Mike Hurst is a partner with Phelps Dunbar LLP where he optimizes his in-depth knowledge of the court system, investigative and prosecutorial agencies, the regulatory arena, and the public policy realm to help clients facing government investigations, enforcement actions, regulatory matters, general litigation and policy issues. Mike currently serves as the General Counsel of the Republican National Committee and as Chairman of the Mississippi Republican Party. He previously served as the U.S. Attorney for the Southern District of Mississippi from 2017-2021, and with over 20 years of experience before judges, juries and policy makers, handling some of the largest and most high-profile cases in Mississippi, he's known for untangling the most complex legal issues.
As U.S. Attorney, Mike was described as a “hard charger,” leading efforts to combat violent crime, human trafficking and public corruption, among many other issues, throughout Mississippi. He almost tripled prosecutions in the U.S. Attorney’s Office over a three-year period, resulting in the most indictments and federal defendants indicted in a one-year period in Mississippi history. He created innovative and national award-winning crime-fighting solutions, like “Project EJECT,” and he established the first statewide, multilevel and multidisciplinary human trafficking body, the Mississippi Human Trafficking Council, to comprehensively and holistically address this criminal scourge.
During his tenure as U.S. Attorney, Mike oversaw some of the biggest cases in Mississippi history: the largest health care fraud scheme (Wade Walters, et. al.), the largest Ponzi scheme (Lamar Adams), the largest False Claims Act health care fraud settlement (Region 8), and the largest nursing home False Claim Act settlement (Hyperion). In addition, as Chief Federal Law Enforcement Officer for the Southern District, Mike coordinated the largest single-state immigration worksite enforcement operation in our nation’s history, involving hundreds of federal law enforcement agents covering seven different locations operated by multiple companies.
Mike’s no show pony – he’s a work horse. Before his tenure as U.S. Attorney, Mike was an Assistant U.S. Attorney for the Southern District of Mississippi for more than eight years. He handled some of the most difficult and complex cases in that office, dealing with white collar crimes, public corruption and financial fraud, including numerous jury trials before almost every federal judge in the Southern District.
He also has experience in the private sector. He has practiced law in Washington, D.C., and has served as a litigator and general counsel for a conservative nonprofit. He also has extensive experience in public policy, having served as the Legislative Director to a U.S. Congressman and as Counsel to the House Judiciary Committee.
Mike has also testified before both the United States Senate and the U.S. House of Representatives on issues ranging from crime to Presidential pardons. He has worked on all sides of the legal, regulatory, investigative, prosecutorial and policy spectrum. Ken Daines is an associate at Holtzman Vogel Baran Torchinsky & Josefiak PLLC. His practice focuses on trial and appellate litigation in federal and state courts, including matters presenting constitutional law, redistricting, and election-related issues.
Before joining the firm, Ken clerked for Judge Ryan D. Nelson on the U.S. Court of Appeals for the Ninth Circuit and Judge Dee V. Benson on the U.S. District Court for the District of Utah. He also practiced election law and government ethics at a large law firm in Washington, D.C.
Ken earned his J.D. from Stanford Law School and a B.A. in International Relations and Chinese, magna cum laude, from Brigham Young University. While in law school, he worked as a student attorney for the Religious Liberty Clinic and served as Executive Vice-President for the Stanford Law chapter of the Federalist Society. Ken is a member of the District of Columbia and Maryland Bars, the J. Reuben Clark Law Society, and the Federalist Society.
Andrew Pardue is an associate at Holtzman Vogel Baran Torchinsky Josefiak PLLC specializing in election and campaign finance law.
Prior to joining the firm, Andrew served as a law clerk for the D.C. Criminal Code Reform Commission and the Office of the Virginia Attorney General’s Civil Litigation Division, Consumer Protection Section. He also interned in the chambers of Magistrate Judge Lawrence Leonard of the United States District Court for the Eastern District of Virginia.
Andrew graduated from Harvard University with a B.A. in Government and a secondary concentration in Economics. He earned his J.D. from William & Mary Law School. While in law school, he served as Senior Notes Editor on the William & Mary Law Review and authored a published student note on congressional investigations of the executive branch. He also served as a graduate research fellow with the Center for the Study of Law and Markets. Andrew is a member of the Virginia Bar, the Federalist Society, and the Republican National Lawyers Association.

Drew Watkins is a senior associate with Holtzman Vogel Josefiak Torchinsky PLLC, providing counsel in the areas of campaign finance and election law, lobbying and ethics compliance, and tax-exempt organizations.
Prior to joining the firm, Drew served as a law clerk to the Honorable Joseph R. Goeke, Senior Judge of the United States Tax Court in Washington, D.C., and worked in the Office of General Counsel for the Governor of Kentucky, Matthew G. Bevin. While in law school, Drew served as a law clerk for the Kentucky Executive Branch Ethics Commission and interned for Senate Majority Leader Mitch McConnell in his office in Washington, D.C.
Drew graduated from the University of Louisville with a B.S. in Justice Administration. He earned his Juris Doctor, magna cum laude, from the University of Kentucky College of Law and was a member of the Order of the Coif. During law school, he served as a senior staff editor on the Kentucky Law Journal and authored a published student note on the Justice Against Sponsors of Terrorism Act. Charles Yates is an attorney in Pacific Legal Foundation’s environmental practice group, where he litigates to defend private property rights and uphold the structural protections guaranteed by the Constitution’s separation of powers.
His inspiration to focus on environmental law comes from the special case of government overreach it presents, where individual rights too often give way to collectivist notions and where misguided government policies create a cure worse than the disease. Charles has a particularly strong belief in the important role that the productive use of natural resources plays for human flourishing. To these ends, his practice at PLF focuses primarily on the Endangered Species Act, the Clean Water Act, and related regulatory issues.
Charles credits his strong belief in the principles of individual liberty and limited, constitutional government to his family. His personal philosophy developed further while studying the works of Adam Smith, John Locke, James Madison, and other classical liberals. Born and raised in Australia, Charles has always admired the U.S. Constitution as the purest and most enduring application of the ideals of individual liberty and limited government. It was these influences that impressed upon him the desire to pursue a career in public interest litigation.
After obtaining a B.A. in political science and international relations from the University of Western Australia, Charles moved to the U.S., where he earned his J.D. magna cum laude from the University of Baltimore School of Law. During law school, he served as president of his school’s chapter of The Federalist Society and was an editor of the University of Baltimore Law Review. Other highlights from his law school days include an internship at the Cato Institute and a clerkship at the Institute for Justice.
Charles lives in Sacramento with his wife Maxine. In his spare time, he enjoys reading and playing the bass guitar.
