Alex J. Pollock is a Senior Fellow with the Mises Institute, providing thought and policy leadership on financial issues and the study of financial systems. His work includes cycles of booms and busts, financial crises with their political responses, housing finance, government-sponsored enterprises, risk and uncertainty, central banking, banking and financial regulation, corporate governance, retirement finance, student loans, and the politics of finance.
He previously served as the Principal Deputy Director of the Office of Financial Research in the U.S. Treasury Department 2019-2021. He was a Distinguished Senior Fellow with the R Street Institute 2015-2019 and 2021, and a resident fellow at the American Enterprise Institute, 2004-2015. Among the many aspects of his AEI work, he developed the One Page Mortgage Form to give borrowers in clear form the key information they need in order to know what they are committing themselves to. He was President and CEO of the Federal Home Loan Bank of Chicago from 1991 to 2004. There he invented the Mortgage Partnership Finance program, which successfully created front-end mortgage credit risk sharing beginning in 1997. His decades of banking experience include being a Visiting Scholar at the Federal Reserve Bank of St. Louis, 1991.
Pollock was a director of the CME Group 2004-2019 and of Ascendium Education Group 1989-2019. He is a director and past-chairman of the Great Books Foundation and a past president of the International Union for Housing Finance.
He is the co-author of Surprised Again! - The COVID Crisis and the New Market Bubble (2022), and the author of Finance and Philosophy—Why We’re Always Surprised (2018) and Boom and Bust: Financial Cycles and Human Prosperity (2011), as well as numerous articles and Congressional testimony.

Norbert Michel is vice president and director of the Cato Institute’s Center for Monetary and Financial Alternatives, where he specializes on issues pertaining to financial markets and monetary policy. Michel was most recently the Director for Data Analysis at the Heritage Foundation where he edited, and contributed chapters, to two books: The Case Against Dodd–Frank: How the “Consumer Protection” Law Endangers Americans, and Prosperity Unleashed: Smarter Financial Regulation
Michel was previously a tenured professor at Nicholls State University’s College of Business, teaching finance, economics and statistics. Before that, he worked at Heritage as a tax policy analyst in the think tank’s Center for Data Analysis from 2002 to 2005. He previously was with the global energy company Entergy, where he worked on models to help predict bankruptcies of commercial clients.
Michel holds a doctoral degree in financial economics from the University of New Orleans. He received his bachelor of business administration degree in finance and economics from Loyola University. He currently resides in Virginia.

Mr. Shedd was named Acting Director of the Defense Intelligence Agency in August 2014 following four years service as Deputy Director. Until January 2015 he led the Defense Intelligence Enterprise workforce comprised of more than 16,500 military and civilian employees worldwide. This workforce spans the Defense Intelligence Enterprise within the Department of Defense with an intelligence mission and/or function, plus all their stakeholders involved in creating, sustaining and enhancing mission capacity.
Mr. Shedd served from May 2007 to August 2010 as the Director of National Intelligence (DNI) Deputy Director for Policy, Plans, and Requirements, where he was responsible for overseeing the formulation and implementation of major Intelligence Community (IC) policies across the full spectrum of issues, from information sharing and IC authorities to analytic standards, among others. In particular, he led the review of Executive Order 12333, the foundational U.S. intelligence policy, which was revised by President George W. Bush in July 2008. Additionally, Mr. Shedd developed and implemented a National Intelligence Strategy, published in August 2009 for the IC and led all strategic planning efforts to determine future intelligence priorities for the Community and the Nation.
From May 2005 to April 2007, Mr. Shedd served as Chief of Staff and, later, Acting Director of the Intelligence Staff to the Director of National Intelligence. Prior to the creation of the Office of the Director of National Intelligence, Mr. Shedd held intelligence policy positions at the National Security Council (NSC) from February 2001 to May 2005. He served as the NSC’s Special Assistant to the President and Senior Director for Intelligence Programs and Reform. Mr. Shedd has been directly involved in the implementation of intelligence reform stemming from the 9/11 Commission report in July 2004, the Intelligence Reform and Terrorism Prevention Act of 2004, and the Weapons of Mass Destruction (WMD) Commission’s report to the President in March 2005.
Between 1984 and 1993, Mr. Shedd served overseas in the U.S. Embassies in Costa Rica and Mexico. Mr. Shedd has also held a variety of senior management assignments at the Central Intelligence Agency, including Chief of Congressional Liaison.
