Article V of the U.S. Constitution provides an opportunity for two-thirds of the states to apply for a constitutional convention, which must be called by Congress. Three-fourths of the states must then ratify any proposed amendments. What limits may be placed on the scope of the convention and by whom? What are the costs and ben-efits of using this method to propose constitutional amendments? Join us on April 10th as we discuss these and other important questions.
