As Alabama is faced with a wave of prison litigation, our panel will be discussing the challenges facing the jail and prison systems, and thequestion of what impact these aggressive litigation tactics have on prison reforms.  Our panel will present a special focus on the difficulty of reform in light of ethics questions involving agency issues and the potential conflict between policymaking and effective legal representation.

Casey Toner is an investigative reporter for AL.com. He is based in Mobile and joined the Press-Register in 2014.  Mr. Toner has been one of the reporters whose work has been most cited state-wide and nationally on the subject of the Tutwiler case and jail and prison litigation and management change generally in this state.

Justin Barkley is employed as General Counsel for Quality Correctional Healthcare.  He has substantial experience in issues concerning correctional litigation and appeals. 

Ron Thrasher is the Lead Trial Attorney at Capital Defendant Litigation LLC.  Mr. Thrasher has been a local criminal defense practitioner for over two decades.