Mr. Shedd is also on the Government Advisory Board of Dataminr, a social media “big data” company that broadly services the Federal Government.
Mr. Shedd holds a B.A. from Geneva College in Beaver Falls, Pennsylvania and a M.A. from Georgetown University’s School of Foreign Service in Latin American Studies. Mr. Shedd was born in Bolivia and grew up in Latin America.

Matthew R. A. Heiman leads all legal and corporate governance matters for Waystar. Over the last two decades, he has worked in corporate and government sectors, gaining deep experience in the areas of corporate governance, litigation, risk management, security, and compliance.
Most recently, Matthew was Vice President, Corporate Secretary & Associate General Counsel at Johnson Controls where he helped establish a new corporate secretary department and led the integration of legal departments following the company’s merger with Tyco International. Prior to its merger with Johnson Controls, Matthew held a number of positions with Tyco International including Vice President, Chief Compliance & Audit Officer. Before Tyco, Matthew was a lawyer with the National Security Division at the U.S Department of Justice. He was a legal advisor to the Coalition Provisional Authority in Baghdad, Iraq and practiced as a trial lawyer with the law firm of McGuireWoods.

Vikrant Reddy is a senior fellow at Stand Together Trust, specializing in the area of criminal justice reform. Reddy previously served as a senior policy analyst at the Texas Public Policy Foundation (TPPF), where he managed the launch of TPPF’s national Right on Crime initiative in 2010. He has worked as a research assistant at the Cato Institute, as a judicial clerk to the Hon. Gina M. Benavides in Texas, and as an attorney in private practice. He is a member of the State Bar of Texas, and he serves on the Executive Committee of the Criminal Law Practice Group of the Federalist Society. He is also an appointee to the U.S. Commission on Civil Rights Texas State Advisory Committee.

Adam Mossoff is Professor of Law at Antonin Scalia Law School, George Mason University. He has published extensively on why patents, copyrights, and other intellectual property rights have been—and should be—legally secured to innovators and creators as property rights. His scholarship has been relied on by the United States Supreme Court, by lower federal courts, and by U.S. federal agencies. He has been invited to testify numerous times before the U.S. Senate and the House of Representatives on intellectual property legislation. Dean Kristen Jakobsen Osenga teaches and writes in the areas of patent law, antitrust, and legislation and regulation. Some of her recent scholarship focuses on standard development organizations, patent eligible subject matter, patent licensing firms, litigation and remedies for patent infringement, and patent law reform. She has written numerous law review articles on these and other topics, as well as book chapters and op eds on various aspects of patent law. Dean Osenga received a B.S. degree in Biomedical Engineering from the University of Iowa, an M.S. degree in Electrical Engineering from Southern Illinois University – Carbondale, and a J.D. from the University of Illinois College of Law, where she graduated magna cum laude. After law school, she practiced at the law firm of Finnegan, Henderson, Farabow, Garrett, & Dunner LLP, (now Finnegan) where she did patent prosecution and litigation. Devon Westhill is the Assistant Secretary for Civil Rights at the U.S. Department of Agriculture. The U.S. Senate confirmed President Donald Trump’s nomination of Westhill on October 7, 2025.
Westhill returns to the USDA where he previously headed the civil rights office as Deputy Assistant Secretary in President Trump’s first term. His previous government appointments also include service at the U.S. Department of Labor, liaison to the Administrative Conference of the U.S., and liaison to the White House Initiative on Historically Black Colleges and Universities. Prior to returning to government service, Westhill was President and General Counsel of a nonprofit civil rights organization.
Westhill has testified on civil rights matters before Congress, federal agencies, and as an expert witness in federal court. He has spoken hundreds of times at college campuses, conferences, and on radio and TV programs, and he is frequently quoted in print publications, and his writing has appeared in numerous national outlets. VP and Senior Counsel, Becket Fund
Eric Baxter joined The Becket Fund as Senior Counsel in 2011. Since then he has represented religious organizations and individuals in a wide array of religious liberty disputes at both the trial and appellate level. Recent victories including a Ninth Circuit ruling upholding the “Big Mountain Jesus” statue that has stood on Forest Service land near Kalispell, Montana, for more than sixty years, and a rare Pentagon decision allowing a Sikh soldier to maintain his full beard and turban while serving in the Army. Mr. Baxter has extensive experience fighting efforts under state Blaine amendments to exclude religious organizations and individuals from participating on equal terms in the public square. He also regularly advises religious institutions of higher education in defending their religious missions against government encroachment.
