Robin Colwell is a Principal with BGR’s Commerce and Infrastructure Practice. She provides clients with strategic insights and skillful advocacy on complex telecommunications, technology, and cybersecurity policy issues. Robin’s wide-ranging experience includes key roles in the Executive, Legislative, and Judicial branches of government as well as the private sector.
A Florida native and Florida State University alumna, Robin received her law degree from the College of William & Mary School of Law, and first came to Washington as a law clerk to Chief Judge H. Robert Mayer of the Court of Appeals for the Federal Circuit. After several years representing mass media, communications, and technology clients in Wiley, Rein & Fielding LLP’s corporate practice, she developed deep expertise and passion for the public policy framework underlying these industries as Legislative Counsel for Senate Commerce Committee members including Senators Tim Scott, Jim DeMint, and Peter G. Fitzgerald, and as Counsel to the Senate Commerce Committee for Tourism, Competitiveness, and Innovation.
Robin next served as Chief of Staff to Commissioner Michael O’Rielly at the Federal Communications Commission, and later returned to the Hill as Chief Counsel to the House Energy & Commerce Committee for Communications and Technology. As Chief Counsel, Robin collaborated with majority and minority House and Senate Committee members and staff to secure enactment of major legislation including FOSTA/SESTA, protecting victims of online trafficking, and RAY BAUM’s Act, which funded repacking of spectrum following the broadcast incentive auction and included bicameral, bipartisan priorities such as MOBILE NOW and DIG ONCE.
Most recently, Robin served at the White House National Economic Council under former President Trump as a senior advisor to Director Larry Kudlow, developing Administration policy and leading interagency implementation of priorities including 5G deployment, security, and innovative network architecture; spectrum allocation; rural broadband deployment; data privacy and security; and domestic supply chain security. She was a key White House leader in the successful 2020 initiative to make a significant allocation of prime mid-band spectrum available to be auctioned in December 2021 for rapid U.S. deployment of commercial 5G networks.
Managing Partner, Crest Hill Advisors
The founder and Managing Partner of Crest Hill Advisors, Scott Blake Harris has been a legal and policy professional in Washington, D.C. for forty-eight years, primarily focused on telecommunications, technology, and energy issues. He has deep experience both in government and in the private sector.
Prior to founding Crest Hill Advisors, Scott served as the Senior Spectrum Advisor and Director of the National Spectrum Strategy at the National Telecommunications and Information Administration (NTIA) in the U.S. Department of Commerce. He previously served in government as General Counsel of the Department of Energy, as the first Chief of the International Bureau at the Federal Communications Commission, and as Chief Counsel for Export Administration at the Department of Commerce. While at DOE, Scott also served as Co-Chair of the Broadband Subcommittee of the White House National Science and Technology Council.
In 1998, Scott co-founded the law firm of Harris, Wiltshire & Grannis LLP (now HWG LLP) and served as its first Managing Partner and later its first Chairman. Scott has also served as General Counsel of Neustar, Inc. and as Co-Managing Partner of Wilkinson Barker Knauer LLP. Earlier in his career, he was a partner at Gibson Dunn & Crutcher, where he was Chair of the Communications practice, and at Williams & Connolly, where began his career in private practice as a litigator in 1977. Scott served as a law clerk to the Hon. Gerhard A. Gesell on the U.S. District Court for the District of Columbia upon graduation from law school. He is a magna cum laude graduate of both Brown University and Harvard Law School.
Scott has received many honors during his career. He was named both as a “Visionary” and as one of the Top Ten Communications Lawyers by the Legal Times. He has been honored as a “Dean of the Bar” by, and received an award for Distinguished Service from, the Federal Communications Bar Association. He has also received awards for Outstanding Service from the National Association of State Energy Officials and for Special Achievement from the Chairman of the FCC. The National Association of Radio and Telecommunications Engineers presented Scott with the Marconi-Bell Award for his private sector work on unlicensed spectrum. He has also been deemed an “Eminent Practitioner” and “Senior Statesperson” by Chambers USA for his work in the telecommunications sector.
