O.H. Skinner is Chief of the Government Accountability & Special Litigation Section at the Arizona Attorney General’s Office. The responsibilities of the unit include many federalism matters, campaign finance enforcement matters, certain attorney general opinions, class action fairness efforts, major consumer protection matters, and other high-profile civil matters. Mr. Skinner also defends certain state statutes from challenges in federal court. He previously served as a Senior Litigation Counsel in the Attorney General’s office and prior to that was in private practice in Boston.
He holds a B.A. in Classical Studies, Masters in Governmental Administration, University of Pennsylvania; and J.D. from Harvard Law School.