Mr. Baxter has frequently appeared in the national media to discuss religious liberty issues, including appearances on Fox News (Kelly File, Fox & Friends), WSJ Live, CBS New York, Christian Broadcasting Network, Newsmax TV, and Al Jazeera. Before joining the Becket Fund, Mr. Baxter was a partner at Arent Fox LLP in Washington, DC, where he maintained a commercial complex litigation practice representing clients primarily in employment, intellectual property, and biotechnology disputes. He also served for many years as outside counsel to a DC church and its affiliated school. In 2007, he was awarded the Albert E. Arent Pro Bono Award for his work representing several parents adopting a total of seven children from foster care.
From 2000 to 2002, Mr. Baxter clerked for the Honorable Robert H. Cleland in the United States District Court for the Eastern District of Michigan (Detroit). Mr. Baxter received a B.A. in Russian Literature and Linguistics from Brigham Young University and graduated magna cum laude from the J. Reuben Clark Law School at BYU, where he served as Executive Editor of the Law Review and was elected to the Order of the Coif. Eric speaks Russian and some Spanish. He and his wife have seven children and an amateur family bluegrass band.

Kathleen Q. Abernathy recently returned to Wilkinson Barker Knauer LLP as special counsel. She was previously elected to the Board of Directors of Frontier Communications as an independent director in 2006 following her term as a Commissioner at the Federal Communications Commission from 2001 to 2005. In 2010 she joined the company as Chief Legal Officer and Executive Vice President, Regulatory and Governmental Affairs. Prior to her term as an FCC Commissioner, Ms. Abernathy worked for a number of different telecommunications companies and law firms. She has received numerous awards in recognition of her professional accomplishments and has taught as an adjunct professor at Georgetown University Law Center and Catholic University’s Columbus School of Law. She received her B.S. from Marquette University and her J.D. from Catholic University’s Columbus School of Law.
Senior Vice President, Federal Government Relations, Verizon
Joining Verizon in 2005, Mr. Fisher currently serves as Senior Vice President of Federal Government Relations. He manages Verizon's advocacy and relations in the United States Congress, the Administration and the company's interaction with over two dozen state and local groups such as the National Governors Association, National Conference of Mayors, and the National Council of State Legislators. He is also responsible for overseeing Verizon’s federal, state and local tax policy advocacy. In this position, he coordinates Verizon's overall legislative and Administration strategy, implementation and policy development relating to a wide range of telecommunications and business issues that impact the company. Mr. Fisher is also Vice-Chairman of Verizon’s Political Action Committee.
Before joining Verizon, Mr. Fisher was Director of Government Affairs for Clear Channel Communications (now iHeart Media). Joining Clear Channel in 2003, Mr. Fisher assisted with the opening of Clear Channel’s Washington, DC office and helped establish the company’s public policy positions on a number of broadcasting related issues before Congress.
From 1997-2003, Mr. Fisher served on the staff of United States Senator John McCain. He served as a Professional Staff Member on the Senate Commerce, Science and Transportation Committee where he worked on the Subcommittee on Communications. In this role, Mr. Fisher advised then Chairman McCain on a wide-range of telecommunications issues that included: wireline, wireless, cable, satellite, broadcasting, and high tech. He also advised the staff of other Members of the Committee and assisted with the drafting of major telecommunications legislation.
Prior to working on the Senate Commerce Committee, Mr. Fisher served on the personal staff of Senator McCain’s office in Phoenix, AZ. As Legislative Liaison, Mr. Fisher worked closely with city, county, and statewide elected officials on federal policy that affected Arizona and its localities. Before working in the Senator’s state office, Mr. Fisher worked on Senator McCain’s 1998 reelection campaign where he helped coordinate grassroots efforts, get out the vote program and fundraising.
Mr. Fisher is also a veteran of political campaigns having served as a campaign manager for a Republican Congressional candidate and as a consultant to various local and statewide campaigns in Arizona. He has also served as an informal policy advisor to three Republican Presidential campaigns.
