The North Carolina Governor’s Power to Respond to COVID-19

A Lawyers Chapter Teleforum

The COVID-19 outbreak has presented an unprecedented challenge for state governors and local leaders across the country, and North Carolina is no different. Like many governors and local leaders, ours have taken measures such as requiring workers to stay home, closing our state's schools and parks, preventing people from traveling, and mandating that businesses limit the number of people in their stores. But which provisions in the North Carolina Constitution and statutes give the governor and local government leaders the power to respond to COVID-19? What are the contours of their power to act in this unprecedented emergency? Is there a limiting principle or expiration date? Join former-Governor Pat McCrory, Judge Bob Hunter, and Jeanette Doran of the North Carolina Institute for Constitutional Law in this Teleforum.
