Dr. Ed Weisbart chairs the Missouri chapter of Physicians for a National Health Program, a 30 year-old non-profit research and education organization of more than 21,000 physicians, medical students, health professionals, and others who support single-payer national health insurance.
He is an assistant professor of clinical medicine at Washington University in St. Louis. He volunteers in a variety of safety net clinics and other non-profits across the St. Louis area, and as a volunteer physician recruiter for free clinics across the nation. T. Elliot Gaiser is the Office of Legal Counsel’s 27th Assistant Attorney General. He was nominated by President Donald Trump on April 29, 2025, confirmed by the United States Senate on July 30, 2025, and sworn in as AAG by Attorney General Pam Bondi on August 4, 2025.
Prior to joining the Office of Legal Counsel, Mr. Gaiser served as the 11th Solicitor General of Ohio. William Rinehart is a Senior Research Fellow at the Center for Growth and Opportunity at Utah State University.
He specializes in telecommunication, Internet, and data policy, with a focus on emerging technologies and innovation. His work has appeared in The Wall Street Journal, Bloomberg, Wired, Morning Consult, The Hill, Forbes, Reason, Marginal Revolution, Overlawyered, and on BBC Radio and NPR, just to name a few. Liz O’Sullivan is the Technology Director of the Surveillance Technology Oversight Project (S.T.O.P.). She’s also co-founder and vice president of commercial operations at an AI explainability and bias monitoring startup called Arthur AI. She has been featured in articles on ethical AI in the NY Times, The Intercept, and The Register, and has written about AI for the ACLU and The Campaign to Stop Killer Robots. She has spent 10 years in tech, mainly in the AI space, most recently as the head of image annotations for computer vision startup, Clarifai. She has held various leadership roles in NYC startups, ranging from Customer Delivery and Support to Sales and Solutions Architecture. Her passion for ethics springs from her degree in Philosophy from UNC Chapel Hill.
EPIC Senior Counsel and Director, EPIC Domestic Surveillance Project
Jeramie Scott is Senior Counsel at EPIC and Director of the EPIC Domestic Surveillance Project. His work focuses on the privacy issues implicated by domestic surveillance programs with a particular focus on drones, cybersecurity, biometrics, and social media monitoring. Mr. Scott regularly litigates open government cases and cases arising under the Administrative Procedure Act. He is also a co-editor of “Privacy in the Modern Age: The Search for Solutions” and the author of a recently published essay entitled “Social Media and Government Surveillance: The Case for Better Privacy Protections of Our Newest Public Space.” Prior to joining EPIC, Mr. Scott graduated from the New York University Law School where he was a clinic intern at the Brennan Center’s Liberty and National Security Program. Jamil N. In his role as IronNet's Senior Vice President for Strategy, Partnerships & Corporate Development, Jamil worked directly for the co-CEOs of the company, Gen (ret.) Keith B. Alexander, the former Director of the National Security Agency and Founding Commander of U.S. Cyber Command, and Bill Welch, the former COO of Zscaler and Duo; in that role, Jamil led all of the company’s strategic and technology partnership efforts, including developing go-to-market and technology integration plans with some of the largest cloud platforms and cybersecurity companies in the market, evaluating potential acquisition targets, and developing overall corporate strategy and thought leadership around collective security and collaborative defense in the cyber arena.
Prior to his time at IronNet, Jamil served on the leadership team of the Senate Foreign Relations Committee as Chief Counsel and Senior Advisor under Chairman Bob Corker (R-TN), where he worked on key national security and foreign policy issues, including leading the drafting of the proposed Authorization for the Use of Military Force against ISIS in 2014 and 2015, the AUMF against Syria in 2013, and revisions to the 9/11 AUMF against al Qaeda. Jamil was also the lead architect of the Iran Nuclear Agreement Review Act and two sanctions laws against Russia for its first intervention in Ukraine.
Prior to joining SFRC, Jamil served as Senior Counsel to the House Permanent Select Committee on Intelligence under Chairman Mike Rogers (R-MI) where he led the committee’s oversight of NSA surveillance, NRO intelligence issues, and NGA analytic and collection matters, as well as intelligence community-wide counterterrorism issues. Jamil was also the lead architect of the Cyber Intelligence Sharing and Protection Act, the nation’s first cyber threat intelligence sharing legislation that was signed into law in 2015.