Senior Vice President & General Counsel, CTIA
Umair Javed serves as Senior Vice President and General Counsel. He joined CTIA in 2023 as Senior Vice President, Spectrum, where he was responsible for advancing the wireless industry’s spectrum priorities both domestically and internationally.
Prior to joining CTIA, Umair influenced global and domestic law and policy as Chief Counsel to FCC Chairwoman Jessica Rosenworcel. He served as the FCC designee on President Biden’s Competition Council, led the FCC’s National Security Policy Council, and represented the agency at international treaty-writing conferences. During his time at the FCC, Umair also crafted the FCC’s Spectrum Coordination Initiative, oversaw the third-highest grossing spectrum auction in FCC history, coordinated the deployment of 5G services in the C-band, and partnered with Congress on passage and FCC implementation of the Infrastructure Investment and Jobs Act, Secure and Trusted Communications Networks Act, and Secure Equipment Act.
From October 2017 to January 2019, Umair served as Legal Advisor, Wireless and International in the Office of FCC Commissioner Rosenworcel. He joined the FCC from Wiley Rein LLP, where he was an attorney in the firm’s Telecom, Media, and Technology Group.
Umair was named to the inaugural Lawyers of Color Hot List. He is also a 2021 HTTP “Tech Innovadores” recipient and the 2023 Public Safety Communications Leadership in Regulatory Service award recipient for his service at the FCC.
Umair has a Juris Doctor from the University of Virginia School of Law and a bachelor of arts in Political Philosophy, Policy, and Law from the University of Virginia. He is a member of the bar in the District of Columbia and Virginia. Umair also is a volunteer firefighter in Loudoun County, Virginia.

Mario Loyola is a Senior Fellow for Law, Economics, and Technology at The Heritage Foundation.
Loyola served in the Trump Administration as Associate Director for Regulatory Reform at the White House Council on Environmental Quality. In that role, he was one of the principal drafters of the One Federal Decision policy, which helped to streamline the permitting and environmental review of large infrastructure projects. While at CEQ, he was a member of the U.S. delegation to the USMCA free trade negotiations with Mexico and Canada, as well as the United Nations conference on biodiversity on the high seas. Loyola initially joined the White House in February 2017 as a Presidential Speechwriter, employing his expertise in many areas of foreign and domestic policy.
After beginning his career in M&A and corporate finance law, Loyola served in the Bush 43 Administration as a special assistant to the Undersecretary of Defense for Policy. He left that position to start writing on national defense issues in magazines such as National Review and The Weekly Standard, reporting from the front lines of the war on terrorism in Lebanon, Israel, and Iraq. He finished the Bush Administration as Foreign and Defense Counsel to the U.S. Senate Republican Policy Committee, then under the chairmanship of Senator Kay Bailey Hutchison of Texas. He subsequently moved to Texas and joined the Texas Public Policy Foundation, where he specialized in energy, environment, and federalism.
Loyola is a frequent contributor to The Wall Street Journal, National Review, and The Atlantic, among others. He teaches environmental and administrative law at Florida International University, where he is Founding Director of the Environmental Finance and Risk Management program in FIU’s prestigious Institute of Environment. He received a bachelor’s degree in European history from the University of Wisconsin–Madison and a J.D. from Washington University School of Law.
Circuit Judge, United States Court of Appeals for the Second Circuit
Michael H. Park was appointed to the U.S. Court of Appeals for the Second Circuit in May 2019. He earned his A.B. magna cum laude from Princeton University and his J.D. from Yale Law School, where he served as Managing Editor of the Yale Law Journal. Upon graduation from law school in 2001, Judge Park served as a law clerk to then-Judge Samuel A. Alito, Jr. on the Third Circuit, for whom he also clerked on the Supreme Court during the 2008 Term. Judge Park was an associate in the New York office of the Wilmer Hale law firm from 2002 to 2006, and he served as an Attorney-Adviser in the U.S. Department of Justice, Office of Legal Counsel from 2006 to 2008. Judge Park worked in the New York office of the Dechert law firm, first as counsel (2009-2011) and then as a partner (2012-2015). In 2015, Judge Park joined the law firm Consovoy McCarthy Park as a name partner, where he specialized in appellate and complex civil litigation. During that time, he also served as an adjunct professor at the Antonin Scalia Law School at George Mason University.

