Background: With the introduction last week of legislation to amend and reauthorize the Foreign Intelligence Surveillance Act (FISA), an intense debate has been reignited: intelligence-gathering and national security needs versus appropriate checks on federal power in the post-9/11 world. Congress is expected to debate FISA reauthorization throughout this fall. For additional background, see

About the speaker: Glenn Sulmasy is an active duty commander and judge advocate in the U. S. Coast Guard. He is the first permanent military law professor at the U. S. Coast Guard Academy, where he teaches international law and constitutional law. He has taught at the Naval War College as well as Roger Williams University School of Law. Professor Sulmasy writes and lectures widely on international and national security law. He is the co-editor of International Law Challenges: Homeland Security Law and Combating Terrorism. He is a graduate of the U. S. Coast Guard Academy and UCal Berkeley's Boalt Hall School of Law. Professor Sulmasy is currently assigned as a National Security and Human Rights Fellow at Harvard University's Kennedy School of Government for academic year 2007-2008.
