Biography

Jeremy Feigenbaum is New Jersey’s inaugural Solicitor General, a role he has held since July 2020. In that role, Jeremy helps coordinate the Attorney General’s involvement in matters before the U.S. Supreme Court, federal circuit courts, and the New Jersey Supreme Court, and provides assistance to the Department in cases involving significant constitutional and appellate issues. Jeremy previously served as Counsel in the Office of the Attorney General. Before joining the Office of the Attorney General, Jeremy was an associate at Kirkland & Ellis in New York. He has also served as an adjunct professor at New York University School of Law. He clerked for Judge William Fletcher of the U.S. Court of Appeals for the Ninth Circuit and Justice Elena Kagan of the U.S. Supreme Court. Jeremy graduated from Brown University and Harvard Law School.

Stephen Raiola

Solicitor General, Commonwealth of Pennsylvania

Biography

Stephen F. Raiola, the former Solicitor General of the Commonwealth of Pennsylvania, is a versatile litigator and business lawyer who has represented companies in business negotiations, assisted companies as an outside general counsel, served on several trial teams, deposed dozens of witnesses, and led discovery strategy in nationwide litigation involving mass torts and class actions as well as matters ranging from consumer protection and privacy litigation to intellectual property, constitutional rights, product liability, and commercial litigation. His representations have been national in scope, spanning federal and state courts throughout the country, including courts in Alabama, California, Connecticut, Delaware, Georgia, Florida, Massachusetts, Minnesota, Missouri, Ohio, Pennsylvania, Nevada, New Jersey, New York, and West Virginia.

From 2025 to 2026, Stephen served as Solicitor General of Pennsylvania, where he was a member of the Executive Leadership Team of the Attorney General and advised the Office on all multistate and affirmative litigation. In that role, Stephen played a key role in interviewing and retaining outside counsel, and in leading Pennsylvania’s efforts to support energy exploration and protect children online from emerging technologies. He also regularly coordinated with industry leaders and stakeholders in other states to help the office develop consumer protection priorities in addition to counseling on appellate matters in the U.S. Court of Appeals for the Third Circuit, the U.S. Supreme Court, and Pennsylvania appellate courts. Stephen also regularly spoke with law students and lawyers throughout the Second and Third Circuit to discuss the emergence of State Solicitors General and the ways in which State AG Offices are driving the current litigation landscape.

Beyond his active trial-level litigation practice, Stephen has been recognized by his peers as a “Rising Star” of the Appellate Bar. He has served as counsel of record on two certiorari petitions before the U.S. Supreme Court, one of which was supported by six amici and recognized as the petition of the week by SCOTUSblog. In addition, Stephen has briefed over 20 appellate matters across seven federal circuits, the U.S. Supreme Court, the New York State Appellate Division, the California Court of Appeal, the California Supreme Court, and the Pennsylvania Superior Court. He also has presented oral argument on 10 occasions before the California Court of Appeal as well as the U.S. Courts of Appeals for the Second, Third, Fourth, Seventh, and Ninth Circuits, and has served as court-appointed amicus curiae for both the U.S. Court of Appeals for the Third Circuit and the U.S. Court of Appeals for the Fourth Circuit.

Mathura Sridharan

Biography

Mathura Sridharan serves as the 12th Solicitor General of Ohio. She previously served as Deputy Solicitor General and as Director of Ohio’s Tenth Amendment Center, where she initiated and directed suits to defend Ohioans against unlawful federal policies and to preserve the separation of powers between the federal and state governments. Across these roles, she has briefed and argued numerous appeals before the Ohio Supreme Court, the Supreme Court of the United States, and the U.S. Courts of Appeals for the Sixth and other Circuits. In 2024, Mathura argued before the Supreme Court of the United States in Ohio v. EPA, representing several States in a challenge to the Environmental Protection Agency’s Good Neighbor Rule regulating the interstate transport of air pollution.

Before joining the Ohio Attorney General’s Office, Mathura clerked for Judge Steven J. Menashi of the U.S. Court of Appeals for the Second Circuit and Judge Deborah A. Batts of the U.S. District Court for the Southern District of New York. She holds a Juris Doctor from New York University School of Law, a Master of Science in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology, and Bachelor of Science degrees in Economics and in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology.