Mr. Fisher is on the board of the National Association of Manufacturers, a member of the U.S. Chamber Public Affairs Council and an alumni of the American Council on Germany. Outside of the office, Mr. Fisher and his wife are co-founders of a Virginia 501(c)(3) non-profit called Operation Christmas Hope which serves underprivileged families in Alexandria. He also co-founded the Multiple Myeloma Charity Classic, a charity golf event that has raised over $1,000,000 in the last 7 years for Multiple Myeloma cancer research. Robert and his family attend Christ the King Church in Alexandria where he a member of the Finance Committee. Sally Greenberg joined the National Consumers League as Executive Director on October 1, 2007. The League’s focus is on five key priority areas: fraud, child labor, LifeSmarts, health care, especially the safe use of medications and medication adherence, and food safety and nutrition. Ms. Greenberg has testified numerous times before Congress on consumer protection issues, including on product safety, fraud, excessive fees on car rentals, consumer rip-offs in calling cards and in support of protections for farmworker children. Ms. Greenberg is our primary spokesperson on a variety of issues.
Ms. Greenberg came to NCL from Consumers Union, where she worked from 1997-2007 on product liability and food safety issues, along with auto and product safety. Previously, Ms. Greenberg worked at the U.S. Department of Justice Foreign Claims Settlement Commission and prior to that, she spent a decade serving as the Eastern States Civil Rights Counsel for the Anti-Defamation League, based in Boston.
Ms. Greenberg was president of the Women’s Bar Association of Massachusetts and the Women’s Bar Foundation, and served on several gubernatorial commissions in Massachusetts. Ms. Greenberg served for many years on the board of directors of the Alliance for Justice, and HALT, an organization whose mission is the protection of the rights of consumers in their interactions with lawyers and the legal system. Ms. Greenberg is a member of the Reagan-Udall Foundation Board, a nonprofit established by Congress to support the mission of the FDA and help equip the agency with the highest caliber regulatory science and technology. She also serves on the board of the Keystone Center, which helps leaders in health, energy, environment and education battle contentious issues with a consensus-based approach. Ms. Greenberg also served for over a decade on the board of directors of Trillium Asset Management, the oldest and largest investment management firm dedicated to socially responsible investing.

Bret Swanson is a visiting fellow at AEI’s Center for Internet, Communications, and Technology Policy and president of Entropy Economics LLC, a strategic research firm specializing in technology, innovation, and the global economy. He advises investors and technology companies, focusing on the Internet ecosystem and the broadband networks and applications that drive it. Mr. Swanson is also a scholar at the US Chamber of Commerce Foundation, where, since 2005, his research has centered on economic growth and policies that encourage it. For eight years Mr. Swanson advised technology investors as executive editor of the Gilder Technology Report and later was a senior fellow at the Progress & Freedom Foundation, where he directed the Center for Global Innovation. Mr. Swanson began his career as an aide to former senator Richard Lugar (R-IN) and was then an economic analyst for former representative Jack Kemp (R-NY) at Empower America.

In 2010 she joined the company as Chief Legal Officer and Executive Vice President, Regulatory and Governmental Affairs. Prior to her term as an FCC Commissioner, Ms. Abernathy worked for a number of different telecommunications companies and law firms. She has received numerous awards in recognition of her professional accomplishments and has taught as an adjunct professor at Georgetown University Law Center and Catholic University’s Columbus School of Law. She received her B.S. from Marquette University and her J.D. from Catholic University’s Columbus School of Law.
Senior Vice President, Federal Government Relations, Verizon
Joining Verizon in 2005, Mr. Fisher currently serves as Senior Vice President of Federal Government Relations. He manages Verizon's advocacy and relations in the United States Congress, the Administration and the company's interaction with over two dozen state and local groups such as the National Governors Association, National Conference of Mayors, and the National Council of State Legislators. He is also responsible for overseeing Verizon’s federal, state and local tax policy advocacy. In this position, he coordinates Verizon's overall legislative and Administration strategy, implementation and policy development relating to a wide range of telecommunications and business issues that impact the company. Mr. Fisher is also Vice-Chairman of Verizon’s Political Action Committee.
Before joining Verizon, Mr. Fisher was Director of Government Affairs for Clear Channel Communications (now iHeart Media). Joining Clear Channel in 2003, Mr. Fisher assisted with the opening of Clear Channel’s Washington, DC office and helped establish the company’s public policy positions on a number of broadcasting related issues before Congress.