Thomas DeMatteo is Chief Counsel on the Senate Judiciary Committee to Senator Mike Lee. He previously served as counsel to the Assistant Attorney General of the Department of Justice Antitrust Division, where he worked closely with leadership and staff on civil merger and non-merger matters across numerous industries including, large technology platforms, defense, finance, and consumer products.
Mr. DeMatteo joined the Antitrust Division through the Attorney General’s Honors Program as a Trial Attorney and previously worked at an international law firm, where he advised clients on antitrust and competition matters. He is a graduate of Washington and Lee University School of Law and the University of Rochester, where he was a member of the football team and selected to the Liberty League All-Academic Team.
Chief Judge, United States Court of Appeals, Fifth Circuit
Jennifer Walker Elrod is the Chief Judge of the United States Court of Appeals for the Fifth Circuit. She was nominated to the Fifth Circuit in 2007, and she served as a Circuit Judge on the court until assuming the role of Chief Judge in October 2024. Prior to serving as a Circuit Judge, Chief Judge Elrod was appointed and then twice elected Judge of the 190th District Court of Harris County, Texas, where she spent over five years presiding over more than 200 jury and non-jury trials.
Chief Judge Elrod graduated cum laude from Harvard Law School, where she was an active member of the Harvard Federalist Society, an Ames Moot Court finalist, and a Senior Editor of the Harvard Journal of Law & Public Policy. She clerked for the Honorable Sim Lake in the Southern District of Texas. Before serving as a judge, Chief Judge Elrod worked in private practice, focusing on civil litigation, antitrust, and employment matters.
She has been repeatedly recognized for her work as a jurist, as well as for her pro bono work and contributions to the community. She has been named the 2022 Texas Review of Law & Politics’ Jurist of the Year, the 2018 Harvard Federalist Society’s Alumni of the Year, the 2016–17 Texas Association of Civil Trial and Appellate Specialists’ Appellate Judge of the Year, and the 2008 Mexican-American Bar Association of Texas’s Judge of the Year.
Chief Judge Elrod is actively engaged in the academic and legal communities. Chief Judge Elrod currently serves on the Board of Directors and as the Jurist-in-Residence at the South Texas College of Law, where she teaches civil procedure and First Amendment law. She is also a member of the American Law Institute and of the Board of Advisors for the Harvard Journal of Law & Public Policy, and she is a former member of the Board of Regents of her alma mater, Baylor University, and the Board of Visitors at Brigham Young University Law School. She previously served as the Chair of the Codes of Conduct Committee for the Judicial Conference of the United States. She has also served as the M.D. Anderson Visiting Public Service Professor at the Texas Tech University School of Law and as Jurist-in-Residence at Brigham Young University Law School, and she has taught legal writing at the University of Houston Law Center. She presented the Lewis F. Powell, Jr. Distinguished Lecture at the Washington and Lee University School of Law and is a frequent speaker on the topics of trial and appellate procedure, ethics, employment law, and constitutional law. Chief Judge Elrod also serves on the board of the Garland R. Walker Inn of Court, and co-produces an annual musical CLE, for which her pupilage group has won multiple national awards.

Deputy Assistant Attorney General, Antitrust Division, United States Department of Justice
Michael Kades is a Deputy Assistant Attorney General for the Antitrust Division with a focus on civil enforcement.
Prior to coming to the US Department of Justice, Michael was director for markets and competition policy at the Washington Center for Equitable Growth. His research focused on competition and antitrust enforcement, with an emphasis on consumers, wages, equality, and innovation. He testified before Congress multiple times and authored several reports and articles on antitrust policy.
Prior to joining Equitable Growth, Michael worked as antitrust counsel for Sen. Amy Klobuchar (D-MN), on detail to the from the Federal Trade Commission. He worked on the CREATES Act, the Holocaust Expropriated Art Recovery Act, and the Trade Secrets Protection Act, all of which Congress enacted. He was also the primary staffer on the Merger Filing Fee Modernization Act and the Consolidation Prevention and Competition Protection Act.
