Brandon Milhorn is the president and chief executive officer of the Conference of State Bank Supervisors (CSBS), the national association representing state financial regulators and a champion for the system of state financial supervision. He was appointed by the CSBS Board of Directors in December 2023. CSBS supports state regulators by advocating for responsible policy; engaging with federal regulatory counterparts, the Administration, and Congress; providing research on economic matters, industry trends, and best practices; conducting training and professional development; and developing transformative supervisory technology, such as the Nationwide Multistate Licensing System and Registry.
Milhorn previously held leadership roles at the Federal Deposit Insurance Corporation (FDIC), serving as deputy to Vice Chairman Travis Hill and as chief of staff and deputy to Chairman Jelena McWilliams. Before the FDIC, he spent seven years in the private sector with Raytheon Corporation. Before Raytheon, he held numerous positions over a decade of public service, including as staff director and chief counsel for the Senate Committee on Homeland Security and Governmental Affairs, general counsel for the Senate Select Committee on Intelligence, and as an attorney at the CIA. He began his career with two federal clerkships.
Milhorn holds a B.S. in economics from East Tennessee State University and a J.D. from Cornell Law School.

Lee Reiners is a lecturing fellow at the Duke Financial Economics Center at Duke University. At Duke, Reiners has taught classes on FinTech Law and Policy, Cryptocurrency Law and Policy, Financial Regulatory Policy, Climate Change and Financial Markets, and Cybersecurity Law and Policy. Reiners is widely recognized for his unbiased commentary and analysis on cryptocurrency regulation, and he has testified three times on the subject before the U.S. Congress.

Patrick Wyrick serves as a United States District Court Judge for the Western District of Oklahoma. He was nominated for that position by the President, and assumed duty on April 12, 2019. Before being appointed a federal judge, Wyrick served as Vice Chief Justice of the Oklahoma Supreme Court. Prior to his appointment to the Oklahoma Supreme Court, Wyrick served six years as Oklahoma's Solicitor General.

She concentrated her practice on white collar criminal defense, SEC and FINRA enforcement matters, corporate and accounting fraud, internal investigations, corporate compliance, foreign corrupt practices violations, Congressional investigations and complex civil litigation.
Ms. Buchanan served as the United States Attorney for the Western District of Pennsylvania from September 2001 to November 2009, having been appointed by President George W. Bush. She is the only woman in Pennsylvania's history to be presidentially appointed to this position. As the United States Attorney, Ms. Buchanan oversaw the prosecution of more than 5,000 cases, including corporate and securities fraud, bank fraud, foreign corrupt practices, false claims, money laundering, health care fraud, public corruption and a broad range of violent crimes. Prior to that time, Ms. Buchanan spent more than 13 years as an Assistant United States Attorney litigating criminal, civil and appellate cases.
During her tenure as the United States Attorney, Ms. Buchanan also held several posts at the DOJ, including serving as the director of the Executive Office for United States Attorneys, acting director of the DOJ’s Office on Violence Against Women and chair of the Attorney General’s Advisory Committee. Ms. Buchanan also served on the U.S. Sentencing Commission's Organizational Guidelines Advisory Committee, which made recommendations to the Commission for amendments to the Sentencing Guidelines for Business Organizations.

Judge Carlos Bea serves as a judge on the United States Court of Appeals for the Ninth Circuit. He received his Bachelor's Degree from Stanford University in 1956 and his J.D. from Stanford Law School in 1958. Judge Bea was born in San Sebastian, Spain, and immigrated with his family to Cuba in 1939. In 1952, he represented Cuba on the Cuban National basketball team in the Helsinki Olympics. Judge Bea became a naturalized citizen of the United States in 1958. He engaged in private practice in San Francisco, principally in the area of civil trials (jury and non-jury), from 1959-75 at Dunne, Phelps & Mills and from 1975-90 at Carlos Bea, A Law Corporation. He taught courses in civil litigation advocacy at Hastings College of Law and Stanford Law School. From 1990 to 2003, Judge Bea served as a judge of the San Francisco Superior Court. He was nominated by President George W. Bush to the United States Court of Appeals for the Ninth Circuit and was confirmed in 2003.

Prof. Miller received his undergraduate degree from Brown University, a master’s degree in city and regional planning from the University of California, Berkeley, and his J.D. from the University of California, Hastings College of Law. While in law school, Prof. Miller was senior articles editor of the Constitutional Law Quarterly. Prof. Miller also worked for a land use and environmental law firm in San Francisco, California prior to joining the faculty. His research interests include economic development, sustainable development, land use, environmental law, and local government law.
His academic works have been published by or are forthcoming from Cambridge University Press, Harvard Environmental Law Review, and a number of other law reviews and professional journals. In 2013, he was named Faculty Advisor of the Year by the Idaho Law Review and also received the Alumni Award for Faculty Excellence. In addition to his academic writings, Prof. Miller also blogs at Land Use Prof Blog, and writes an occasional column for the Idaho Statesman Business Insider.
Prof. Miller also runs the College of Law's Economic Development Clinic, which maintains the student-written blog Idaho NEXT. In 2013, the Clinic received the Planning Excellence Award for Best Practice from the Idaho chapter of the American Planning Association for Area of City Impact Agreements in Idaho. In 2014, the Clinic released Agritourism at the Rural-Urban Interface: A National Overview of Legal Issues with 20 Proposals for Idaho. In addition, the Clinic has been credited by state officials with popularizing the use of New Markets Tax Credits financing in Idaho, a financing tool that has already helped fund $50 million in investment in low income communities throughout the state.
