Martin S. Flaherty is a longtime is Visiting Professor at the Princeton School of Public and International Affairs, where he was Fellow in the Program in Law and Public Affairs. He is also Leitner Family Professor of International Human Rights Law and Founding Co-Director of the Leitner Center for International Law and Justice at Fordham Law School. Professor Flaherty also currently teaches at Columbia Law School and Barnard College. Previously he has taught at China University of Political Science and Law and the National Judges College in Beijing, Sungkyunkwan University in Seoul, Queen’s University Belfast. William K. Kelley teaches constitutional law and administrative law, and focuses on public law issues in his scholarship. He serves as Associate Dean with responsibility for coordinating special projects. During Spring 2008 semester, he will act as Associate Dean for Faculty Research. From 2005-2007, he served in the White House as Deputy Counsel to the President. In that capacity, he was responsible for advising the President of the United States on all legal matters affecting the Executive Branch. He joined the faculty in 1995 after practicing with two major law firms, and serving from 1991-1994 as assistant to the solicitor general at the Department of Justice in Washington, D.C. Professor Andrew Kent teaches and writes about constitutional law, foreign relations law, federal courts and procedure, national security law, public international law, professional responsibility and legal ethics. He received the Dean’s Distinguished Research Award (2016-17) for his scholarship.

Judge Rao was appointed to the United States Court of Appeals for the District of Columbia Circuit in March 2019. She graduated from Yale College in 1995 and the University of Chicago Law School in 1999. Following graduation, she served as a law clerk to Judge J. Duncan B. Hollis is Associate Dean for Academic Affairs and James E. Beasley Professor of Law at Temple Law School. His scholarship focuses on issues of authority in international and foreign affairs law, asking who exercises authority in the formation, interpretation and application of international law, and who is it that has the authority to apply such law to, or for, national actors. Hollis has focused on treaties and cyberspace as the key subjects for his studies of authority. He is the editor of the Oxford Guide to Treaties (OUP, 2012) which was awarded the 2013 ASIL Certificate of Merit for high technical craftsmanship and utility to practicing lawyers. He also co-edited National Treaty Law & Practice (ASIL & Martinus Nijhoff, 2005), which examined how various countries incorporate treaty rules into their national laws. His cyber-related research has involved studying international law’s role in regulating cyberthreats and the future of cybernorms. Duncan B. Hollis is Associate Dean for Academic Affairs and James E. Beasley Professor of Law at Temple Law School. His scholarship focuses on issues of authority in international and foreign affairs law, asking who exercises authority in the formation, interpretation and application of international law, and who is it that has the authority to apply such law to, or for, national actors. Hollis has focused on treaties and cyberspace as the key subjects for his studies of authority. From 1994 to 1997 and for a period in 1998, he was Associate Counsel in the Office of Independent Counsel. He was a partner at a Washington, D.C., law firm from 1997 to 1998 and again from 1999 to 2001. From 2001 to 2003, he was Associate Counsel and then Senior Associate Counsel to President George W. Bush. From 2003 to 2006, he was Assistant to the President and Staff Secretary for President Bush. He was appointed a Judge of the United States Court of Appeals for the District of Columbia Circuit in 2006. President Donald J. Trump nominated him as an Associate Justice of the Supreme Court, and he took his seat on October 6, 2018.

Michael W. McConnell is the Richard and Frances Mallery Professor and Faculty Director of the Constitutional Law Center at Stanford Law School, and a Senior Fellow at the Hoover Institution. From 2002 to 2009, he served as a Circuit Judge on the United States Court of Appeals for the Tenth Circuit. He was nominated by President George W. Bush, a Republican, and confirmed by a Democratic Senate by unanimous consent. McConnell has previously held chaired professorships at the University of Chicago and the University of Utah, and visiting professorships at Harvard and NYU. He teaches courses on constitutional law, constitutional history, First Amendment, and interpretive theory. He has published widely in the fields of constitutional law and theory, especially church and state, equal protection, and separation of powers. His book, “The President Who Would Not Be King: Executive Power Under the Constitution,” was published by Princeton University Press in 2020, based on the Tanner Lectures in Human Values, which he delivered at Princeton in 2019. His latest book, co-authored with Nathan Chapman, “Agreeing to Disagree: How the Establishment Clause Protects Religious Diversity and Freedom of Conscience,” was published by Oxford University Press in mid-2023. McConnell has argued sixteen cases in the United States Supreme Court, most recently Carney v. Adams (2020). defending a provision of the Delaware Constitution requiring political balance on that state’s courts. More recently, he was co-counsel in Gonzalez v. Google. He earned his B.A. from Michigan State University and his J.D. from the University of Chicago, and has received honorary degrees from Notre Dame University and Michigan State. He served as law clerk to Supreme Court Justice William J. Brennan, Jr. and D.C. Circuit Chief Judge J. Skelly Wright. He has been Assistant General Counsel of the Office of Management & Budget, Assistant to the Solicitor General of the Department of Justice, and a member of the President’s Intelligence Oversight Board. He is Senior of Counsel to the law firm Wilson, Sonsini, Goodrich & Rosati, and is co-chair of Meta’s Oversight Review Board.