In the Bush Administration, Jamil served in the White House as an Associate Counsel to the President, handling Defense Department, State Department, and intelligence community matters, and serving as one of the White House Counsel’s primary representatives to the National Security Council Deputies Committee.
Prior to the White House, Jamil served on the leadership team of the Justice Department’s National Security Division as Counsel to the Assistant Attorney General for National Security, where he focused on counterterrorism and intelligence matters. At NSD, Jamil helped lead the division’s work on In re: Directives, the first ever two-party litigated matter in the FISA Court and the second case before the FISA Court of Review in its 30-year history. Jamil also led NSD’s efforts on the President’s Comprehensive National Cybersecurity Initiative (CNCI), including the drafting of NSPD-54/HSPD-23, and related classified matters, and advised the National Security Agency (NSA) and U.S. Cyber Command’s predecessor organization, the Joint Function Component Command for Network Warfare (JFCC-NW), on matters related to cyber intelligence collection and offensive cyber activities. Ashkhen Kazaryan is a renowned expert in First Amendment law and technology policy, specializing in digital free speech, artificial intelligence, and the intersection of constitutional rights with emerging technologies. As a Senior Legal Fellow at the Future of Free Speech at Vanderbilt University, she leads initiatives to protect free expression and shape policies that uphold the First Amendment in the digital age.
Previously, Ashkhen was the lead for North and Latin America on the content regulation team at Meta, where she also served as the company’s policy lead on Section 230. She has also been a Senior Fellow at Stand Together and the Director of Civil Liberties at TechFreedom, where she worked extensively on platform liability, free speech, and internet governance. She is currently Fellow for the First Amendment at the Freedom Forum.
Ashkhen earned her specialist in law degree summa cum laude from Lomonosov Moscow State University in 2012 and later received a master of law degree from Yale Law School in 2016. Jon Adame serves as General Counsel to Senator Marsha Blackburn, where he advises her on all tech-related issues across her committee assignments (Commerce, Judiciary, Armed Services). He previously worked for her on the House Energy & Commerce Committee. Jon graduated from the University of Colorado School of Law, and received his B.A. from the University of New Mexico.

Professor Candeub joined the MSU Law faculty in fall 2004. He is also a Fellow with MSU's Institute of Public Utilities. Prior to joining MSU, he served as an advisor at the Federal Communications Commission (FCC). From 1998 to 2000, Professor Candeub was a litigation associate for the Washington D.C. firm of Jones, Day, Reavis & Pogue and also has served as a corporate associate with Cleary, Gottlieb, Steen & Hamilton, also in Washington, D.C. Immediately following law school, he clerked for Chief Judge J. Clifford Wallace, U.S. Court of Appeals for the Ninth Circuit. While in law school, Professor Candeub was an articles editor for the University of Pennsylvania Law Review.
Professor Candeub's scholarly interests focus on the law and regulation of communications, internet, technology. His numerous law review articles and scholarly papers have placed him at the center of legal and policy controversies, and he often writes for popular outlets such as the Wall Street Journal and US News. Federal courts, including the U.S. Supreme Court, have cited and relied upon his work.
He joined the Trump administration in 2019 as Deputy Assistant Secretary of Commerce for Telecommunications and Information and assumed the role of Acting Assistant Secretary. He later joined the Department of Justice as Deputy Associate Attorney General.

Eric Goldman is a Professor of Law, and Co-Director of the High Tech Law Institute, at Santa Clara University School of Law. Before he became a full-time academic in 2002, he practiced Internet law for 8 years in the Silicon Valley. Jamie Susskind is the Legislative Director for Senator Marsha Blackburn (R-TN). Prior to becoming Legislative Director, she served for two years as the Senator’s Technology Policy Advisor. In that role, she advised on issues such as data privacy, cybersecurity, broadband, spectrum, content moderation, and antitrust, in addition to staffing the Senator on the Senate Commerce Subcommittee on Consumer Protection, Product Safety, and Data Security. Susskind previously worked on the Hill as Chief Counsel to Senator Deb Fischer (R-NE) and as an FCC Detailee for the Senate Committee on Commerce, Science, and Transportation. She also served as Chief of Staff to FCC Commissioner Brendan Carr and as Vice President of Policy and Regulatory Affairs at the Consumer Technology Association.
