How is Congress like an elephant?  In a new paper, Professor Sai Prakash uses an old Indian parable to make an unexpected comparison.  He brings to light overlooked aspects of power our Founding Fathers gave to Congress in the Constitution.

Saikrishna Prakash is a Professor of Law, and a Senior Fellow at Miller Center, both at the University of Virginia.
