Oliver Dunford joined the Pacific Legal Foundation in March 2017. He litigates across the country to defend and advance individual liberty and the rule of law. Oliver’s cases involve the separation of powers, economic liberty, property rights, and the First Amendment.
Oliver remains inspired by the Classical Liberal ideals upon which our Founders declared independence and secured the blessings of liberty. The Constitution’s promises, however, are not self-executing. As James Madison explained, “In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.” Oliver feels lucky that his work helps oblige the government to control itself—to the end that all individuals may pursue their rights of life, liberty, and the pursuit of happiness.
Before joining PLF, Oliver clerked at the Ohio Supreme Court and the Ohio Court of Appeals, and spent more than a decade in private practice working on complex commercial litigation. Originally from Cleveland, Oliver is a graduate of the University of Dayton and Cleveland-Marshall College of Law, where he was a managing editor for the Cleveland State Law Review. Oliver is admitted to the state bars of Florida, California, and Ohio, as well as several federal courts including the United States Supreme Court.

Assistant Attorney General, Office of the District of Columbia Solicitor General
Jeremy Girton is an Assistant Attorney General in the office of the District of Columbia Solicitor General. In that role, he has handled dozens of appeals on behalf of the District and various administrative agencies. Prior to joining the District government, Jeremy worked in private practice at O’Melveny & Myers, where he focused on appellate litigation and criminal defense matters and maintained an active pro bono practice. He graduated from Columbia Law School and previously clerked for Judges Colleen McMahon on the Southern District of New York and Jane Kelly on the Eighth Circuit.
Judge, Arizona Court of Appeals, Division One
The Honorable Jennifer M. Perkins began service on the Arizona Court of Appeals, Division One, on October 30, 2017. At the time of her appointment by Governor Douglas Ducey, Judge Perkins was Assistant Solicitor General for the State of Arizona.
Judge Perkins was born in Portales, New Mexico, and primarily raised in Albuquerque. She attended the prestigious Albuquerque Academy from 1988-1995, before moving to Washington D.C. to attend the Elliott School of International Affairs at the George Washington University as a National Merit Scholar. Therafter, she relocated again to Dallas, Texas, and earned her juris doctor from the SMU Dedman School of Law, graduating cum laude in 2002.
Judge Perkins started her career at the law firm of Browning & Peifer (now Peifer, Hanson, Mullins, and Baker) in Albuquerque, New Mexico. While there, she litigated complex commercial matters including class action plaintiff and defense work, and assisted with employment and contract litigation. In 2003, the judge accompanied the Honorable James O. Browning in transitioning to the federal district court bench, serving as his first law clerk.
After her clerkship, Judge Perkins moved to Arizona to work for the Institute for Justice, Arizona Chapter, a public interest law firm. She spent five years with IJ-AZ litigating civil rights cases in Arizona and across the country. In 2009, the judge became Disciplinary Counsel for the Arizona Commission on Judicial Conduct, where she reviewed and prosecuted ethics complaints against state court judges throughout Arizona. After five years serving the state in this capacity, Judge Perkins entered private practice by joining an appellate law firm in Phoenix. While there, she worked on state and federal appeals involving a wide range of legal subjects, including complex business disputes, property rights, judicial ethics, and personal injury matters.
In January 2015, Judge Perkins joined the Office of the Arizona Attorney General to serve as the first Assistant Solicitor General; in that capacity, she was responsible for oversight of Attorney General Opinions and served as ethics counsel to the entire office. In addition to these two primary roles, the judge assisted on a variety of matters including trial and appellate litigation of election-related matters; federal appellate litigation with the Federalism Unit; state criminal appeals; and drafting amicus briefs on behalf of Arizona in state and federal courts.