Professor Lupu joined the law school in 1990. After graduating from law school, where he was case editor of the Harvard Law Review, he practiced law with the Boston firm of Hill & Barlow and then joined the law faculty at Boston University, where he taught from 1973 to 1989. During that time, he also served as a visiting professor at Northeastern University and at the University of California, Berkeley. In 1989–90, he was the professor-in-residence on the Appellate Staff of the Civil Division of the U.S. Department of Justice.
Professor Lupu is a nationally recognized scholar in constitutional law, with an emphasis in his writings on the religion clauses of the First Amendment. Together with his colleague Professor Robert Tuttle, Professor Lupu is the co-author of Secular Government, Religious People (Eerdmans Pub. Co., 2014) and many law journal articles.

Thomas Hazlett is the Hugh H. Macaulay Endowed Professor of Economics at Clemson University. He has previously held faculty positions at George Mason University, the University of California, Davis, and the Wharton School, and served as Chief Economist of the Federal Communications Commission. A noted expert in regulatory economics and information markets, his research has appeared in academic forums such as the Journal of Law & Economics, RAND Journal of Economics, the Journal of Financial Economics, the University of Pennsylvania Law Review and the Columbia Law Review. He has also written for such popular periodicals as the Wall Street Journal, The Economist, Slate, the N.Y. Times, N.Y. Daily News, Reuters.com, Business Week, The New Republic and the Financial Times. Congressman Jamie Raskin proudly represents Maryland’s 8th Congressional District in the U.S. House of Representatives. The district includes Montgomery, Carroll, and Frederick Counties. Congressman Raskin was sworn into his second Term at the start of the 116th Congress on January 3, 2019.
Congressman Raskin is a returning Member of the House Judiciary Committee, the Committee on Oversight and Reform, and the Committee on House Administration. This Congress, he joined the House Committee on Rules and now Chairs the Rules Subcommittee on Expedited Procedures. Raskin is Vice Chair of the House Administration Committee, Chair of the Oversight Subcommittee on Civil Rights and Civil Liberties, and Vice Chair of the Judiciary Subcommittee on the Constitution. Raskin is the Caucus Leadership Representative for the 116th Congress, a role in which he represents Junior Members of the Caucus (those who have served five or less Terms) at the leadership table. He was also appointed to serve as a Senior Whip for the 116th Congress.
Prior to his time in Congress, Raskin was a three-term State Senator in Maryland, where he also served as the Senate Majority Whip. He earned a reputation for building coalitions in Annapolis to deliver a series of landmark legislative accomplishments. He was also a professor of constitutional law at American University’s Washington College of Law for more than 25 years. He authored several books, including the Washington Post best-seller Overruling Democracy: The Supreme Court versus the American People and the highly-acclaimed We the Students: Supreme Court Cases For and About America’s Students, which has sold more than 50,000 copies.
Congressman Raskin is a graduate of Harvard College and Harvard Law School. He and his wife, Sarah Bloom Raskin, live in Takoma Park with their dogs, Potter and Toby. They have three grown children: Tabitha, Tommy, and Hannah.
Judge, U.S. Court of Appeals, District of Columbia Circuit
Judge Sentelle was appointed United States Circuit Judge in October 1987, served as Chief Judge from February 11, 2008 until February 11, 2013, and took senior status on February 12, 2013. He is a 1968 graduate of the University of North Carolina Law School. Following law school, he practiced with the firm of Uzzell & DuMont until he became an Assistant U.S. Attorney in Charlotte, N.C. in 1970. From 1974 to 1977, he served as a North Carolina State District Judge but left the bench in 1977 to become a partner with the firm of Tucker, Hicks, Sentelle, Moon & Hodge. In 1985, Judge Sentelle joined the U.S. District Court, Western District of North Carolina, in Asheville, where he served until his appointment to the D.C. Circuit. Judge Sentelle was the Presiding Judge of the Special Division for the Purpose of Appointing Independent Counsels (1992-2006). He also served as the Chair of the U.S. Judicial Conference's Executive Committee (2010-2013). Judge Sentelle served for over 20 years as President of the Edward Bennett Williams Inn of the American Inns of Court.
