DACA in the courts

Debate

Three federal courts have now issued injunctions compelling the Trump administration to reinstate the DACA (Deferred Action on Childhood Arrivals) program, while one court declined to issue such an injunction.  Is the President legally required to continue this policy of his predecessor?  What legal theories have been used to support compelling the President to continue with this policy, and do those theories have any validity?
