Refund the Police: A Review of the Spann v. Minneapolis City Council Case

A Presentation by Attorney James Dickey

On August 17, 2020, the Upper Midwest Law center filed suit against the Minneapolis City Council and Mayor Frey seeking a writ of mandamus requiring them to fund and employ a police force as required by the Minneapolis City Charter. On July 21, 2021, the Hennepin County District Court issued that writ of mandamus. Upper Midwest Law attorney James Dickey, who argued and won the case, will be presenting.

Mr. Dickey will speak on his firsthand experiences arguing against the Minneapolis City Council and Mayor, and against the broader Defund the Police Movement as a whole. Mr. Dickey will share his insights on how to litigate against municipal bodies, what the future of the Spann case looks like, and what the Spann decision means for Minnesota and Minneapolis going forward.
