Jonathan H. Adler joined the William & Mary law faculty as the Tazwell Taylor Professor of Law and William H. Cabell Research Professor in 2025. Prior to joining the faculty, he was the inaugural Johan Verheij Memorial Professor of Law and the founding Director of the Coleman P. Burke Center for Environmental Law at the Case Western Reserve University School of Law.
Professor Adler is the author or editor of seven books, including Climate Liberalism: Perspectives on Liberty, Property and Pollution (Palgrave, 2023), Marijuana Federalism: Uncle Sam and Mary Jane (Brookings Institution Press, 2020), Business and the Roberts Court (Oxford University Press, 2016) and Rebuilding the Ark: New Perspectives on Endangered Species Act Reform (AEI Press, 2011).
His articles have appeared in publications ranging from the Harvard Environmental Law Review and Yale Journal on Regulation to the Wall Street Journal, New York Times, and Washington Post. He has testified before Congress a dozen times, and his work has been cited in the U.S. Supreme Court. A 2024 study identified Professor Adler as the seventh most cited legal academic in administrative and environmental law from 2019 to 2023.
Professor Adler is a contributing editor to Civitas Outlook and a regular contributor to the popular legal blog, The Volokh Conspiracy. A regular commentator on constitutional and regulatory issues, he has appeared on numerous radio and television programs, ranging from the PBS Newshour and National Public Radio to the Fox News Channel and Entertainment Tonight.
Professor Adler is a senior fellow at the Property & Environment Research Center in Bozeman, Montana. In 2018, Professor Adler was elected to membership in the American Law Institute and helped co-found the organization Checks and Balances. In 2024, Professor Adler was appointed a public member of the Administrative Conference of the United States.

Lisa L. Dixon serves as the Executive Director of the Center for Election Confidence (formerly known as Lawyers Democracy Fund). Lisa is also a consultant for the Republican National Lawyers Association, serving as their Legal Counsel. Previously, Lisa practiced at Holtzman Vogel, where she specialized in tax-exempt organizations, campaign finance and election law, and lobbying compliance.

Oliver Dunford joined the Pacific Legal Foundation in March 2017. He litigates across the country to defend and advance individual liberty and the rule of law. Oliver’s cases involve the separation of powers, economic liberty, property rights, and the First Amendment.
Oliver remains inspired by the Classical Liberal ideals upon which our Founders declared independence and secured the blessings of liberty. Mike currently serves as the General Counsel of the Republican National Committee and as Chairman of the Mississippi Republican Party. He previously served as the U.S. Attorney for the Southern District of Mississippi from 2017-2021, and with over 20 years of experience before judges, juries and policy makers, handling some of the largest and most high-profile cases in Mississippi, he's known for untangling the most complex legal issues.
As U.S. Attorney, Mike was described as a “hard charger,” leading efforts to combat violent crime, human trafficking and public corruption, among many other issues, throughout Mississippi. He almost tripled prosecutions in the U.S. Attorney’s Office over a three-year period, resulting in the most indictments and federal defendants indicted in a one-year period in Mississippi history. During his tenure as U.S. Attorney, Mike oversaw some of the biggest cases in Mississippi history: the largest health care fraud scheme (Wade Walters, et. al.), the largest Ponzi scheme (Lamar Adams), the largest False Claims Act health care fraud settlement (Region 8), and the largest nursing home False Claim Act settlement (Hyperion). In addition, as Chief Federal Law Enforcement Officer for the Southern District, Mike coordinated the largest single-state immigration worksite enforcement operation in our nation’s history, involving hundreds of federal law enforcement agents covering seven different locations operated by multiple companies.
Mike’s no show pony – he’s a work horse. Before his tenure as U.S. Attorney, Mike was an Assistant U.S. Attorney for the Southern District of Mississippi for more than eight years. He handled some of the most difficult and complex cases in that office, dealing with white collar crimes, public corruption and financial fraud, including numerous jury trials before almost every federal judge in the Southern District.
He also has experience in the private sector. He has practiced law in Washington, D.C., and has served as a litigator and general counsel for a conservative nonprofit. He also has extensive experience in public policy, having served as the Legislative Director to a U.S. Congressman and as Counsel to the House Judiciary Committee.

Eric Wessan serves as Iowa’s Solicitor General in the Iowa Attorney General’s Office. In that
role, Wessan leads Iowa’s litigation before State and federal appellate courts, including the Iowa

two large law firms in Chicago. Wessan also served as a law clerk for the Honorable James C.

Eugene Volokh is the Thomas M. Siebel Senior Fellow at the Hoover Institution (Stanford), as well as the Gary T. He recently retired from teaching at UCLA, after 30 years there, and is now focusing on research.
Volokh is the author of the textbooks The First Amendment and Related Statutes (8th ed. 2023), and Academic Legal Writing (5th ed. 2016), as well as over 100 academic law journal articles, mostly on First Amendment law. He is a member of The American Law Institute; the editor-in-chief of the Journal of Free Speech Law; and the creator and coauthor of The Volokh Conspiracy, a leading legal blog founded in 2002 (hosted at the Washington Post from 2014 to 2017 and now at Reason Magazine).