Michael spent 20 years investigating and litigating antitrust actions as an attorney at the Federal Trade Commission. From 2013-15, he was the Deputy Chief Trial Counsel for the Bureau of Competition where he participated in a number of merger investigations and litigations. From 2006-2013, served as attorney advisor to Chairman Jon Leibowitz. He oversaw the Commission’s strategy to address anticompetitive patent settlements, worked on the 2010 horizontal merger guidelines, and advised the Chairman on antitrust issues. From 1997-2006, he was an attorney in the Health Care Products Services. He argued In re Schering Plough and In re South Carolina Board of Dentistry before the Commission as well as appearing in federal court. He played a leading role in FTC v. Mylan in which the Commission obtained $100 million in disgorgement. While at the Commission, he received the Chairman’s Award and the Paul Rand Dixon Award.

Chris Mufarrige served in the first Trump Administration as a Senior Adviser to the Director and Deputy Director of the Consumer Financial Protection Bureau, advising on enforcement, rulemaking, and supervisory exams relating to the country’s largest banks and nonbank financial institutions. Most recently, he was Commissioner Melissa Holyoak’s Chief of Staff and Attorney Adviser. He has also worked at private law firms and as an in-house lawyer. Alex Okuliar is Co-Chair of Morrison Foerster’s Global Antitrust Law Practice Group. He is the former Deputy Assistant Attorney General for Civil Antitrust Enforcement at the U.S. Department of Justice and a former advisor at the Federal Trade Commission.
Alex’s practice spans merger review, civil litigation, and criminal investigations. Over his twenty-five-year career, Alex has worked on nearly one thousand deals. Paul served as the 43rd Solicitor General of the United States from June 2005 until June 2008. Before his confirmation as Solicitor General, he served as Acting Solicitor General for nearly a year and as Principal Deputy Solicitor General for over three years.
Paul has argued over 100 cases before the United States Supreme Court, including McConnell v. FEC, Tennessee v. Lane, United States v. Booker, MGM v. Grokster, Hobby Lobby v. Burwell, Epic Systems Corp. v. Lewis, Rucho v. Common Cause, Facebook v. Duguid, and TransUnion v. Ramirez. Paul has argued more Supreme Court cases since 2000 than any lawyer in or out of government. He has also argued many important cases in the lower courts, including Walker v. Cheney, United States v. Moussaoui and NFL v. Brady.
Paul’s practice focuses on appellate matters, constitutional litigation and strategic counseling. He represents a broad array of clients in the Supreme Court and in federal and state appellate courts. Last year, for example, he successfully argued Supreme Court cases involving significant issues of energy regulation, statutory interpretation, state sovereign immunity and Article III standing, and successfully argued a trademark appeal in the Fourth Circuit, and a constitutional appeal before the en banc Eleventh Circuit.
Paul focuses on high-stakes appeals. In recent years, he successfully defended a $1.2 billion jury verdict for clients in a Tenth Circuit case, while securing the reversal of an over $2 billion jury verdict for another client in the Seventh Circuit and the approval of a nearly $1 billion dollar class action settlement in the Third Circuit. He has initiated major administrative law challenges and constitutional litigation against the federal government, such as the successful challenge to the HHS drug-pricing rule and threatened challenges that led to the withdrawal of the Treasury Department’s proposed cryptocurrency regulations. He also counsels clients on a variety of strategic legal questions, whether arising from pending legislation, government inquiries or ongoing litigation.
Paul has undertaken substantial pro bono engagements in the Supreme Court, such as twice successfully representing the defendant in Bond v. United States and successfully representing the Omaha Tribe in Nebraska v. Parker, the guardian ad litem in Adoptive Couple v. Baby Girl, the defendant in Sekhar v. United States, a high school football coach in Kennedy v. Bremerton, and the Little Sisters of the Poor. Paul’s pro bono representation also precipitated the federal government’s confession of error in United States v. Rojas.
