Jonathan S. Adelstein is a Managing Director and Head of Global Policy and Public Investment at DigitalBridge Investment Management. In this role, Mr. Adelstein works with all DigitalBridge portfolio companies on public policy and strategic regulatory matters and reviews policy impacts on potential investments.
Prior to joining DigitalBridge, Mr. Adelstein was President and CEO of the Wireless Infrastructure Association (WIA), where he represented over 200 businesses that build, own, and operate wireless infrastructure, including infrastructure owners, developers, carriers, and professional service firms.
Prior to WIA, Mr. Adelstein was nominated to positions by both President Barack Obama and President George W. Bush and confirmed unanimously for each by the U.S. Senate. Under President Obama, Mr. Adelstein headed the U.S. Department of Agriculture’s Rural Utilities Service as Administrator. There, he led the investment of nearly $7 billion under the Recovery Act in rural broadband and water infrastructure and oversaw a $60 billion loan portfolio in rural electric, telecommunications, and water infrastructure. Under President Obama, Mr. Adelstein was appointed to the White House National Science and Technology Council, which coordinates science and technology policy across the Federal government, and the White House Business Council, leading Council meetings with business leaders across America.
Mr. Adelstein was nominated by President Bush and served as Commissioner of the Federal Communications Commission (FCC) from 2002 to 2009. At the FCC, he worked to achieve bipartisan progress on issues including spectrum auctions, broadband expansion, widening access to the Internet and media diversity.
Before the FCC, Mr. Adelstein served at the U.S. Senate, in a number of legislative staff positions, culminating as a senior policy advisor to the Senate Majority Leader.
Mr. Adelstein received an M.A. in History and a B.A., with Distinction, in Political Science from Stanford University. He instructed undergraduates in history as a Teaching Fellow at Harvard University and a Teaching Assistant at Stanford University. He is a graduate of Phillips Academy, Andover.

Caroline Cecot is an Assistant Professor of Law at Antonin Scalia Law School at George Mason University. She teaches environmental and administrative law and has published articles in peer-reviewed journals and law reviews on cost-benefit analysis, regulatory reform, and environmental regulation.
Professor Cecot holds a JD from Vanderbilt Law School, where she received the Robert F. Jackson and Archie B. Martin Memorial Prizes for her grades; was elected to Order of the Coif; and served as Senior Articles Editor for the Vanderbilt Law Review and Articles Editor for the Environmental Law and Policy Annual Review. Professor Cecot also holds a PhD in law and economics from Vanderbilt University. Robert L. Glicksman is a nationally and internationally recognized expert on environmental, natural resources, and administrative law issues. A graduate of the Cornell Law School, his areas of expertise include environmental, natural resources, administrative, and property law. Before joining the law school faculty in 2009, Professor Glicksman taught at the University of Kansas School of Law, where he joined the faculty in 1982 and was named the holder of the Robert W. Wagstaff Distinguished Professor of Law in 1995. Professor Glicksman has practiced with law firms in DC and New Jersey before joining and while on leave from academia, focusing on environmental, energy, and administrative law issues. He has consulted on various environmental and natural resources law issues, including work for the Secretariat of the Commission for Environmental Cooperation in Montreal, Canada.
Professor Glicksman has extensive publications in his areas of expertise. He is co-author of two law school casebooks, Environmental Protection: Law and Policy (6th ed. Aspen Publishers) and Administrative Law: Agency Action in Legal Context (Foundation Press); the four-volume treatise, Public Natural Resources Law (2d ed. Ambassador C. Boyden Gray is the founding partner of Boyden Gray & Associates, a law and strategy firm in Washington, D.C., focused on constitutional and regulatory issues.
Mr. Gray worked in the White House for twelve years, first as counsel to the Vice President during the Reagan administration and then as White House Counsel to President George H.W. Bush. In the Reagan administration, he was Counsel to the Presidential Task Force on Regulatory Relief, for which he wrote the original Executive Order 12291 requiring cost-benefit analysis and White House review of regulations (later renumbered as current EO 12866). In the George H.W. Early in his career, Mr. Gray helped to develop the Business Roundtable and served as its first counsel. He is an adjunct professor at Antonin Scalia Law School and a former adjunct professor at NYU Law School (teaching energy and environmental law). Mr. Gray is on the Board of Directors of the Atlantic Council, the Federalist Society, Reason Foundation, and the Trust for the National Mall.