From 1997-2003, Mr. Fisher served on the staff of United States Senator John McCain. He served as a Professional Staff Member on the Senate Commerce, Science and Transportation Committee where he worked on the Subcommittee on Communications. In this role, Mr. Fisher advised then Chairman McCain on a wide-range of telecommunications issues that included: wireline, wireless, cable, satellite, broadcasting, and high tech. He also advised the staff of other Members of the Committee and assisted with the drafting of major telecommunications legislation.
Prior to working on the Senate Commerce Committee, Mr. Fisher served on the personal staff of Senator McCain’s office in Phoenix, AZ. As Legislative Liaison, Mr. Fisher worked closely with city, county, and statewide elected officials on federal policy that affected Arizona and its localities. Before working in the Senator’s state office, Mr. Fisher worked on Senator McCain’s 1998 reelection campaign where he helped coordinate grassroots efforts, get out the vote program and fundraising.
Mr. Fisher is also a veteran of political campaigns having served as a campaign manager for a Republican Congressional candidate and as a consultant to various local and statewide campaigns in Arizona. He has also served as an informal policy advisor to three Republican Presidential campaigns.
Mr. Fisher is on the board of the National Association of Manufacturers, a member of the U.S. Chamber Public Affairs Council and an alumni of the American Council on Germany. Outside of the office, Mr. Fisher and his wife are co-founders of a Virginia 501(c)(3) non-profit called Operation Christmas Hope which serves underprivileged families in Alexandria. He also co-founded the Multiple Myeloma Charity Classic, a charity golf event that has raised over $1,000,000 in the last 7 years for Multiple Myeloma cancer research. Robert and his family attend Christ the King Church in Alexandria where he a member of the Finance Committee. Mr. Fisher, his wife Rebecca Fisher, and their two children, Savannah and Cole, reside in Alexandria, VA. Robert graduated from Arizona State University in 1997 with a B.A. in Political Science.
Executive Director, National Consumers League
Sally Greenberg joined the National Consumers League as Executive Director on October 1, 2007. The League’s focus is on five key priority areas: fraud, child labor, LifeSmarts, health care, especially the safe use of medications and medication adherence, and food safety and nutrition. Ms. Greenberg has testified numerous times before Congress on consumer protection issues, including on product safety, fraud, excessive fees on car rentals, consumer rip-offs in calling cards and in support of protections for farmworker children. Ms. Greenberg is our primary spokesperson on a variety of issues.
Ms. Greenberg came to NCL from Consumers Union, where she worked from 1997-2007 on product liability and food safety issues, along with auto and product safety. Previously, Ms. Greenberg worked at the U.S. Department of Justice Foreign Claims Settlement Commission and prior to that, she spent a decade serving as the Eastern States Civil Rights Counsel for the Anti-Defamation League, based in Boston.
Ms. Greenberg was president of the Women’s Bar Association of Massachusetts and the Women’s Bar Foundation, and served on several gubernatorial commissions in Massachusetts. Ms. Greenberg served for many years on the board of directors of the Alliance for Justice, and HALT, an organization whose mission is the protection of the rights of consumers in their interactions with lawyers and the legal system. Ms. Greenberg is a member of the Reagan-Udall Foundation Board, a nonprofit established by Congress to support the mission of the FDA and help equip the agency with the highest caliber regulatory science and technology. She also serves on the board of the Keystone Center, which helps leaders in health, energy, environment and education battle contentious issues with a consensus-based approach. Ms. Greenberg also served for over a decade on the board of directors of Trillium Asset Management, the oldest and largest investment management firm dedicated to socially responsible investing.
Visiting Fellow, Center for Internet, Communications, and Techno, American Enterprise Institute
Bret Swanson is a visiting fellow at AEI’s Center for Internet, Communications, and Technology Policy and president of Entropy Economics LLC, a strategic research firm specializing in technology, innovation, and the global economy. He advises investors and technology companies, focusing on the Internet ecosystem and the broadband networks and applications that drive it. Mr. Swanson is also a scholar at the US Chamber of Commerce Foundation, where, since 2005, his research has centered on economic growth and policies that encourage it. For eight years Mr. Swanson advised technology investors as executive editor of the Gilder Technology Report and later was a senior fellow at the Progress & Freedom Foundation, where he directed the Center for Global Innovation. Mr. Swanson began his career as an aide to former senator Richard Lugar (R-IN) and was then an economic analyst for former representative Jack Kemp (R-NY) at Empower America.