Following law school, Paul clerked for Judge Laurence H. Silberman of the U.S. Court of Appeals for the D.C. Circuit and for Associate Justice Antonin Scalia of the U.S. Supreme Court. Cary Coglianese is the Edward B. Shils Professor of Law and Professor of Political Science at the University of Pennsylvania, where he currently serves as the director of the Penn Program on Regulation and has served as the law school’s Deputy Dean for Academic Affairs. He specializes in the study of regulation and regulatory processes, with an emphasis on the empirical evaluation of alternative regulatory strategies and the role of public participation, negotiation, and business-government relations in policy making. Philip Hamburger is the Maurice and Hilda Friedman Professor of Law at Columbia Law School, and Chief Executive Officer at the New Civil Liberties Alliance. Before coming to Columbia, he was the John P. Wilson Professor at the University of Chicago Law School.
He writes on constitutional law and its history—with particular emphasis on religious liberty, freedom of speech and the press, judicial office, administrative power, and unconstitutional conditions.

United States District Judge, United States District Court for the Middle District of Florida
In November 2020, the Senate confirmed Kathryn Kimball Mizelle as a United States District Judge for the Middle District of Florida. At age 33, she became the youngest Article III judge in the country. Prior to her confirmation, Judge Mizelle was in private practice at Jones Day, where she focused on complex civil and criminal litigation and appeals. Judge Mizelle previously served at the United States Department of Justice in the Office of the Associate Attorney General, in the Southern Criminal Enforcement Section of the Tax Division, and in the United States Attorney’s Office for the Eastern District of Virginia. Judge Mizelle has also taught as an adjunct professor of law at the University of Florida Levin College of Law and at George Mason University’s Antonin Scalia Law School.
Judge Mizelle earned her B.A., summa cum laude, from Covenant College, and her J.D., summa cum laude, from the University of Florida Levin College of Law. After graduation, Judge Mizelle served as a law clerk at every level of the federal judiciary: at the Supreme Court for Justice Clarence Thomas, at the D.C. Circuit for Judge Gregory G. Judge, United States Court of Appeals, District of Columbia Circuit
Judge Rao was appointed to the United States Court of Appeals for the District of Columbia Circuit in March 2019. She graduated from Yale College in 1995 and the University of Chicago Law School in 1999. Following graduation, she served as a law clerk to Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit and, in the 2001 October Term, as law clerk to Justice Clarence Thomas of the U.S. Supreme Court. Between her clerkships, Judge Rao served as counsel for nominations and constitutional law to the U.S. Senate Committee on the Judiciary. In 2002, she joined the international arbitration group of Clifford Chance LLP in London, England. From 2005-2006, she served as Special Assistant and Associate White House Counsel to President George W. Bush. From 2006 to 2017, Judge Rao was a professor at the Antonin Scalia Law School at George Mason University, where she taught constitutional law, legislation and statutory interpretation, and the history and foundations of the administrative state. In 2014, she founded the Center for the Study of the Administrative State, a non-profit Center that promotes academic scholarship and public policy debates about administrative law. In July 2017, she was appointed to serve as the Administrator of the Office of Information and Regulatory Affairs in the Office of Management Budget. She served in this position until her appointment to the D.C. Circuit.
Chair, Issues & Appeals, Hunton Andrews Kurth LLP
The former Solicitor General of West Virginia, Mr. Lin has been on the front lines of many precedent-setting cases in appellate courts across the country, including in a US Supreme Court victory that George Will called “the court’s most severe rebuke of a president” since the Truman administration. Having argued more than 60 appeals, he brings to clients a well-honed ability to identify the most persuasive issues for appeal and a practiced understanding of how best to frame complex legal questions in appellate courts.
With experience in the private sector and multiple branches of government, Mr. Lin’s practice has spanned a wide range of issues, including major questions of constitutional and administrative law at the federal and state levels. On behalf of more than two dozen states, he won a stay from the US Supreme Court of the EPA’s Clean Power Plan. Described by the New York Times as an “unprecedented” order, the stay was the first time the Supreme Court had ever put a regulation on hold before review by a federal appeals court. In that same case, Elbert argued before the en banc DC Circuit in an historic proceeding that one commenter quoted in E&E News compared to “the NBA All-Star Game.” At the state level, Elbert led the effort that persuaded the West Virginia Supreme Court of Appeals to overturn an injunction of the state’s right-to-work law.
