Joe Burns is a partner with Holtzman Vogel and focuses his practice on representing candidates and party committees in election cases throughout New York State.
Prior to joining the firm, Joe served as Deputy Director of Election Operations at the New York State Board of Elections. In this role, he worked with county Boards of Elections, candidates, and party committees, and was involved in New York State's transition from lever to optical scan voting. He also conducted hearings for the NYSBOE and represented it in court proceedings.
Additionally, Joe has served as an attorney for the Erie County and New York State Republican Committees, and has also represented candidates for a variety of public offices throughout New York State, including candidates for U.S. Congress and New York State Supreme Court.
From 2018 to 2024, Joe was the Deputy Administrative Director for the Erie County Water Authority; and from 2015 to 2018, he was the Secretary to the Erie County Water Authority.
A life-long resident of Upstate New York and active member of the Western New York community, Joe served as vice chair of the Erie County Charter Revision Commission in 2016 and was a member of the Erie County Advisory Commission on Reapportionment in 2021. City and State named Joe to its Upstate Power 100 list in 2024, and in 2025, Joe was named as one of New York State’s Law Power 100 by City and State.

Robert Alt is the President and Chief Executive Officer of The Buckeye Institute where he has catalyzed exponential growth since he took the organization’s helm in 2012. He has since founded Buckeye’s renowned Economic Research Center and established its impactful Legal Center.
Alt is a distinguished scholar and attorney with particular expertise in legal policy, criminal justice, national security, and constitutional law. He previously worked for former U.S. Attorney General Edwin Meese III, regularly provides commentary on television and radio programs, and his writings have appeared in countless outlets.
In 2004, Alt spent five months in Iraq as an embedded war correspondent.
Alt has testified before Congress multiple times—including at the confirmation hearings for U.S. Supreme Court Justice Elena Kagan—the Federal Election Commission regarding matters of constitutional and administrative law, and numerous state legislatures.
Alt serves as an officer on the boards of The Philadelphia Society and the Federalist Society’s Columbus Lawyers Chapter. He taught national security law, criminal law, and legislation at Case Western Reserve University School of Law, as well as constitutional law and political parties and interest groups at Ashland University.
Alt earned his Doctor of Law degree from The University of Chicago Law School, where he was Symposium Editor and the winner of the Mulroy Prize for Excellence in Appellate Advocacy as well as research assistant to Professor Richard Epstein. Following law school, he clerked for Judge Alice Batchelder on the U.S. Court of Appeals for the Sixth Circuit. Alt graduated with his Bachelor of Arts in philosophy and political science magna cum laude from Azusa Pacific University where he also won the Outstanding Senior Award in Political Science.
Alt is an accomplished high-altitude alpinist and endurance athlete who has successfully climbed 6.75 of the famed Seven Summits of the World including Mount Everest. David Casazza is an associate in the Washington, D.C. office of Gibson, Dunn & Crutcher. He practices in the firm’s Appellate and Constitutional Law, and Administrative Law and Regulatory Practice groups.
Mr. Casazza has represented clients in appellate and regulatory litigation before the Supreme Court of the United States, federal appellate courts, and federal district courts. These cases have involved a wide range of subjects including separation of powers, federal rulemaking challenges, data privacy protections, anti-terrorism claims and foreign sovereign immunity, energy infrastructure permitting, and a variety of First Amendment speech and religious liberty claims. He has also represented clients in complex litigation, obtaining dismissal with prejudice of consumer class actions attacking major brand names. He has been named by Best Lawyers as a 2021 and 2022 “One to Watch” in Appellate Practice.
He graduated magna cum laude from Harvard Law School, where he served as a Managing Editor for the Harvard Journal of Law and Public Policy and as Executive Vice President of the Harvard Federalist Society. Mr. Casazza received an A.B. magna cum laude in history from Princeton and an M.A. in history from the Johns Hopkins University.
