Attorney Ryan Walsh, a Partner at Eimer Stahl and past Wisconsin Chief Deputy Solicitor General, and Professor Richard Monette, a Professor of Law and Director of the Great Lakes Indian Law Center at the University of Wisconsin Law School, will evaluate various judicial responses to state assertions of power during the pandemic. In general, how have courts balanced personal liberty and regulatory authority? How have courts applied the tiers of scrutiny to constitutional claims? How have they tackled separation of powers controversies?
