Mark Behrens co-chairs Shook's Washington, DC-based Public Policy Practice Group and is a leading national expert on civil justice issues with over thirty years of experience. A substantial part of his practice is working to improve the civil litigation environment through state and federal legislation; in the courts through amicus curiae briefs; through legal scholarship and judicial education; and in the court of public opinion.
Mark is actively involved in civil justice reform efforts at the federal and state levels. He has testified before the U.S. Congress and most state legislatures on behalf of business and civil justice organizations. Ashley Keller is one of the founding Partners of Keller Postman LLC. An experienced trial and appellate lawyer, Ashley helps set strategic direction across virtually all of the firm’s cases. He represents clients in a wide variety of practice areas and types of claims, including product-liability, antitrust, class action, and arbitration matters.
Ashley is one of the leaders of Keller Postman’s national product-liability practice. He leverages his ability to detangle complex concepts and develop novel legal theories to support individual client matters and as counsel on numerous product-liability multidistrict litigation matters. He chairs the plaintiffs’ Law & Briefing Committee in the Zantac (Ranitidine) Product Liability MDL in the U.S. District Court for the Southern District of Florida.
Ashley also litigates complex antitrust and class action matters. Among his notable cases, Ashley represents numerous States in antitrust litigation against Google for monopolizing products and services used by advertisers and publishers in online-display advertising.
Ashley also has played a central role in developing the firm’s pioneering arbitration practice, which includes pursuing individual arbitrations for clients whose claims are subject to arbitration clauses with class-action waivers. In part through managing the complexity of pursuing these individual claims simultaneously, the firm has secured millions in settlements for more than 500,000 employees and consumers.
Before launching Keller Postman, Ashley co-founded the litigation finance firm Gerchen Keller Capital, which grew to more than $1.3 billion in assets under management and was the world’s largest private investment manager focused on legal and regulatory risk prior to being acquired by Burford Capital in 2016.
Previously, Ashley was a partner at Bartlit Beck Herman Palenchar & Scott LLP, The American Lawyer’s litigation boutique of the year. Joe Cohn serves as director of FIRE’s Legislative and Policy department, overseeing a team of attorneys and staff tasked with monitoring and engaging on legislation and regulatory matters. Under his leadership, FIRE has secured numerous victories for free speech and due process at the state and federal level.
Joe is a 2004 graduate of the University of Pennsylvania Law School and the Fels Institute of Government Administration, where he earned his Juris Doctor and master’s degree in Government Administration. In 2000, he graduated with distinction from the University of Nevada at Las Vegas, where he co-founded the student chapter of the ACLU. A former staff attorney for the United States Court of Appeals for the Third Circuit and law clerk in the Philadelphia Court of Common Pleas, Joe joined FIRE in 2012 with a career-long dedication to advancing the cause of civil liberties, including through his service as a staff attorney at the AIDS Law Project of Pennsylvania where he provided legal services to underserved communities. His awards include accolades from The Legal Intelligencer and Pennsylvania Law Weekly, who named him a 2007 “Lawyer on the Fast Track,” and from Super Lawyers magazine, who named him a “Rising Star” in 2008.

Will Levi is a partner at Sidley Austin. Mithun Mansinghani is an experienced appellate and trial litigator who has argued cases at all levels in state and federal court, including at the U.S. Supreme Court. His practice focuses on commercial litigation, regulatory issues, and appeals. Mr. Mansinghani has been ranked by Chambers & Partners both in Oklahoma and nationwide for his litigation work. He also has been recognized in Lawdragon’s 500X – The Next Generation list for his appellate expertise and Benchmark Litigation’s 40 and Under list for his commercial litigation.
From 2017 to 2022, Mr. Mansinghani served as Oklahoma Solicitor General, the state’s chief advocate on appellate matters, constitutional issues, and challenges to federal regulation. In that role, he also advised the Attorney General, the Governor, the Legislature, and other state leadership on critical and high-stakes legal issues. Mr. Mansinghani has argued more cases before the Justices of the Oklahoma Supreme Court than any other litigator in the last decade.

Justice Sarah Hawkins Warren was appointed to the Supreme Court of Georgia by Governor Nathan Deal and was sworn in on September 17, 2018. She previously served as Solicitor General for the State of Georgia under Attorney General Chris Carr.
Justice Warren earned a B.A. in Public Policy and Spanish, magna cum laude, from Duke University. After graduation, Justice Warren served as Deputy Press Secretary for the White House Office of Management and Budget.
Justice Warren received her J.D., magna cum laude, from Duke University School of Law, where she served as Editor in Chief of Law and Contemporary Problems and on the Executive Committee of the Federalist Society.
Following her graduation from law school, Justice Warren served as a law clerk to then-Chief Judge J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit and to the Honorable Richard J. Leon of the United States District Court for the District of Columbia. She also practiced as a litigation partner at Kirkland & Ellis LLP in Washington, D.C., where she represented clients before state and federal courts and was outside counsel to Georgia in Florida v. Georgia, No. 142 Original (United States Supreme Court).
In 2015, Justice Warren and her family returned home to Georgia, where she began service in the Office of Attorney General Sam Olens as Deputy Solicitor General and Special Counsel for Water Litigation. In January 2017, she was appointed Solicitor General by Attorney General Chris Carr, and in that role served as the chief appellate lawyer for the State of Georgia and the primary constitutional law advisor to the Attorney General. As Solicitor General, Justice Warren represented Georgia in multi-state litigation and in appeals before state and federal courts, including in an argument before the United States Supreme Court.
Justice Warren currently serves on the Duke Law School Board of Visitors, the Berry College Board of Trustees, and the Advisory Board for the Atlanta Lawyers Chapter of the Federalist Society. She lives in Atlanta with her husband, Blaise, and their three children.

Henry Whitaker became Florida’s Solicitor General in July 2021. He came to the position after four years of serving in the Office of Legal Counsel of the U.S. Department of Justice, including as Principal Deputy Assistant Attorney General, where he advised the White House Counsel’s Office, the Attorney General, and cabinet secretaries on a range of important and complex legal issues. Before that, Solicitor General Whitaker worked on the Appellate Staff of the Civil Division of the U.S. Department of Justice for almost nine years, arguing more than 40 appeals in the federal appellate courts. He clerked for Justice Clarence Thomas of the U.S. Supreme Court and for Judge David B. Sentelle of the U.S. Court of Appeals for the D.C. Circuit after graduating magna cum laude from both Harvard Law School and Yale College.