Damien Schiff is a senior attorney at Pacific Legal Foundation. He leads its environmental practice group, a unique initiative that draws broadly from PLF’s expertise and success in property rights and separation of powers litigation. Over the years, Damien has represented hundreds of landowners and property rights advocates to defend their liberties against heavy-handed and unwarranted environmental and land-use regulation. His litigation experience includes Sackett v. U.S. Environmental Protection Agency, a groundbreaking decision in which the U.S. Supreme Court upheld the right of landowners to challenge Clean Water Act compliance orders issued by EPA, and Contoski v. Norton, PLF’s successful effort to force the federal government to make good on its promise to delist the bald eagle from the Endangered Species Act.
Besides litigation, Damien has written academic articles on a variety of subjects, including the Endangered Species Act, the Clean Water Act, greenhouse gas torts, the duty to rescue, and international water law. He has appeared on a variety of television and radio programs and has been quoted in The New York Times, The Wall Street Journal, Harper’s Magazine, and The Economist, among other publications.
He obtained his law degree magna cum laude from the University of San Diego School of Law, and his undergraduate degree magna cum laude from Georgetown University. While at USD, he was a research assistant for Professor Bernard Siegan, a leading constitutional theorist and advocate for property rights and economic liberty. Immediately prior to joining PLF, Damien clerked for Judge (and former PLF attorney) Victor Wolski of the United States Court of Federal Claims. Damien credits the mentoring and examples of Professor Siegan and Judge Wolski for his decision to pursue a career in liberty-based public interest litigation.
Damien lives in Sacramento with his wife, two young sons, four chickens, and a cat named Princess. In his off hours he enjoys stamp collecting, Gregorian chant, and martinis—preferably at the same time.

Brett A. Shumate was sworn in as the Civil Division’s 36th Assistant Attorney General on June 11, 2025. He previously served in the Civil Division from 2017 to 2019 as the Deputy Assistant Attorney General for the Federal Programs Branch. Prior to rejoining the Department, Mr. Shumate was a partner at Jones Day in Washington, D.C.
Mr. Shumate clerked for Judge Edith H. Jones on the United States Court of Appeals for the Fifth Circuit. He graduated from Wake Forest University School of Law and Furman University.
Ohio Attorney General
Richard Cordray was elected Ohio Attorney General in 2008.
Since his election, he has sought to use the power of his office to speak up for ordinary citizens and to battle the ills that weaken our society.
In the wake of the economic crisis, Cordray has taken action to hold Wall Street accountable for wrongdoing. His office is managing several major lawsuits against notable Wall Street firms such as AIG, Bank of America and Merrill Lynch, and these efforts have resulted in more than $2.5 billion in settlements to date.
Cordray aggressively pursues scammers who try to make a buck at the expense of Ohioans. He has filed dozens of cease and desist orders against foreclosure rescue scams, which exploit Ohio homeowners who are desperate for help. Ohio consumers filed a record number of consumer complaints with his office in 2009 - more than 30,000 of them - and the office responded by recovering millions in restitution, fines and other compensation. Cordray also opened the office's consumer complaint process to small businesses and nonprofits for the first time, providing new tools to protect them against vendors that do not play by the rules.
As one of Ohio's leading law enforcement officials, Cordray has stressed the importance of working with local law enforcement agencies to fight crime and protect Ohioans. Under his administration and with the help of local law enforcement agencies, Ohio became the first state in the nation to fully implement the sex offender registration provisions of the federal Adam Walsh Act. Through the office's Bureau of Criminal Identification and Investigation, Cordray and his staff have reduced the number of pending cases for laboratory and other tests that law enforcement officials and prosecutors rely on to make their cases and pursue justice for Ohioans.
A strong advocate for veterans, Cordray proposed a service bonus for veterans of the Persian Gulf, Afghanistan and Iraq wars. More than seven in 10 voters approved the bonus in November 2009.
During his accomplished legal career, Cordray has personally argued seven cases before the U.S. Supreme Court. Among them was a case he argued as attorney general in 2009, when he won a unanimous Supreme Court decision to reinstate the death sentence of a man convicted in a hate-inspired shooting spree that killed three people.
Cordray previously served as Ohio treasurer, Franklin County treasurer, state representative and as Ohio's first solicitor general. He also was a law clerk for U.S. Supreme Court Justices Anthony Kennedy and Byron White.
For his service to Ohioans, Cordray has been honored with numerous awards, including the National Community Reinvestment Coalition's Henry B. Gonzalez Award for partnering with community nonprofits to help traditionally underserved people build wealth and economic opportunity; the Ohio Children's Defense Fund's Children's Champion Award for fighting to ensure a level playing field for all children; the Vietnam Veterans of America Buckeye State Council's Presidential Citation Award for supporting veterans; the Better Business Bureau Serving Northwestern Ohio and Southeastern Michigan's Award of Appreciation for promoting an ethical marketplace; and the NeighborWorks America's Government Service Award as the foremost national leader in state government for working to prevent foreclosures.
Cordray earned a master's degree with first-class honors from Oxford University in England and a law degree from the University of Chicago Law School, where he was editor of the Law Review. He lives near Grove City with his wife, Peggy, and their twins. His earliest claim to fame was as an undefeated five-time champion on the "Jeopardy!" TV show.

David Rivkin is a member of the firm's litigation, international and environmental teams and is co-leader of the firm's national appellate practice. Daniel T. Richards is Vice President & Director, Digital at the Federalist Society, overseeing strategy, operations, and value measurement for FedSoc Digital. In this role, he manages the Society's video content (FedSoc Films) and marketing—including social media, advertising, analytics, and graphic design. He is an executive producer for the feature-length documentary, They Say It Can't Be Done. He holds a Bachelor of Arts degree in English Writing from Millikin University and a Master of Arts degree in Professional Communication from Clemson University.