In 2013, Mr. Lin was appointed the Solicitor General of West Virginia. During his four-and-a-half year tenure, he served as a member of the Attorney General’s senior management team, oversaw all civil and criminal appeals, and argued nearly two dozen cases in federal and state appellate courts. As OCR director, Severino founded the federal government’s first division dedicated exclusively to conscience and religious freedom compliance and enforcement. He enforced the Weldon Amendment for the first time against a state (California) after it coerced families and religious organizations into paying for abortion insurance coverage, leading to a $200 million federal funding disallowance. He also enforced laws protecting pro-life pregnancy resource centers from discrimination by states hostile to their message and enforced laws prohibiting forced participation in abortions by medical professionals.
With respect to civil rights, Severino protected older persons and people with disabilities from being denied life-saving care due to discriminatory “quality of life” judgments, especially during the COVID-19 pandemic. He also achieved a landmark sexual harassment resolution with Michigan State University in the wake of the Larry Nassar sexual assault scandal and protected the rights of non-English speakers to have equal access to health and human services.
In the area of health privacy, he secured the largest HIPAA monetary settlement in history and achieved the largest number of enforcement resolutions both in a single year and across four years. He also facilitated the transformational use of Skype, Zoom, and Facetime for delivery of telehealth during the COVID-19 pandemic and beyond.
His regulatory reform activities resulted in a comprehensive conscience protection regulation and proposed a life-affirming disability rights regulation. He achieved regulatory savings of $3.6 billion in health care industry costs over five years and identified and proposed an additional $3.2 billion in cost savings from the repeal of ineffective and unnecessary regulatory burdens.

Tobi Young is the General Counsel of Saronic Technologies. Her responsibilities include managing global legal affairs, regulatory compliance, litigation, risk management, and government security, and corporate governance.
Tobi brings over 20 years of experience with sophisticated legal, regulatory, and compliance issues through leadership roles in all three branches of the federal government and in Fortune 500 companies. Among other governmental positions, she has been an attorney in the U.S. Department of Justice and in the Office of the White House Counsel; a law clerk to U.S. Supreme Court Justice Neil M. Gorsuch; and a press secretary for Congressman J.C. Watts. Tobi also currently serves as the Chair of the Nominating and Governance Committee on the Halliburton Board of Directors (NYSE: HAL).
Tobi grew up in Oklahoma and is a proud member of the Chickasaw Nation. She recently became the youngest inductee into the Chickasaw Hall of Fame. Tobi now lives in Austin with her husband Evan, a Justice on the Texas Supreme Court, and their daughter Romilly.
Judge, United States Court of Appeals, Fifth Circuit
Judge Duncan received his B.A. from Louisiana State University in 1994, his J.D. from the Paul M. Hebert Law Center at Louisiana State University in 1997, and his LL.M. from Columbia Law School in 2004.
After graduating from law school, he clerked for Louisiana-based Circuit Judge John Malcolm Duhé Jr. of the United States Court of Appeals for the Fifth Circuit.
From 2008–2012, Duncan served as Appellate Chief for Louisiana's Attorney General's office. From 2012–2014, he served as general counsel of the Becket Fund for Religious Liberty. From 2004-2008, he was an assistant professor of law at the University of Mississippi School of Law.
Before becoming a judge, Duncan practiced at the Washington, D.C. firm of Schaerr Duncan LLP, where he was a founding partner. He was appointed by President Trump to the United States Court of Appeals for the Fifth Circuit on May 1, 2018.

Professor Lupu joined the law school in 1990. After graduating from law school, where he was case editor of the Harvard Law Review, he practiced law with the Boston firm of Hill & Barlow and then joined the law faculty at Boston University, where he taught from 1973 to 1989. During that time, he also served as a visiting professor at Northeastern University and at the University of California, Berkeley. In 1989–90, he was the professor-in-residence on the Appellate Staff of the Civil Division of the U.S. Department of Justice.
Professor Lupu is a nationally recognized scholar in constitutional law, with an emphasis in his writings on the religion clauses of the First Amendment. Together with his colleague Professor Robert Tuttle, Professor Lupu is the co-author of Secular Government, Religious People (Eerdmans Pub. Co., 2014) and many law journal articles.
