JUDGE RANDOLPH: Good morning. We all know the topic that we’re going to hear our distinguished panelists talk about. I just want to say a few words by way of introduction. Spreading democracy has become—(I’m not sure whether it still is)—a centerpiece of the current administration’s foreign policy. But what makes a democracy? For the past several weeks I’ve been taking a poll, and I want to give you the official results; they’re now in. What makes a democracy? Ninety-nine percent say the ability of the people to elect their representatives. Well, if that
is the definition, Cuba must be a democracy, and so is Iran and North Korea. North Korea calls itself the Democratic Republic of Korea.