Vice President for Litigation & General Counsel, Goldwater Institute
Jon Riches is the Vice President for Litigation for the Goldwater Institute’s Scharf-Norton Center for Constitutional Litigation and General Counsel for the Institute. He litigates in federal and state trial and appellate courts in the areas of economic liberty, regulatory reform, free speech, taxpayer protections, public labor issues, government transparency, and school choice, among others.
Jon has developed and authored several pieces of legislation, including the landmark Right to Earn a Living Act, which provides some of the greatest protections in the country to job-seekers and entrepreneurs facing arbitrary licensing regulations. He also developed legislation eliminating deference to administrative agencies in Arizona—a first-of-its-kind regulatory reform that can serve as a model for the rest of the country.
His work at the Institute has been covered by national media, including the Wall Street Journal, New York Times, CBS This Morning, Bloomberg News, and Politico. Jon is also a member of the Federalist Society’s Regulatory Transparency Project: State and Local Working Group.
Prior to joining the Goldwater Institute, Jon served on active duty in the U.S. Navy Judge Advocate General’s (JAG) Corps. While on active duty, Jon represented hundreds of clients, litigated dozens of court-martial cases, and advised commanders on a vast array of legal issues.
He previously clerked for Sen. Jon Kyl on the U.S. Senate Judiciary Committee, worked for the Rules Committee in the Arizona State Senate, and clerked in the Office of Counsel to the President at the White House. Jon received his B.A. from Boston College, where he graduated magna cum laude and Phi Beta Kappa. He earned his J.D. from the University of Arizona, James E. Rogers College of Law.
Jon served as a presidentially appointed Panel Member on the Federal Service Impasses Panel. He is an officer in the U.S. Navy Reserve and an Adjunct Professor at Arizona State University School of Law. Jon is a native of Phoenix.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. He previously clerked for Justice Anthony Kennedy of the U.S. Supreme Court, worked on the Civil Appellate Staff at the U.S. Department of Justice, and served on the Senate Judiciary Committee staff for the Gorsuch Supreme Court confirmation. Professor Walker’s research focuses on administrative law, regulation, and law and policy at the agency level. Outside the law school, he chaired the American Bar Association’s Section of Administrative Law and Regulatory Practice in 2020-21 and served as one of forty Public Members of the Administrative Conference of the United States from 2016-2022, and he continues to serve in both organizations in various capacities. He also works of counsel at the U.S. Chamber Litigation Center. In 2022, he received the Federalist Society’s Joseph Story Award.

Professor Börk graduated with Distinction and Pro Bono Distinction from Stanford Law School in 2009, and completed his PhD dissertation in Ecology at UC Davis in September 2011. He received the Shapiro Family Award in 2011 as the Outstanding PhD Graduate in Ecology at UC Davis. He clerked for Tenth Circuit Chief Judge Mary Beck Briscoe, U.S. District Court Judge Julie Robinson, and Judge Janice Karlin on the U.S. Bankruptcy Court for the District of Kansas.
Professor Börk graduated Phi Beta Kappa from the University of Kansas in 2002, and was named a Truman Scholar in 2001 and a Switzer Fellow in 2010. Professor Börk's publications run the gamut from the definitive text on the history and application of California Fish and Game Code Section 5937 to a hatchery and genetic management plan for spring-run Chinook salmon. Professor Börk is currently examining legal and ethical issues in ecological restoration. His past work has focused on the management of guest species, those invasive species that managers invite in and make comfortable, and on the evolution of law via administrative actions. He is currently working on local governance issues in ecosystem management.

Jonathan Wood is vice president of law and policy at the Property and Environment Research Center (PERC). An attorney, Jonathan has litigated environmental and property-rights cases in the Supreme Court of the United States, federal and state appellate courts, and trial courts across the country. His writing has appeared in the Wall Street Journal, Washington Post, National Review, Reason, and other outlets. And his research has been published in journals such as Environmental Law Reporter, Yale Journal on Regulation Notice & Comment, Pace Environmental Law Review, and California Western Law Review.