Nathan Richardson is an Assistant Professor of Law at the University of South Carolina School of Law and a Visiting Fellow at Resources for the Future (RFF). Previously, he served as a Resident Scholar at RFF and managing editor of the blog Common Resources.
His areas of expertise and research encompass a wide range of environmental and energy issues, including U.S. climate policy (particularly regulation of greenhouse gases under the Clean Air Act), state and local regulation of oil and gas development (including hydraulic fracturing), the evolution of the electric utility sector, and the management of forests, particularly in the Southeast. Other interests include law and economics and European environmental and energy policy. His research has examined environmental liability, environmental federalism, and the relationship between law, regulatory institutions, and policy design.

Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Concurrently, he codirects the Antonin Scalia Law School’s C. Boyden Gray Center for the Study of the Administrative State.
Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.
Mr. White has written for the Wall Street Journal, the New York Times, the Washington Post, National Affairs, Commentary, Harvard Journal of Law & Public Policy, and Notre Dame Law Review, among other publications. In 2018, the Senate Committee on the Judiciary called him to testify in Brett Kavanaugh’s Supreme Court confirmation hearings to advise senators on Kavanaugh’s approach to administrative law.

Mr. James Kuhn develops policy and business initiatives through government relations, lobbying, strategic planning and business development. He utilizes his strong bipartisan, working relationships with the Senate and the House of Representatives to affect key public policy which includes outreach to agencies throughout the federal government.
With 35-plus years of professional experience in leadership positions in both the public and private sectors, and close working relationships with Congress and Administration officials, Mr. Kuhn engages legislators and agency executives on behalf of corporations, national associations and organizations. He has helped with such legislation as the development and passage of The Telecommunications Act of 1996, (the first rewrite of telecommunications law since 1934).
Representing the Washington-based Asia Pacific Policy Center, Mr. Kuhn helped major U.S. corporations successfully engage with the Asia-Pacific region fostering business relationships between senior governmental and business representatives throughout Asia Pacific. Additionally, for a number of years Mr. Kuhn represented the Government of Iceland and the Icelandic Heart Association.
Currently, Mr. Kuhn is engaged with clients in the areas of public works infrastructure, project management and veterans’ issues (Vietnam Veterans of America). Additionally, Mr. Kuhn has worked with Offices of Governors and State Legislatures on legislation at the state level to change state statutes on procurement of major transportation projects along with capital (facilities) projects. For an eight-year period Mr. Kuhn represented the Design-Build industry through his close work with the Design-Build Institute of America.
Formerly, in his capacity as Assistant to The President in the Reagan White House (Second Term), Mr. Kuhn had the honor of being an integral part of President Reagan’s inner circle serving by his side in the Oval Office interfacing with the White House Chief of Staff, the National Security Advisor and other key White House senior staff to ensure the constant, effective flow of information to the President while providing precision and continuity on the President’s daily agenda. In this same capacity, Mr. Kuhn traveled with the President on all domestic and international trips while accompanying the President and Mrs. Reagan on 91 weekend trips to Camp David.

Sheila Tate served for twenty years as president and vice chairman of Powell Tate, the firm she co-founded in 1991 with Jody Powell, Presidential Press Secretary to President Jimmy Carter. She retired in 2012.
Mrs. Tate’s political and government experience ranges from her 1981-85 service as White House Press Secretary to First Lady Nancy Reagan to the 1988-89 Presidential campaign and transition during which she served as press secretary for President-elect George H. W. Bush. She was also communications director for the successful 1996 Republican convention in San Diego.
Most of Mrs. Tate’s business career has been devoted to agency work. She was twice affiliated with Burson-Marsteller, and was also employed twice by Hill.
She served two five-year terms on the Board of the Corporation for Public Broadcasting (CPB), appointed by both Presidents Reagan and Bush. She served as vice chairman from 1990-92 and chairman from 1992-94. She also served nine years on the National Advisory Board of the Salvation Army where she chaired the Community Relations and Development Committee.
Mrs. Tate was a member, an officer and director of the National Press Foundation for 10 years. She also served as chairman of the Civilian Public Affairs Committee for the United States Military Academy. During the George H. W. Bush administration she was a member of the United States Information Agency’s private sector public relations committee.
In 2001, the Washingtonian magazine named her one of the “100 Most Powerful Women in Washington.” In 1999, PRWeek selected her as one of the “50 Most Powerful Women in Public Relations” and one of the “100 Most Influential PR People of the 20th Century.”
She was named to the Public Relations Society of America’s National Capitol Hall of Fame in 2015.