Richard Sullivan

Biography

Richard J. Sullivan was sworn in as a United States Circuit Court Judge for the Second Circuit in October 2018. Before that, Judge Sullivan served for eleven years as a United States District Judge for the Southern District of New York. Prior to becoming a judge, he served as the General Counsel and Managing Director of Marsh Inc., the world's leading risk management and insurance brokerage firm. From 1994 to 2005, he served as an Assistant United States Attorney in the Southern District of New York, where he was Chief of the International Narcotics Trafficking Unit and Director of the New York/New Jersey Organized Crime Drug Enforcement Task Force. In 2003, he was awarded the Henry L. Stimson Medal from the Association of the Bar of the City of New York. In 1998, he was named the Federal Law Enforcement Association's Prosecutor of the Year. Prior to joining the U.S. Attorney's Office, he was a litigation associate at Wachtell, Lipton, Rosen & Katz in New York and a law clerk to the Honorable David M. Ebel of the United States Court of Appeals for the 10th Circuit. He is a graduate of Yale Law School, the College of William & Mary, and Chaminade High School on Long Island. From 1986 to 1987, he served as a New York City Urban Fellow under New York City Police Commissioner Benjamin Ward. Judge Sullivan is on the executive board of the New York American Inn of Court and the Center for Law and Religion at St. John’s University School of Law. He is an adjunct professor at Columbia Law School, where he teaches courses on sentencing and jurisprudence, and he previously served as an adjunct professor at Fordham Law School, where he taught courses on white collar crime and trial advocacy and was named Adjunct Professor of the Year.

Biography

Eric Wessan serves as Iowa’s Solicitor General in the Iowa Attorney General’s Office. In that role, Wessan leads Iowa’s litigation before State and federal appellate courts, including the Iowa and U.S. Supreme Courts. Before that role, Wessan worked on complex commercial litigation at two large law firms in Chicago. Wessan also served as a law clerk for the Honorable James C. Ho on the U.S. Court of Appeals for the Fifth Circuit and for the Honorable John F. Kness on the U.S. District Court for the Northern District of Illinois. Wessan is a graduate of the University of Chicago Law School, with honors, and of the University of Chicago.

Biography

Ilan Wurman is the Julius E. Davis Professor of Law at the University of Minnesota, where he teaches administrative law and constitutional law. He previously taught at Arizona State University. He writes primarily on the Fourteenth Amendment, administrative law, separation of powers, and constitutionalism. His academic writing has appeared in the Yale Law Journal, the Stanford Law Review, the University of Chicago Law Review, the University of Pennsylvania Law Review, the Virginia Law Review, the Duke Law Journal, the Minnesota Law Review, the Notre Dame Law Review, and the Texas Law Review among other journals.

Professor Wurman is the author of a casebook, Administrative Law Theory and Fundamentals: An Integrated Approach (Foundation Press 2d ed. 2024). He is also the author of A Debt Against the Living: An Introduction to Originalism (Cambridge 2017), and The Second Founding: An Introduction to the Fourteenth Amendment (Cambridge 2020). His next book, The Constitution of 1789: A New Introduction, is also forthcoming with Cambridge University Press.

Professor Wurman practices law with the firm Tully Bailey. He has litigated a variety of administrative law and constitutional law cases, including cases involving COVID-19 restrictions, transmission lines, and Appointments Clause challenges. He also devised winning public nuisance theories to force city governments to address the increasingly challenging public camping crises throughout the country.

ILYA SOMIN is Professor of Law at George Mason University and the B. Kenneth Simon Chair in Constitutional Studies at the Cato Institute. His research focuses on constitutional law, property law, democratic theory, federalism, and migration rights.  He is the author of Free to Move: Foot Voting, Migration, and Political Freedom (Oxford University Press,  revised and expanded edition, 2022), Democracy and Political Ignorance: Why Smaller Government is Smarter (Stanford University Press, revised and expanded second edition, 2016), and The Grasping Hand: Kelo v. City of New London and the Limits of Eminent Domain (University of Chicago Press, 2015, rev. paperback ed., 2016), coauthor of A Conspiracy Against Obamacare: The Volokh Conspiracy and the Health Care Case (Palgrave Macmillan, 2013), and co-editor of Eminent Domain: A Comparative Perspective (Cambridge University Press, 2017).  Democracy and Political Ignorance has been translated into Italian and Japanese.
