What constitutional and policy arguments exist for or against a federal agency dedicated to education?  Has the power and authority of the U.S. Department of Education eclipsed the traditional responsibility of the States to administer elementary and secondary education and provide opportunities for their citizens in postsecondary education? Should Congress place additional statutory constraints on the U.S. Department of Education and other federal agencies concerning education? Do viable alternatives exist to the federal student loan program as a means for financing higher education for students and workers? What is the proper role of the federal government in civil rights enforcement in education?