Attorney General of Virginia
In 2021, Jason Miyares was elected Attorney General and became the first Hispanic-American to hold statewide office in Virginia. From 2015 to 2021, Miyares served in the House of Delegates, and was a conservative voice in Richmond, standing up against the Defund the Police movement and proudly standing with the law enforcement community. Recognized as a “Champion of Free Enterprise” by the Virginia Chamber of Commerce, then-Delegate Miyares consistently opposed higher taxes and regulations that make it hard for small business owners to expand and thrive. Prior to his service in the House of Delegates, Miyares served as a prosecutor (Assistant Commonwealth's Attorney) for the City of Virginia Beach.

Melissa Moschella is Professor of the Practice in Philosophy at the University of Notre Dame’s McGrath Institute for Church Life. Her work spans the fields of ethics, political philosophy, and law, and her areas of special expertise include natural law theory, biomedical ethics, and the family (especially parental rights). She is the author of To Whom Do Children Belong? Parental Rights, Civic Education and Children’s Autonomy (Cambridge University Press, 2016), and Ethics, Politics, and Natural Law: Principles for Human Flourishing (University of Notre Dame Press, forthcoming Spring 2025). Professor Moschella has also published numerous articles in scholarly journals as well as popular media outlets, including Notre Dame Law Review, The American Journal of Jurisprudence, The Journal of Law and Religion, Bioethics, The Journal of Medical Ethics, The New York Times, USA Today, The Washington Post, The Federalist, and First Things. She was recently awarded the Heritage Foundation’s Freedom and Opportunity Prize. She graduated magna cum laude from Harvard College, earned a Licentiate in Philosophy summa cum laude from the Pontifical University of the Holy Cross, and received her Ph.D. in Political Philosophy from Princeton University.

Carissa Byrne Hessick joined the Carolina Law faculty in 2016. She serves as the Anne Shea Ransdell and William Garland “Buck” Ransdell, Jr. Distinguished Professor of Law and as the director of the Prosecutors and Politics Project. Her teaching and research interests include criminal law, the structure of the criminal justice system, criminal sentencing, and child pornography crimes. Hessick is the author of multiple law review articles, essays, and op eds on plea bargaining, the powers and selection of prosecutors, Sixth Amendment sentencing rights, and criminal statutes. Her work has appeared in the California Law Review, the Cornell Law Review, the L.A. Times, the UCLA Law Review, and the Virginia Law Review, among others. She founded the Prosecutors and Politics Project in 2018. And she currently serves as the Reporter for the ABA Criminal Justice Section’s Sentencing Standards Task Force.
Hessick attended Yale Law School, where she was an editor of the Yale Law Journal and winner of the Potter Stewart Prize for the Morris Tyler Moot Court of Appeals. After graduating from law school, she clerked for Judge Barbara S. Jones on the Southern District of New York and for Judge A. Raymond Randolph on the D.C. Circuit. She also worked as a litigation associate at Wachtell, Lipton, Rosen & Katz in New York City. Before joining the faculty at Carolina Law, Hessick taught on the faculties at Arizona State University’s Sandra Day O’Connor College of Law and the University of Utah’s S.J. Quinney College of Law. She also spent two years as a Climenko Fellow at Harvard Law School.
Judge, United States Court of Appeals, Eleventh Circuit
Judge Kevin C. Newsom is a member of the United States Court of Appeals for the Eleventh Circuit. He sits in Birmingham, Alabama.
Before his appointment to the bench, Judge Newsom was the head of the appellate practice group at Bradley Arant Boult Cummings LLP and, before that, the Solicitor General of Alabama. As a practicing lawyer, Judge Newsom argued four cases in the Supreme Court of the United States, and nearly 40 more in the United States Courts of Appeals and state supreme and appellate courts.
Judge Newsom graduated summa cum laude from Samford University and magna cum laude from Harvard Law School, where he was an articles editor on the Harvard Law Review. Following law school, Judge Newsom clerked for Judge Diarmuid F. O’Scannlain of the United States Court of Appeals for the Ninth Circuit and Justice David H. Souter of the Supreme Court of the United States.
Judge Newsom teaches at Harvard Law School, Yale Law School, Stanford Law School, and the University of Chicago Law School. His published work has appeared in the Yale Law Journal and the Harvard Law Review.