Mark Weinberg is a former spokesman, advisor and speechwriter to President Ronald Reagan. He served on the 1980 Reagan campaign, all eight years on the Reagan White House staff, and two years thereafter as Director of Public Affairs in the office of former President Ronald Reagan. As U.S. Attorney, Mike was described as a “hard charger,” leading efforts to combat violent crime, human trafficking and public corruption, among many other issues, throughout Mississippi. He almost tripled prosecutions in the U.S. Attorney’s Office over a three-year period, resulting in the most indictments and federal defendants indicted in a one-year period in Mississippi history. He created innovative and national award-winning crime-fighting solutions, like “Project EJECT,” and he established the first statewide, multilevel and multidisciplinary human trafficking body, the Mississippi Human Trafficking Council, to comprehensively and holistically address this criminal scourge.
During his tenure as U.S. Attorney, Mike oversaw some of the biggest cases in Mississippi history: the largest health care fraud scheme (Wade Walters, et. al.), the largest Ponzi scheme (Lamar Adams), the largest False Claims Act health care fraud settlement (Region 8), and the largest nursing home False Claim Act settlement (Hyperion). In addition, as Chief Federal Law Enforcement Officer for the Southern District, Mike coordinated the largest single-state immigration worksite enforcement operation in our nation’s history, involving hundreds of federal law enforcement agents covering seven different locations operated by multiple companies.
Mike’s no show pony – he’s a work horse. Before his tenure as U.S. Attorney, Mike was an Assistant U.S. Attorney for the Southern District of Mississippi for more than eight years. He handled some of the most difficult and complex cases in that office, dealing with white collar crimes, public corruption and financial fraud, including numerous jury trials before almost every federal judge in the Southern District.
He also has experience in the private sector. He has practiced law in Washington, D.C., and has served as a litigator and general counsel for a conservative nonprofit. He also has extensive experience in public policy, having served as the Legislative Director to a U.S. Congressman and as Counsel to the House Judiciary Committee.
Mike has also testified before both the United States Senate and the U.S. House of Representatives on issues ranging from crime to Presidential pardons. He has worked on all sides of the legal, regulatory, investigative, prosecutorial and policy spectrum. The incredible insight gained from this varied experience enables him to find a path forward for clients, no matter how complicated the case.
Senior Vice President for Legal Studies, Cato Institute
Clark Neily is senior vice president for legal studies at the Cato Institute. His areas of interest include constitutional law, overcriminalization, civil forfeiture, police accountability, and gun rights. Neily is the author of Terms of Engagement: How Our Courts Should Enforce the Constitution’s Promise of Limited Government. His writing has appeared in the Wall Street Journal, Forbes, and National Review Online, as well as various law reviews, including the Harvard Journal of Law and Public Policy, George Mason Law Review, Georgetown Journal of Law and Public Policy, NYU Journal of Law and Liberty, and Texas Review of Law and Politics. Neily is a frequent guest speaker and lecturer for the Federalist Society, Institute for Humane Studies, and American Constitution Society.
Before joining Cato in 2017, Neily was a senior attorney and constitutional litigator at the Institute for Justice and director of the Institute’s Center for Judicial Engagement. He is also an adjunct professor at the University of Texas School of Law, where he teaches constitutional litigation and public-interest law.
Neily served as co-counsel in District of Columbia v. Heller, the historic case in which the Supreme Court held for the first time that the Second Amendment protects an individual right to own a gun for self-defense.
Neily began his legal career as a law clerk to Judge Royce Lamberth on the U.S. District Court for the District of Columbia. After that he spent four years in the trial department of the Dallas-based firm Thompson & Knight. Neily received his undergraduate and law degrees from the University of Texas, where he was Chief Articles Editor of the Texas Law Review.

John Elwood is the head of Arnold & Porter’s Appellate and Supreme Court practice. He has argued before the Supreme Court nine times, and appeared before most of the federal courts of appeals. He has successfully argued cases across a broad cross-section of subjects, with particular experience in environmental law, the False Claims Act, government contracting, and federal criminal law

Before joining the firm, Mr. Elwood served in senior-level positions in the U.S. Department of Justice. Beginning as an Assistant to the Solicitor General, and continuing with the firm, he has briefed more than 20 merits cases before the Supreme Court of the United States, and has briefed approximately 135 cases at the certiorari stage. As the senior Deputy in the Office of Legal Counsel, he advised the White House and federal agencies on a range of constitutional, statutory, and regulatory issues.