Prior to coming to PERC, Jonathan was a senior attorney at Pacific Legal Foundation, where he litigated cases concerning the Endangered Species Act, Clean Water Act, and other federal environmental laws. He was co-counsel for forest landowners in Weyerhaeuser Co. v. U.S. Fish and Wildlife Service, in which the Supreme Court ruled unanimously that private land could not be arbitrarily regulated as critical habitat under the ESA. He also led a successful effort to reform regulation of threatened species to better align the incentives of private landowners with the interests of rare species.
Jonathan has testified before several congressional committees on wildlife conservation and endangered species topics. He has also appeared on national television and radio, including NPR’s All Things Considered, C-Span’s Washington Journal, Stossel, Fox News, and Hill.TV.

Will Yeatman is deputy director of the GW Regulatory Studies Center. A lawyer, he has spent almost two decades working on federal regulatory policy, with an emphasis on administrative law.
Yeatman has testified many times before Congress and state legislatures, and his scholarly work has appeared in such academic journals as Georgetown Law Journal, Administrative Law Review, and the (forthcoming) Catholic University Law Review. His popular writing has appeared in The Wall Street Journal, Foreign Policy, and Bloomberg.
Yeatman came to the RSC from the Pacific Legal Foundation. Previously, he had been at the Cato Institute’s Center for Constitutional Studies and the Competitive Enterprise Institute. From 2004 to 2006, he served as a Peace Corps volunteer in the Kyrgyz Republic.
Yeatman holds a BA in environmental sciences from the University of Virginia, an MA in international studies from the Denver University Graduate School of International Studies, and a JD from the Georgetown University Law Center. He is a member of the Washington, DC Bar.
Deputy Associate Attorney General, U.S. Department of Justice
Abhishek Kambli currently serves as Deputy Associate Attorney General at the U.S. Deprtment of Justice. Prior to this, he was the Deputy Attorney General at the Kansas Attorney General’s Office where he leads the Special Litigation and Constitutional Issues Division. In that capacity he litigates the Kansas AG office’s most high impact cases, such as Kansas v. Biden (later renamed Alaska v. Department of Education) where he successfully argued for a preliminary injunction against the SAVE plan that would have provided $475 billion in student loan forgiveness. He was also lead counsel on Kansas v. Department of Education which enjoined the 2024 Title IX rule that expanded the definition “sex” to include gender identity under Title IX and Kansas v. Department of Labor, where he argued for and won a preliminary injunction on a Department of Labor rule that would have provided federal collective bargaining rights to H-2A workers. In addition, he was counsel of record on a 26-state amicus brief at the U.S. Supreme Court in Beals v. Virginia Coalition for Immigrant Rights, where the Court ultimately allowed the Commonwealth of Virginia to remove noncitizens from its voter role prior to the 2024 election.
Before serving the state of Kansas, he was an assistant United States attorney prosecuting federal crimes within the Southern District of Indiana. He also served as a JAG officer in the United States Air Force where he still serves in the Reserves. He holds a juris doctorate from Notre Dame Law School.
Deputy General Counsel for Corporate Capability, Chevron
David Moyer is Chevron’s Deputy General Counsel for Corporate Capability. He previously served as Chevron’s Chief Corporate Counsel; General Counsel, Chevron Africa and Latin America Exploration and Production Company; Managing Counsel, Latin America Business Unit; and Senior Counsel, Upstream International Litigation Management. David joined Chevron in 2008 after 12 years of law firm practice. He has been a member of the adjunct faculty for Stanford Law School’s Trial Advocacy Workshop since 2005, and also is a member of the Board of Directors of the Association of International Petroleum Negotiators, the Advisory Board of the Institute for Energy Law, the International Bar Association, and the State Bar of California. David earned a BA in International Relations from Stanford University and a JD from the University of Illinois. He served on active duty in the U.S. Army from 1983 to 1989.
