrote Due Process, Fair Play and Excessive Partisanship: A New Principle of Judicial Review of Election Law, 84 U. Chicago Law Review 655-758 (2017), which was cited in briefs in Gill v. Whitford and Benisek v. Lamone (the Supreme Court gerrymandering cases). Professor Foley has taught at Ohio State since 1991. Previously, he clerked for Chief Judge Patricia M. Circuit Judge Douglas H. Ginsburg was appointed to the United States Court of Appeals for the District of Columbia in 1986. One of America's best known scholars and popular commentators on the law, Professor Douglas W. Kmiec holds the endowed chair in constitutional law at Pepperdine Law School. A struggling Spanish guitar and didgeridoo playing former naval officer, Tim Lynch joined the faculty as an associate professor in summer 2011.
Prior to joining the faculty, Professor Lynch taught as a visiting assistant professor at the Indiana University Maurer School of Law. His scholarship is principally in the areas of international capital markets and international trade. He teaches the courses International Trade Law and Finance, International Business Transactions, Conflicts of Law, and International Environmental Law.
Tim received his JD from Harvard Law School, his MBA from Indiana University’s Kelley School of Business and his BA from the University of Chicago, where he majored in Arabic and Islamic studies and spent much of his time training and captaining the university’s rowing team.
Prior to entering academia, Professor Lynch was an associate attorney at Coudert Brothers in New York largely representing institutions in international investment transactions and development projects. After living in Japan for several years, and then living out of a pickup truck while traveling around North America for a year, he became the executive manager for the Public Works Department of the Emirate of Abu Dhabi, where he managed the construction of several grand-scale public works projects.

William Rand Kenan, Jr. Distinguished Professor of Law, University of North Carolina School of Law
William (Bill) Marshall joined the Carolina Law faculty in 2001 and serves as the William R. Kenan Jr. Distinguished Professor of Law. His teaching and research interests include the first amendment, presidential power, election law, federal jurisdiction, federal judicial selection, civil procedure, and media law. Marshall is the author of numerous book chapters, articles, and essays on free speech, separation of powers, the Establishment Clause, and the Free Exercise Clause. Marshall received his law degree from the University of Chicago and his undergraduate degree from the University of Pennsylvania. Kevin J. Martin was nominated to be a member of the Federal Communications Commission by President George W. Bush on April 30, 2001, and was sworn in on July 3, 2001. He was designated chairman by President George W. Bush on March 18, 2005. Chairman Martin was re-nominated for a second term as commissioner and chairman by President George W. Bush on April 25, 2006.
Chairman Martin joined the Commission from the White House, where he served as a Special Assistant to the President for Economic Policy and was on the staff of the National Economic Council. In that capacity, he focused primarily on commerce and technology policy issues. Judge O’Scannlain was appointed United States Circuit Judge for the Ninth Circuit by President Reagan on September 26, 1986. Judge Randolph was confirmed by the Senate and appointed to the United States Court of Appeals for the District of Columbia Circuit by President George H. W. Bush in July 1990.
Judge Randolph received his B.S. degree in 1966 from Drexel University, majoring in economics and basic engineering. At Drexel, he was president of the debate society, vice president of the Student Senate, and a member of the varsity wrestling squad. In 1969, he received his J.D. from the University of Pennsylvania, summa cum laude. Judge Randolph ranked first in his law school class all three years and was managing editor of the Law Review.

Anthony D. Romero is the Executive Director of the American Civil Liberties Union. He took the helm just four days before the September 11, 2001 attacks. Judge, U.S. Court of Appeals, District of Columbia Circuit
Judge Sentelle was appointed United States Circuit Judge in October 1987, served as Chief Judge from February 11, 2008 until February 11, 2013, and took senior status on February 12, 2013. He is a 1968 graduate of the University of North Carolina Law School. Following law school, he practiced with the firm of Uzzell & DuMont until he became an Assistant U.S. Attorney in Charlotte, N.C. in 1970. From 1974 to 1977, he served as a North Carolina State District Judge but left the bench in 1977 to become a partner with the firm of Tucker, Hicks, Sentelle, Moon & Hodge. In 1985, Judge Sentelle joined the U.S. District Court, Western District of North Carolina, in Asheville, where he served until his appointment to the D.C. Circuit. Judge Sentelle was the Presiding Judge of the Special Division for the Purpose of Appointing Independent Counsels (1992-2006). He also served as the Chair of the U.S. Judicial Conference's Executive Committee (2010-2013). Judge Sentelle served for over 20 years as President of the Edward Bennett Williams Inn of the American Inns of Court.

Abigail Thernstrom is the vice-chair of the U.S. Commission on Civil Rights, and an adjunct scholar at the American Enterprise Institute. She was a senior fellow at the Manhattan Institute in New York from 1993 to 2009, and a member of the Massachusetts State Board of Education for more than a decade until her third term ended in November 2006.
