Since last November, the Houthis have targeted over 100 ships in the Red Sea, raising concerns about regional security, commercial shipping, and freedom of navigation. In response, the U.S. and its allies have conducted strikes on Houthi targets since January to deter further attacks. However, bipartisan concern has emerged over whether the Biden administration has acted within its legal authority, as it did not seek congressional approval for these actions. This discussion will explore the legal dilemmas and executive authority surrounding the U.S. counter-Houthi mission.