Partner, Gibson, Dunn & Crutcher, and Former United States Secretary of Labor
Eugene Scalia is a partner in the Washington, D.C. office of Gibson, Dunn & Crutcher, co-chair of the firm’s Administrative Law and Regulatory Practice Group, and a senior member of the firm’s Labor and Employment Practice Group and Financial Institutions Practice Group. He returned to the firm after serving as U.S. Secretary of Labor from September 2019 to January 2021.
Mr. Scalia has a nationally-prominent practice in two areas: Labor and employment law, and advice and litigation regarding the regulatory obligations of federal administrative agencies. He also has extensive appellate experience. Federal regulatory actions he has challenged include the SEC’s “proxy access” rule; the CFTC’s “position limits’” rule; MetLife’s designation as “too big to fail” by the Financial Services Oversight Council; the Labor Department’s “fiduciary” rule; and OSHA’s “cooperative compliance program.”
As Labor Secretary, Mr. Scalia engaged at the highest level with national employment policy and matters affecting the financial services industry and international trade, overseeing the enforcement and administration of more than 180 federal employment laws covering more than 150 million workers and 10 million workplaces. He also served as Chair of the Board of Directors of the Pension Benefit Guaranty Corporation and as a member of the White House Coronavirus Task Force. He was closely involved in the drafting and implementation of the CARES Act and other coronavirus-related legislation. Laws administered by the Labor Department also include the workplace safety requirements of OSHA and the Mine Safety and Health Administration, federal minimum wage and overtime protections, the anti-discrimination requirements applicable to federal contractors, and ERISA’s protection of the more than $11 trillion held in employee retirement plans and health plans.
Mr. Scalia served from 2002 to 2003 as Solicitor of the U.S. Department of Labor, with responsibility for all Labor Department litigation and legal advice on rulemakings and administrative law. He is the only person to have served as both Solicitor and Secretary of Labor.
He also served at the U.S. Department of Justice as a Special Assistant to the Attorney General, receiving the Department’s Edmund J. Randolph Award in 1993.
In private practice, Mr. Scalia has represented employers in high-profile matters under the National Labor Relations Act and in class actions and collective actions under Title VII, the Americans with Disabilities Act, the Age Discrimination in Employment Act, ERISA, and federal and state wage hour laws. He has extensive experience in federal district court, the courts of appeals, and in the arbitration of employment disputes. He has been a leading authority on “whistleblower” investigations and litigation since the 2002 enactment of the Sarbanes-Oxley Act. Mr. Scalia also counsels employers on reductions-in-force and the proper conduct of harassment and discrimination investigations. He has provided pro bono representation to workers in discrimination matters, wrongful separation disputes, and other matters.
Mr. Scalia is a Senior Fellow of the Administrative Conference of the United States, a federal agency that makes recommendations to Congress and the Executive Branch on ways to improve the administrative process. He is the author of more than 30 articles and papers on labor and employment law, administrative law, and other subjects. Among other accolades, he has been named an “Employment MVP,” a “Securities MVP,” and an “Appellate MVP” by Law360. The National Law Journal recognized Mr. Scalia as a “Visionary” for his litigation against financial regulatory agencies, and the Nation magazine has called him a “fearsome litigator.” He has been a Lecturer in labor and employment law at the University of Chicago Law School.
Mr. Scalia graduated cum laude from the University of Chicago Law School, where he was editor-in-chief of the Law Review. He graduated With Distinction from the University of Virginia in 1985 and was a speechwriter for Education Secretary William J. Bennett before attending law school. James Uthmeier is the Attorney General of the State of Florida. Before this, he served as Chief of Staff to Governor Ron DeSantis. Previously, he was General Counsel to the Governor, overseeing litigation and judicial nominations. He also served as a senior advisor at the U.S. Department of Commerce. A Georgetown Law graduate, Uthmeier is an adjunct professor at Florida State University College of Law and co-teaches religious education in Tallahassee.
