On the heels of Ohio’s recent changes to redistricting policy through Issue 1, the U.S. Supreme Court is scheduled to take up what has been called the most significant voting rights case in 60 years.  In Evenwel v. Abbott, the Court will determine what population a state should consider to determine one person/one vote, and whether it is permissible to include the non-voting population—particularly non-citizens—even if doing so would create large disparities in districts.
